05/26/1993 Regular MeetingMONASEKCA BAY ROAD SERVICE DISTRICT MINUTES MEETING OF May 26, 1993 I. The meeting was called to order at 7:10 p.m. at the Monashka Bay Fire Hall. Members present were: Members absent were: Mark Withrow Roger Blackett Gregory Razo Mitch Hull Shawn Dillon NONE II. Chairman Roger Blackett opened the meeting. A quorum was present. The minutes of the meetings of both January 13, 1993 and April 14, 1993 were unanimously approved. The agenda submitted by Chairman Blackett was then unanimously approved with one additions and no deletions. Upon motion duly made and seconded it was unanimously approved that consideration Resolution 93 -01 be added to new business. III. The meeting was then opened up for the recognition of guests and public comment. No guest were present. Next the meeting was opened up to Public Hearing concerning the Proposed Work Program and FY 1994 Budget. No public comment was heard. The chairman advised the board that the budget used the same figures as last year. IV. The meeting then proceeded to old business. The first topic of consideration was a review of correspondence which included notification of Shawn dillon's appointment to the Board by the Borough Assembly. Also a response to our inquiry regarding a "sign" budget; a letter from the Chairman Blackett to Mayor Selby and a letter to Mr. Knoke were reported. Next, the board took up the issue of the ISTEA Funding Request which had been submitted by the Borough. It was noted that the borough would submit new priorities in Fall 1993 to the State. Also there was discussion regarding possible cuts in Borough dollars by the new State transportation commissioner. It was noted that money previously assigned tot he borough had not yet been cut lose by the state. Roger Blackett reviewed the current status of the FY '93 Budget and fund balance. He reported that the Budget was in good shape with the strong possibility of a $12,000 to $13,000 carryover from this budget. This is the first Resolution by the Board. It provides notification to the Borough Assembly and staff that the Board "supports and encourages funding for Monashka Service District roads to up -grade them to present Borough service road standards and specifications; and supports funding for land acquisition and road construction to extend Three Sisters Way through to Monashka Circle to provide a safer alternative route for residents and services The extension of Three Sisters would eliminate the many problems and safety hazzards drivers have in winter on this road in climbing the steep winding hill that is often glaciated. ISTEA funds were targeted for accomplishing this road work. (See the story on ISTEA in this Newsletter) Budget: continued from page 1. be used for road improvements. Last year (fy 93) we spent S767 for Borough staff salaries, S9,480 for road grading, snow plowing, and general road maintenance, and S307 for services supplied by the Borough. Instead, another plan has been developed by the new Commissioner. This plan excludes many local goverment needs and probably eliminates ISTEA funds for the Kodiak Island Borough and Road Service Districts. There is a possibility that the federal goverment could withhold ISTEA funds from the State and not accept the Commissioner's plan because of the exclusion of local goverment road needs. This new plan does not provide the statewide road improvements envisioned in Tomorrow's Alaska. Instead, the money will most likely be spent on "pet" road projects of the current administration. If you feel that the Kodiak Island Borough should get ISTEA funding for local road improvements, then voice your concerns to your State and Federal Legislators. Write the Governor and Commissioner of DOT&PF and let them know that you favor the Tomorrow's Alaska plan. The Board is again requesting your help in maintaining our roads this winter. We would appreciate your cooperation in: 1. Keeping the roads clear of parked vehicles to expedite snow plowing and gravel spreading. 2. Keeping your vehicles prepared for driving in severe (wet ice) winter driving conditions. We strongly recommend 4-wheel drive and studded tires on our roads in winter. 3. Drive slowly and cautiously. Keep to your side of tbe road at all times (especially on Three Sisters Way). Look out for tbe unexpected, children, horses, dogs, cab. pigs, sheep, goats, ducks, and 4- wheelers. 4. Be patient Snow plowing usually takes about 5 hours to clear all of the roads. S. Call a Board member if you have a problem or suggestion concerning road service (phone numbers on page 1J. The Board needs your help and cooperation in maintaining our roads. PAGE 2 CHAIRMAN'S COLUMN by Roger F. Blackett I suppose we all have our reasons for volunteering or not volunteering for community service boards. I thought I would share with you my reason for once again joining the Monashka Road Service Advisory Board. I bought property on Three Sisters Way before there was a road and began developing my property at the same time the road was being constructed. There was no electricity until the following year (about 1979 as I recall). It was a big convenience to be able to drive rather than hike to my house 'construction site. There was no maintenance of .the new road and in winter, no snow plowing or sanding. One winter I used my winch in addition to 4 -wheel drive to reach the top of the Three Sisters road. The Monashka Road Service District was finally established in 1982 and I served as vice -chairman for one term on the first Advisory Board. About 1989 -91 the Board appeared to have gone astray. The roads were not being properly maintained. Every time I called for road service or snow plowing I was given a story about the lack of money in the budget and how the contractor had overrun the budget in previous years. In the fall of 1991 I was appointed to the Advisory Board again. I figured the best way to change things and get the Service District back on track was to join the Board. I believe we are back on track now. By next year, with reasonable luck, we will have a budget reserve of over 530,000 and be able to reduce the taxes you pay for road maintenance by 0.5 mills. I am convinced that 1.5 mills will be adequate to continue an acceptable level of maintenance, even with the likely elimination of the State contribution (currently S2,709) to our budget. However, the Advisory Boars must continue to work closely with the contractor to stay within budget. V. The meeting then took up consideration of new business. Shawn Dillon was first welcomed as our new board member. Then the applications various contractors for the District Road Work Program were reviewed and discussed. Following completion of the contract proposal review, upon motion duly made and seconded it was unanimously determined that A -K CONSTRUCTION's proposal would be recommended by the Board for approval by the assembly. Finally, October 27, 1993, at 7:00 p.m. for the next meeting at the current location. VI. The meeting was then opened up to board member comments. VII.
