The meeting was adjourned at 7:40 p.m. Submitted By: c* - R OGER F. BLACKETT Chairman MAY 91994 ï¿œuor LERK'S ,-')PEKE PROPOSED BYLAW ADDITION 4.15.060 Officers Officers of a service board shall not be employed by a contractor,or related to a contractor, or have a financial interest in a business of a contractor performing services under service board jurisdiction. Reason for bylaw addition: In 1990 -1991, the contractor for the Monashka Road Service District was given free reign for road service work. As a result, expenditures amounted to twice the available revenue leaving a $23,000 deficit for the District. The chairman of the Board at the time was also an employee of the contractor. Although there is no evidence of collusion between the former chairman and the contractor, a perception exists suggesting collusion may have occurred. The intent of this bylaw addition is to decrease the possibility of collusion occurring between officers of the Service Board and contractors performing work for the Board.
