I Staff Present Rick Gifford, Borough Manager Lauri Whiddon, HR Officer /Executive Assistant Karl Short, Finance Director KIB Employees Present Alan Torres, Solid Waste Baler /Landfill Supervisor Paul Van Dyke, LAN Administrator WELCOME OF BOARD MEMBERS AND GUESTS g Chair Susan Killary welcomed all board members and guests and reminded guests to sign the attendance log. ACCEPTANCE OF AGENDA The agenda was approved as submitted. APPROVAL OF MINUTES The minutes of the February 25, 2009 meeting were approved as submitted. i CITIZENS' COMMENTS (Limited to 3 minutes) Alan Torres commented on the scoring matrix used by the Borough for rating job descriptions, urging that it be rewritten. J I Personnel Advisory Board Page 1 of 3 September 23, 2009 z f ITEMS OF BUSINESS a) Personnel Status Report Lauri Whiddon presented the Personnel Status Report. b) Job Descriptions — Salary Placement 1. IT Supervisor BASH moved to approve the recommended salary range placement for the position of IT Supervisor with the MIS Department at 20.5 of the salary scale. I Manager Gifford gave a brief report on the position of IT Supervisor, stating that the job description had been rewritten to better reflect the duties being performed by the position since a reduction in force many years ago. A Finance Director Karl Short reported on the reorganization of the MIS department since the cutbacks and the additional changes that had taken place within the department with the onset of new technology. i ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Bash, Cagle, Killary. I 2. GIS Analyst f BASH moved to approve the recommended salary range placement for the position of GIS Analyst with the MIS Department at 19.0 of the salary scale. 5 Manager Gifford gave a brief presentation on the position of GIS Analyst, stating that the job description was a combination of a re -write of the Drafting Technician job description, and was updated to include new technology. He added that the new position would support all of the Borough departments. Finance Director Karl Short gave an overview of the duties of the GIS Analyst, and described how the new position would assist in the island -wide coordination effort that encompassed other agencies that use geographic information technology. ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Bash, Cagle, Killary. COMMENTS (Limited to 3 minutes) a) Citizen Comments f Alan Torres commented on the job descriptions that were presented and noted that there were still more that needed to be presented. } Personnel Advisory Board Page 2 of 3 September 23, 2009 Paul Van Dyke thanked the Board for its service. b) Manager Manager Gifford thanked the Board for its service. He stated that some job descriptions had come through his office and had been updated. c) Board Thomas Cagle inquired about the Borough exit interview process. The process was explained. ADJOURNMENT a) Next Meeting Board members would be contacted several weeks before the next meeting to come up with a date that would accommodate all.
