KIB SCHOOL DISTRICT CONFERENCE ROOM 's JAN 2 8 2010 �' MINUTES H C►_.ERKSr CALL TO ORDER VICE CHAIR FOREMAN called to order the January 12, 2010 Parks & Recreation regular meeting to order at 7:00 p.m. ROLL CALL Committee members present were: Pam Foreman, Hans Tschersich, Jeff Huntley, Patrick Saltonstall, Sandra West, and Willy Bethea. Excused was Mike Sirofchuck and Rick Lindholm. Community Development staff present was Bud Cassidy and Sheila Smith. A quorum was established. COMMITTEE MEMBER SALTONSTALL MOVED to excuse Mike Sirofchuck and Rick Lindholm. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. APPROVAL OF AGENDA COMMITTEE MEMBER HUNTLEY MOVED to approve the agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY MINUTES OF PREVIOUS MEETINGS COMMITTEE MEMBER SALTONSTALL MOVED to approve the December 22, 2009 Parks & Recreation minutes. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY AUDIENCE COMMENTS AND APPEARANCE REQUESTS & OLD BUSINESS A. Review of the Winter Rules of the Lake VICE CHAIR FOREMAN stated audience comments and Old Business A will be meld together since everyone is here to speak on the Winter Rules of the Lake. Dani Stihl stated he attended last year when it went through Parks & Rec and he heard that Planning & Zoning was going to take it up but he didn't hear any more on it. Signs weren't posted this winter. Nick Szabo stated he hasn't heard anything about the Winter Rules of the Lake also and he wanted to know how someone is to measure the decibels on an ATV or snow machine. Lorna Arndt stated around Island Lake has become a drug lane, and reminded Cassidy of the building she had told him about. The Troopers say people can do anything they want on the ice because it doesn't belong to the borough or city; it is state owned. She's had a lot of problems with fireworks and bonfires around and on the lake blowing hot ashes onto her deck burning it. Stihl said people have been more considerate since last winter and he feels the rules should be posted. There's also the safety issue of people on the lake before it is frozen enough and he feels something should be put on the rules regarding the lake being dangerous to warn people without common sense. COMMITTEE MEMBER SALTONSTALL said he uses that lake for skiing and it wasn't as bad last winter as years past but people didn't respect the 100 feet. Wendy Beck stated there are established fire pits at Island Lake. Page 1 of 4 b COMMITTEE MEMBER TSCHERSICH told about a friend that lives in the vicinity of the lake who said the noise was awful all hours of the night because they were zooming around the lake all night long. Beck said there was 1 snow machine that went out on the ice back in November and that was because people were still afraid to get out on the ice. Arndt said 2 snow machines went out. Stihl said he thinks people took note of the rules and he's noticed the 4 wheelers are staying clear of Island Lake. During discussion they found the Winter Rules of the Lake were not posted this winter, and if the rules keep working then they won't have to be codified. Staff was directed to post the rules, and to find out where the 90 decibels came from and email the committee with this information. Cassidy will call the city to see if they have a policy for bonfires on the lakes to see what kind of jurisdiction and authority there may be on uplands and lakes. During discussion it was the consensus not to make any changes and get the Park Rules and Rules of the Lake posted. COMMITTEE MEMBER HUNTLEY said the reason that we didn't want the rules codified was because once you do that then it's hard to change them if we do have to modify them. If it does work maybe we don't have to go as far as codifying them. COMMITTEE MEMBER SALTONSTALL MOVED to stick with what we have, post it more, and put the Park Rules next to it. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY It was the consensus to review the Rules of the Lake annually in January. OLD BUSINESS B) Trails Plan VICE CHAIR FOREMAN reminded Cassidy he was going to provide the timeline and reestablishing some things. Discussion regarding the Trails Plan, consultants coming for the February 9th Winter Trail Users meeting, getting the winter trails mapped. In response to FOREMAN'S inquiry if Gilpin will be bringing the land status information, Cassidy replied he will have to ask. VICE CHAIR FOREMAN directed Cassidy to email the committee the timeline as it exists so everyone can refresh their memory before the February 9th meeting. VICE CHAIR FOREMAN directed Smith to put together a packet for Willy that includes the information from Alta the last time. Cassidy said we are trying to get the folks to come out who ice skate, snow shoe, and cross country ski. Gilpin will be meeting with those folks while here, meeting with us to show us what kind of products they've put together, giving us an update on schedule, and telling us what kinds of decisions need to be made. He will be here for 3 days. During brainstorming the committee came up with names to send flyers to: Orion's -Steve Weilebski, Skater's Edge -Kate Wynne, Ray Jackson, Sean Rauwolfe, Jascha Zibitnoff, Chris Kouremetis, Phillip Tschersich, Pete Cummiskey, Dave Allen, John Sikes, Ron Jackson, Suzanne Schmidt, Cheryl Hempke, Laura & Eric Hansen, Ken Hansen, Steve Paulsen, Deb Engvall, Jesse Roberts, and 58 Degrees North -Tim Howland. Page 2 of 4 Smith was directed to update the flyer and remove the January 12th meeting and then email it to the group and mail it to the listed people. A brief discussion on Northstar, Island Lake Trail, and trails from Rezanof up Otmeloi. NEW BUSINESS A) Coastal Management Plan VICE CHAIR FOREMAN stated the idea here is to see if we can convince the Assembly that it might be a good idea to ask the powers at be in state government to give the Coastal Management Plans back to the pre - Murkowski era when we actually had some control over our Coastal Management Plans. Discussion regarding Coastal Management, Murkowski, enforcement policies, airport extension EIS and having more local control. During discussion, VICE CHAIR FOREMAN suggested when the Assembly and Jerome go to Juneau it would be a primetime for Jerome to be talking with the other coastal mayors about what we are going to do about this. It was the consensus of the committee to make a recommendation to P &Z and the Assembly. COMMITTEE MEMBER SALTONSTALL MOVED to ask the Planning & Zoning and the Assembly to push for a return to the pre - Murkowski era when there was more local control in Coastal Management. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY During discussion, JANZ stated Kevin Murphy had said the airport extension EIS is almost to the end of agency review and then there will be the 30 days. Public comment period will be publicized. Cassidy stated he's looking at gravel pits where they may be getting gravel from. From a zoning standpoint his review of the plan is really the gravel pit side which is to point out which gravel pits are allowed and which ones have to go to the commission for approval. B) Elections - Chair & Vice Chair VICE CHAIR FOREMAN opened the floor for nominations for Chair Patrick Saltonstall nominated Mike Sirofchuck. There were no further nominations. Pam Foreman - 4 votes Jeff Huntley - 2 votes BALLOTS COUNTED - PAM FOREMAN -4 VOTES -VICE CHAIR. COMMUNICATIONS There were no communications 1 REPORTS The next Parks & Recreation meetings are on January 26, 2010 & February 9, 2010 at 7:00 p.m. in the KIB School District Conference Room Page 3 of 4 r AUDIENCE COMMENTS There were no audience comments COMMITTEE MEMBER'S COMMENTS Pam Foreman out of town and requested to be excused at the January 26th meeting. Sandra West said she either leaves on January 26th or the 27th and requests to be excused. Casey Janz said she thinks she has an appointment at that time and asked to be excused. Pam Foreman stated February 9th is our big meeting so try to get more winter trail users here so everyone get the word out and get people involved. Sheila Smith stated she provided updated copies of the code so all the members are familiar with them. Pam Foreman reminded the committee of the Boards, Commissions, and Committee Reception is January 22nd. It's a lot of fun, good food, and it's a thank you from the borough for us serving. Casey Janz said last night Kevin Murphy gave an overview of what occurred at the Miller Point Open House. There was a lot of public comment taken so they went back to step 1 starting with the public review process. Bill Evans, architect, will start drawing some different plans. They'll probably be looking at the RV overflow and then increasing the size of that, and somewhere there will be a bus turnaround. They won't throw those plans away but the assumption is that that's not the plan they will use. He also said some of the money will be used to do the things listed on that map; one being the road going down to the Ram site, and shoring up the bunker on Miller Point and then improving the trail at Piedmont Point. There will be a public meeting somewhere early March /early April. Sandra West suggested throwing a copy of the trails map in the newspaper. Peggy Rauwolf said she's happy to be here.
