09/23/2009 Regular Meeting Monashka Bay Road Service Area Bayside Fire Hall f September 23, 2009 ; JAN 2 5 2010 �J Minutes I Meeting Called to Order: at 7:02 p.m. by Darlene Turner Roll Call: Darlene Turner, present; Chaz Glagolich, present; Drew DeVries, Present; Randy Spivey, arrived late, present. Approval of Minutes - March 5, 2009: Moved by Drew DeVries 2 ° By Chaz Glagolich Additions or corrections - none All those in Favor: Motion approved unanimously Public Comments: Marty McKinney sees our contractor working on our ditches more than the roads. She felt that the reoccurring holes on the top of Three Sisters nee constant attention. She wanted to know who to talk to about our roads? Larry Ellsworth wanted to know when in Marmot was last graded. He is having car repair cost because of the potholes on Marmot. He wanted to know if the Service Board keeps a close eye on the contractor and their billing. Lastly, has the Board considered partial paving like in Bell Flat's? Andrew Dano was concerned with the redirection of the drainage along Three Sisters into the pond, after the flooding in July and August. He wanted to be reassured that the Board with work with him on the current options. Also he brought up the point that if we get a northeast blow and the barrier trees are taken down, his house would suffer. The board members addressed each of the questions raised by road service district members. The MBRSD budget limitations and improvement plan was explained, with a time line for improvements and resurfacing the roads once infrastructure was in place. The flooding on Three Sisters and pond were discussed at length. New Business: • Road work ditching completed September 2009 • Culverts have been ordered for Three Sisters Y near the pond. • Island Circle was widened and ditched - (several trees removed by the KIB as they were in the road right -of -way and threatened power lines) • Mt. View Widened at top - order to remove trees given by Mr. Sholtz. Jeremy Counciler removed tree that was blocking visibility up -hill on Mt. View. • Letter needs to be sent to the O'Donnels stating that if they want the trees removed in their front yard (in the Borough right of way); they need to get permission from Bob Sholtz. Also the trees that are stacked up at the foot of their driveway need to be removed so we can put in a ditch and berm. • Mrs. Dowell - has given permission for MBRSD to remove silt from her area of pond and fill area between bank and road. • Report about meeting with engineer about pond drainage and flooding. The Engineer (Chris Lynch) stated that an overflow culvert considered through the top of the beach berm would eventually clog up and suggested trench type drainage through the middle of the pond. Also the road at the bottom of Three Sisters needs to be built up 2 -3 feet. • Election of New Officers will be held on November 11, 2009 by Board. Also if there is anyone interested in filling a Board seat, please get the word out. Board Comments: Chaz Gla og lich — Is the billing complete on the culverts? And do we have any idea of when the bills are to be sent out? He states that the MBRSD Board should have never taken the roads when they did not meet Borough out of code to begin with. Drew DeVries — feels that we are all feeling the repercussion of the non - action of pond committee. He would like to re- iterate what Darlene stated about all of us working together. More request have been made for Children at Play signs to be posted on all three of our main roads. Randy Spivey — would like to see dust control added to our fiscal budget for next year. He will look into pricing for doing a group order with other road districts. Next meeting is scheduled for November 1 Ith (Both at Bayside Fire Station).
