12/08/2009 Regular Meeting _ PARKS & RECREATION COMMITTEE ; I REGULAR MEETING DECEMBER 8, 2009 7:0 A.m. DEC 3 0 2009 MINUTES CALL TO ORDER _ _— CHAIR SIROFCHUCK called to order the December 8, 2009 Parks & Recreation Meeting at 7:00 p.m. ROLL CALL Committee members present were Mike Sirofchuck, Pam Foreman, Hans Tschersich, Jeff Huntley, Patrick Saltonstall, Andy Schroeder, and Sandra West. Excused was Rick Lindholm. Ex officio members present were Kevin Murphy and Casey Janz. APPROVAL OF AGENDA COMMITTEE MEMBER HUNTLEY MOVED to approve the agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY Casey Janz arrived at 7:05 p.m. MINUTES OF PREVIOUS MEETINGS COMMITTEE MEMBER HUNTLEY MOVED to approve the November 24, 2009 minutes. VOICE VOTE ON MOTION CARRIED UNANIMOUSL AUDIENCE COMMENTS AND APPEARANCE REQUESTS There were no audience comments and appearance requests. OLD BUSINESS A) Trails Plan Hans Tschersich arrived at 7:10 p.m. During discussion it was the consensus for Alta to incorporate the one page Forest Service TMO into the Trails Plan, ask if we should include the who owns the trail language and who takes care of the trail and to add walkers under trail class 5, to ask Alta how they determine trail classifications, to give their TMO word - smithing suggestions to Cassidy to convey to Alta and to have a Winter Users public meeting with the consultants on February 9, 2010.The committee directed Cassidy to find out who the stakeholders are and to provide a revised timeline from the consultants. CHAIR SIROFCHUCK will not be in town the end of January and all of February. VICE CHAIR FOREMAN will be gone January 26th and back by February 9th hopefully. Winter rules of the lake will be on the January 12th agenda for review. NEW BUSINESS A) Fort Abercrombie State Park Sirofchuck reported Kevin Murphy sent out a PSA stating there will be an Open House for Fort Abercrombie on Monday from 5:00 p.m. - 7:00 p.m. Murphy provided the drawing of proposed changes to the park that gives a general sense for location, and pointed out the parking turnaround area stating this is Concept A2; one of five concepts. The Citizens Advisory Board adopted Concept A and 2 is the refinement of Concept A. You get a better perspective of it on the larger picture. Due to public demand there will be an open house, and the media release was today. The State Parks Director, Monica Alvarez, Planning Team, and Bill Evans, Landscape Architect will attend this event. It will be an informal setting on Monday night at 5:00 p.m. Parks & Recreation Minutes Page 1 of 2 December 8, 2009 1 at the Ranger Station. All 5 concepts will be available for viewing and the planners available to answer questions. The Citizens Advisory Board Meeting will commence at 7:00 p.m. Committee discussion COMMUNICATIONS i A) December 16, 2009 P &Z Agenda 1 CHAIR SIROFCHUCK encouraged members to go to speak for the committee's shooting 1 recommendations at the work session and regular meeting. COMMITTEE MEMBER'S COMMENTS i Casey Janz stated the Parks & Rec Committee do great work. I Kevin Murphy said to hope for good weather on Monday because 3 people are flying in for the Open House. Bill Evans and Murphy will probably go to the site location and flag it out so people can visualize the map on the ground. Andy Schroeder said Island Trails Network is looking for more board members and if you are interested you can contact him or any board member. 1 Jeff Huntley asked Cassidy if he's heard any more on the tree thinning in Chiniak. Cassidy said the last was an email from Stacy Studebaker through the Audubon Society. Huntley stated we had that at the last meeting. j Cassidy said the last he heard is that they are not cutting on the ocean side of the road. They are moving forward. John Miller is double checking on the issue of the Marbled Murrulet habitat. Mike Sirofchuck said the Audubon met last week and they are turning up the heat. They have data that they will be presenting to the State. He thanked everyone for their hard work. a ADJOURNMENT VICE CHAIR FOREMAN MOVED to adjourn.
