COMMITTEE MEMBER SALTONSTALL MOVED to excuse COMMITTEE MEMBERS FOSTER, HUNTLEY, and VICE CHAIR FOREMAN. Voice vote on motion CARRIED unanimously. APPROVAL OF AGENDA COMMITTEE MEMBER TSCHERSICH stated he'd like to add as Old Business B-Perenosa Right-of-Way, S09-010. COMMITTEE MEMBER SALTONSTALL MOVED to approve the amended agenda. Voice vote CARRIED unanimously. MINUTES OF PREVIOUS MEETINGS COMMITTEE MEMBER SALTONSTALL MOVED to approve the April 14, 2009, April 28, 2009, and May 12, 2009 Parks &t Recreation Minutes. Voice vote on motion CARRIED unanimously. 1 AUDIENCE COMMENTS AND APPEARANCE REQUESTS There were no audience comments and appearance requests. OLD BUSINESS A) Scope of work -Kodiak Trails Master Plan Cassidy gave an update on the next step -the negotiations process and recommended everyone read Alta's proposal material provided to ensure everyone is comfortable with their scope of work and if anything was missed. COMMITTEE MEMBER SCHROEDER MOVED that in case the contractual agreement is not able to be met by Alta that we select LDN as the alternate to complete the Trails Plan. Voice vote on motion CARRIED unanimously. During discussion it was the consensus that if the GPS's and digital cameras are going to be provided by the borough we could use some of that money for equipment and supplies before July ls` Sirofchuck reiterated that the committee should take the proposal material home to read and if we see any omissions to let Cassidy know. B) Perenosa Right-of-Way Vacation, Kodiak Christian Church Hans stated he was approached by a homeowner next to this playground and he said he and some other neighbors would be interested if the playground could be doubled in size instead of giving it to the Christian School, getting the one side of the right-of-way to enlarge the playground. During discussion Cassidy stated the Assembly remanded it back to the commission, and the homeowner's and Christian School try to work this out. NEW BUSINESS A) Parks &t Recreation Committee Summer Schedule During discussion it was the consensus of the committee to cut back on meetings during the summer due to having a difficult time getting a quorum in the summer. COMMITTEE MEMBER SALTONSTALL MOVED to cut back to one meeting a month on the second Tuesday of June, July, and August. Voice vote on motion CARRIED unanimously. Sandra West stated she will be out of town in August. B) Mill Bay Beach/Park Committee discussion regarding their concerns with the noise, garbage, fireworks, and partying at Mill Bay Beach and it seems the Troopers can't do anything about it. It was suggested that the Troopers could get ID's and if there is litter, just book them for littering or create a noise ordinance or curfew. Erica Thompson, community member, came to express her concerns with the garbage, noise, and partying at Mill Bay Beach. She feels that an excessive noise curfew is needed, then if the Troopers issue MIP's those persons should be required to do their community service at that park picking up trash, dividing it up for recycling, and taking care of the garbage properly. There needs to be supervision for community service. Cassidy stated he will contact the borough attorney, courthouse, and Troopers and maybe they can come to a meeting. COMMITTEE MEMBER SALTONSTALL MOVED to ask staff and the Assembly to pursue a solution to the Mill Bay Beach &z Mission Beach problem which is litter, noise, drinking, and vandalism. Voice vote on motion CARRIED unanimously. COMMUNICATIONS A) Planning &t Zoning Commission Meeting Agenda Committee discussion of public hearing items on the P&rZ agenda. REPORTS Meeting schedule CHAIR SIROFCHUCK reminded the committee that their next meeting is June 9`h and then July 14`h per our earlier discussion. He also stated he will be unable to attend due to a prior commitment with Katmai National Park. AUDIENCE COMMENTS There were no audience comments. COMMITTEE MEMBERS' COMMENTS COMMITTEE MEMBER SCHROEDER said he is glad to see $1.3 million coming to the borough under the Coastal Impact Assistance Program and some is earmarked for trails. COMMITTEE MEMBER LINDHOLM said he was disappointed to miss the last 2 meetings due to being out of town. COMMITTEE MEMBER WEST wanted to know what a CUP is. Cassidy explained it is a Conditional Use Permit and what it means. CMDK welcomed Sandra West to the committee. COMMITTEE MEMBER SCHROEDER said legislature approved $700,000 for improvements from Pier 2 to the downtown area for pedestrian improvement, and Housebill 25, the 1997 session and that bill has been passed that allows for improved protections for private landowners who allow a trail easement on their private lands. It takes their indemnification from in cases of negligence to gross negligence and it also requires reassessment the value in light of the freedoms that were voluntarily gave up so there can be a financial incentive. This is something we can offer to private land owners as we work towards connecting our trails to one another. CHAIR SIROFCHUCK thanked Sandra West. COMMITTEE MEMBER WEST said she didn't even know the Parks ~St Rec Committee even existed until a friend told her. Cassidy said he will send West the RFP so she can get familiar with it. 3 COMMITTEE MEMBER JANZ stated Allen Jones sent the email to all school district employees talking about developing a cross country ski trail map, and she informed him that there is a Trails Plan being developed and suggested he watch the borough website as it begins. Cassidy reminded the committee to email him or call him individually with any comments on the scope of work for the Trails Plan. CHAIR SIROFCHUCK asked if the committee could give input on a bike trail or path for the Pier 1 project.
