04/22/2009 Regular MeetingFISHERIES AND OCEANIC RESEARCH BOARD Regular Meeting April 22, 2009 ~' MAY 1 2 A regular meeting of the Kodiak Island Borough Fisheries and Oceanic Re earch Board was held Wednesday, April 22, 2009 in the Kodiak Fisheries Research Center Main Conference Room, 301 Research Court. The meeting was called to order at 7:30 p.m. Present were Borough Mayor Jerome Selby, City Mayor Carolyn Floyd, Board members Barbara Bolson, Jim McCullough, Stewart McDonald, Stephen Raney, and Gary Wheeler. Ex Officio members present were Borough Manager Rick Gifford, Departing City Manager Linda Freed, and Incoming City Manager Amy Kniaziowski. Staff members present were Clerk Nova Javier and Assistant Clerk Jessica Kilborn. Board members absent were Murat Balaban, Robert Foy, Sven Haakanson, and Ex Officio member Matt Moir. APPROVAL OF AGENDA FLOYD moved to approve the agenda as submitted. There was unanimous consent to approve the agenda. APPROVAL OF MINUTES -None. CITIZENS' COMMENTS -None. REPORTS -None. MESSAGES FROM THE BOROUGH MAYOR -None. UNFINISHED BUSINESS -None. NEW BUSINESS A. Review of Ordinance No. FY2009-17 Fisheries and Oceanic Research Board Copies of Ordinance No. FY2009-17 were provided to the Board. Mayor Selby explained the reasoning for establishing the Board as a collaborative effort towards increasing the research levels of fisheries for the community. These efforts may include lobbying for secured funding for research projects, grant writing for such projects, public relations, or staffing positions which would provide new local opportunities and provide quality information to the public. Board members introduced themselves and discussed the intention of maintaining open communication between the Board and the represented agencies, and the perspective role each representative would have with the Board. Board member McCullough introduced Mr. Steve Honnold as his replacement as AK Department of Fish and Game Region IV Supervisor. Board members McDonald and Bolson stressed the need to provide more avenues for students to make a connection with fisheries sciences at an entry level that could progress through high school, into college, and beyond to bring research services back to Kodiak in order to keep such employment within the community. .~._~ 2009 Kodiak Island Borough Fisheries and Oceanic Research Board Minutes April 22, 2009 Page 1 B. Long-Term Planning Discussion Discussion ensued regarding establishing a strategic planning session to determine the Board's mission statement, goals, and objectives to focus on facility and project needs, funding issues, and educational opportunities. By determining these needs, it was the Board's intention to make connections with higher level individuals to assist with finding programs or funding that would assist the AK Department of Fish and Game, U.S. Fish and Wildlife Service, NOAA, and the University of Alaska in their research or educational endeavors. Informational material from Board member Murat Balaban, Fishery Industrial Technology Center Director, regarding an upcoming workshop in Juneau involving the development of an "Alaska Fisheries Research Plan" was provided to the Board. Dr. Balaban proposed that the Board develop a position or needs list that could be incorporated into the Research Plan. Board members determined that the Board was too new to have an idea of what its position or needs would be. There was general consensus to provide this information in the future when there was a better idea of the Board's direction. C. Election of Officers There was unanimous consent to postpone the Election of Officers to the next regular meeting of the Board. D. Meeting Schedule The next regular Board meeting was scheduled for Monday, May 11, 2009 at 5:30 p.m. at the Kodiak Fisheries Research Center. There was general consensus to schedule meetings on a monthly basis. CITIZENS' COMMENTS -None. BOARD MEMBERS' COMMENTS Mayor Floyd commented that the Board seemed to be off to a good start, and was happy that there was now an opportunity for the represented agencies to collaborate. This would offer a chance to provide the community with necessary communication. Board member McDonald was thankful for being given the opportunity to be involved with the Board.
