Work Session

Committee members present were Barry Wilson, Chairman, Bruce Buffington, Robert Himes,
Arlen Zacharias, CDR Drew Dilks, LT CDR Chris Brewton. Staff present were Donna Smith,
Borough Clerk, Tina Seelinger, Records Manager.
ITEMS FOR DISCUSSION
PARLIAMENTARY PROCEDURES
Donna Smith, Borough Clerk, gave a presentation on parliamentary procedures.
LICENSE/LEASE NEGOTIATIONS BETWEEN THE COAST GUARD AND THE STATE
OF ALASKA
Cmdr. Dilks stated that no provisions had been made for the crash basin.
Barry Wilson said that the State of Alaska does not want to operate the crash basin.
Cmdr. Dilks said that if the Kodiak Island Borough had an interest in the crash basin, Mayor
Selby would need to notify the Coast Guard.
Barry Wilson asked about the term of the lease. Lt Cmdr Brewton stated that the lease, with
extensions, expired January 1, 2021.
TRANSFER OF AIRPORT FROM THE COAST GUARD TO THE STATE OF ALASKA
Cmdr. Dilks said that sixty -five percent of the surveying was complete. Additional work on the
dedication of easements would need to be completed.
Cmdr. Dilks stated that the underground storage tanks located at the MarkAir terminal had not
been closed when service was shut down. These tanks were currently in violation. Tanks were
to be removed from the ground one year from the date that use was discontinued.
Cmdr. Dilks said that the current environmental threat to the airport was the on going operations
of aircraft. The on site clean up has been completed and approved by the EPA.
Cmdr. Dilks hoped to have maps available at the next regular meeting.
MARKAIR TERMINAL
Bruce Buffington stated that he felt the MarkAir terminal should be torn down. The one million
dollars projected to renovate was ridiculous when a new terminal building could be built for half
that amount. Mr. Buffington further stated that the new Pen Air building made the MarkAir
building unnecessary and that he would hate to have the taxpayers pick up the tab for another
building that was not needed. Mr. Buffington felt that the community could not afford another
venture like the hospital.

Barry Wilson asked if a representative from the Airport Advisory Committee had met with the
Borough Assembly.
Tina Seelinger said that the Airport Advisory Committee had met with the Assembly at a work
session.
Barry Wilson scheduled the next regular meeting for Monday, February 23, at 5:30 in the
Borough conference room.
