12/18/2000 Work Session NotesAirport Advisory Committee December 18, 2000 5:00 p.m. Borough Conference Room I. CALL TO ORDER WORK SESSION NOTES The Airport Advisory Committee work session of December 18, 2000 was called to order by Stosh Anderson, Chair, at 5:35 p.m. in the Borough conference room. II. ROLL CALL Present Stosh Anderson Charles Barber Dean Andrew Bill King Ruth Lovejoy Wayne Stevens CDR Jim Poyner A quorum was established. III. UNFINISHED BUSINESS Absent Staff Dean Andrew Dave Jensen, Borough Manager Arlene Mauldin Judi Nielsen, Borough Clerk John Chya Donald Rossiter A. Ongoing State Airport Land Ownership Transfer Manager Jensen said Ron Strohman was the lead leasing officer for the State of Alaska. Coast Guard personnel performed a Phase I Environmental Assessment (a walk-around assessement, no holes were drilled). The study was completed approximately a year ago. The State requested but was unable to obtain a copy of the study. Mr. Strohman represented that the Coast Guard would not release the study. The State felt that if a copy was received the transfer could be done in phases. The lease expires 2016 or 2020. Stumblig blocks included that fact that the State wanted five years on the ARF and only wanted two runways. Poyner said the Coast Guard wanted to do a study because of the concern about user fees. Phase I and the boundary survey were completed. The Coast Guard base in Alameda, California was concerned because of base realignment and closure in other areas and the concern that divesting would cost money. The planning proposal reviewed the economic analysis of divesting. The study was his responsibility; however, he did not have sufficient staff to complete the study. He hoped to have additional information at the next meeting. Jensen noted that many regional airports had fluage fees. Anderson Few years the Coast Guard did not want ownership responsibility. Wayne at one point five to six years ago want to get into transfer of all state lands, subsequently went through convaluted mapping to get DOT, USCG and get done Jensen, other issues, but biggest, borough would have to do an analysis Wayne this was to transfer from the Coast Guard to the state Poyner beaucratic maze but if will is there can happen. Landing fee issue and fear of Coast Guard that we would have to pay more. Know time line of study, whi is responsiblt at next meeting. Poyner, why not give state a copy of Phase I. He would look into, but hurdle of Coast Guard in Alameda saying yes it was a good idea. Jensen king Salmon and Galena run by state. Coast guard used intensly but costs are minimal. He understood stat epaid $900,000 per year to operate and Kodiak #1 as highest cost. Agreement that it is a positive. New Business Future Planning Jensen would meet in Strategic Planning with the Assembly on January 20. The Phase II Master Plan would have to address state airports as public entities. Public access to the terminal was important. If Delta wanted to locate in Kodiak, it could not happen. The Public Facilities Charge that is colledcted in Kodiak went to another entity. Possibly a need to create a port authority to bond. Barber wanted to address water/sewer/fire/crash, etc. Stevens said there was a need to have the State as the title holder to the land, there was a need for a public terminal, and concern that access was blocked. Barber did not consider the report complete and thought to send it back. Anderson 1) land, 2) public terminal, 3) private entity, 4) identify list of issues water/sewer/traffic/routing/fire/issue Poyner water and sewer separate from land issue. Capacity of sewer is the issue. Jensen title 29 marine and port, could do this without taxing airport port authority. He outlined no profits, funds would go back to the facility. Charlies tax fee zone addressed, Jensen no FTZ areas, airport is one of them. Wayne 9 or 10 complexes around the borough are FTZ Poyner is still concept that state operates as well as owns. Public needs to invest and make it work. Anderson need to build a capital replacement fee. Airport Advisory Committee Concerns 1) Implications of water and sewer needs (concerns of problems with inflow and infiltration). 2) Road access and expansion 3) Establish future rates 4) Present ownership 5) Short and long-term plans (can private structure be made available temporarily) 6) Parking for public and rental agencies 7) Five protection concerns 8) Maintenance and cargo facilities (cold storage) 9) Coordinate with the Coast Guard to detemine their potential impacts The Committee wanted further investigation and to encourage the assembly to continue the analysis. There was a need for a separate airport master plan and the state as the adjacent land owner should be involved. The Committee voted by unanimous consent to submit these concerns to the Assembly for the January 20, 2001 Strategic Planning Session. VII. ADJOURNMENT There being no further business, the meeting was adjourned at 7:29 p.m.
