REGULAR MEETING MARCH 27, 2002
CALL TO ORDER
MINUTES
The regular meeting of the Parks & Recreation Committee was called to order at 7:OOp.m.
by CHAIR SIlZOFCHUCK on March 27, 2002 in the Borough Conference Room.

III. APPROVAL OF AGENDA
The agenda was approved by consensus.
IV. MINUTES OF PREVIOUS MEETING
There were no minutes.
V. AUDIENCE COMMENTS AND APPEARANCE REQUESTS
There were no audience comments or appearance requests.

VI. OLD BUSINESS
A) Trails Mapping
The mapping process was explained to the visiting members of the newly formed
ATV Committee. It was then decided that the actual mapping process would be
postponed until after the meeting adjourned, if there was time to review the maps.
B) Trails Survey
Staff introduced the idea of a trails survey, similar to the TRAAK survey sent out
by the state, to try to inventory the actual trails and recreation needs of the
community.
There was a lot of discussion as to the possible methods of survey and the type of
information to be gathered. The Committee wanted to think about the idea and
get back to staff.
VII. NEW BUSINESS
A) Introduction of ATV Stakeholder Committee Members
The Parks and Recreation Committee introduced themselves first then the ATV
Stakeholder Committee members introduced themselves. Staff outlined the duties
of the Stakeholder Committee.
B) Acceptance of Daniel Jessup's resignation
COMMITTEE MEMBER BOEHLAND MOVED TO ACCEPT Daniel Jessup's
resignation. The motion was SECONDED by COMMITTEE MEMBER
SALTONSTALL, and CARRIED by unanimous voice vote.
C) Outline of ATV Stakeholder Committee issues
These things were already gone over during the ATV Committee introduction and
the Parks & Recreation Committee felt is was a topic better addressed by the ATV
Committee.
D) Recent ATV activity at Termination Point
COMMITTEE MEMBER SALTONSTALL has noticed that the hiking trail on
Lesnoi land has been torn up by ATV activity. Committee members were
wondering if there is anything that can be done?

COMMITTEE MEMBER BONNEY addressed the question by saying that the
ATV Committee will approach the ATV registration issue. He also said that there
will have to be trails use determination and some user separation.
COMMITTEE MEMBER TSCHERSICH wondered if it was possible to put a
sign up prohibiting ATV use.
Staff pointed out that since the trail is on Lesnoi property, the borough could not
enact regulation on their property. The Borough could possible regulate use
within the Borough owned park at the end of the road.
There was a general consensus to put this issue aside for the members to think
about.
VIII. COMMUNICATIONS
There were no communications.
X. REPORTS
A) Saltery Cove results:
Staff reported that the applicant, Chris Griffin, has withdrawn his request for a
conditional use permit in Saltery Cove.
B) Meeting schedule:
• April 3, 2002 -Regular meeting at 7:OOpm in the Conference Room.
(CANCELLED)
• Apri124, 2002 -Regular meeting at 7:OOpm in the Conference Room.
C) Attendance at the ATV Summit
Mike Sirofchuck will be attending as a representative of the Parks & Recreation
Committee and Duane Dvorak will be attending as a representative of the Kodiak
Island Borough.
There were no further reports.

COMMITTEE MEMBER BOEHLAND MOVED TO ADJOURN the regular meeting.
The motion was SECONDED by COMMITTEE MEMBER SALTONSTALL, and
CARRIED by unanimous voice vote.
The meeting adjourned at 9:00 p.m.
