Call to Order Chairperson David Odell called the meeting of the Parks and Recreation Committee to order at 7:05 p.m. on January 25, 1999 in the Kodiak Island Borough Conference Room. The meeting having been rescheduled from December 14, 1998 due to weather. II. Approval of Agenda With no objection the agenda was accepted. IV. Minutes of Previous Meeting With no objection the minutes of the February 24, 1997 meeting were accepted. The minutes of the joint work session with the Kodiak Island Borough Assembly on March 13, 1997 were reviewed. Staff also reported on attempts to establish a quorum for additional meetings of the Committee, including two park tours scheduled in 1997 and the "new park dedication ceremony" held in September 1997. Public Hearings There were no public hearings scheduled. VII. New Business A. Review of Lots 5 and 6, Block 5, Monashka Bay Subdivision (Monashka Bay Park at the comer of Otmeloi and Rezanof) for possible disposal. The Committee discussed the possible disposal of these lots. Most Committee members had mixed feelings about disposal, but were quite concerned about the continuing vandalism at this park site, and others. After additional discussion the Committee deferred any action on this item until the end of the meeting. B. Skateboard Park Issues/Update Ian Fulp provided an update of the improvements proposed for Baranof Park. The anticipated completion date is July 1, 1999. As part of the Park renovation one of the new tennis courts will be designated as a place for skateboard jumps. The issues still unresolved are insurance (who will provide) and funding for the jump equipment (proposal is for - V4 city, V4 KlB and ~ the skateboard association). C. Review of Proposed Park Regulations The Committee discussed the need for park regulations. A copy of State Park system regulations and a Borough ordinance (defeated) containing park regulations was provided for the Committee's review. After considerable discussion, and in light of the vandalism taking place in Borough parks, It was moved bv Wynne. and seconded by Odell that a framework of standards. enforceable rules are needed for Boroue:h parks. The motion passed by unanimous voice vote The Committee suggested using the State Park system regulations and the defeated ordinance as a starting point for developing rules for Kodiak Island Borough parks. Development of Borough rules should include consultation with the high school student government and the city police department. A copy of the proposed regulations was given to Clare Fulp, student body president, after the meeting. She will present them to the student council meeting on Wednesday for review and comment. VIII. Old Business A. Budget Update (FY99) Freed provided the Committee with information about the status of available funds. . Operational Funds - $81,180.00 budgeted (includes $14,000 for "end ofthe road" Monashka Bay contract maintenance.) . Capital Funds - Available Balance $23,500.00 . Other/Pending - STIP/TRAAK funds of $50,000.00 for "urban trail design" Parks & Recreation Committee Page 2 of 4 Minutes - January 25, 1999 B. Park Project Status Update (New Park Dedication was held September 1997) Lynch gave an update about the following projects. . Monashka Bay (end of the road) Park - This project was completed in the summer of 1997. The area has been subjected to a lot of vandalism since completion, but recent damage has been repaired. Alaska State Parks staff maintain this area. . Island Lake Creek Trail/Island Lake Creek Trail Extension/Mill Bay Park - Initial trail development was completed in the summer of 1997. The trail extension was completed in the summer of 1998. The trail now starts at Mill Bay Beach and goes to the new Borough Recreation Area (behind Safeway). This trail connects with the paved bike trail on both ends. Mill Bay Park was renovated during the construction of the trail, with significant improvements made to the parking area and boat launching area. . Woodland Acres Neighborhood Park - Construction of this park was completed during the summer of 1997. Neighborhood residents installed park landscaping, with materials provided by the Borough, in 1998. . Borough Recreation Area (Smokey's) Ballfields and BMX track - The first ballfield should be ready to play on this spring. The BMX track area has been filled and is ready for the construction of jumps and a track. . Women's Bay Natural Use Area Planning Project - Several meetings have been held in Women's Bay to discuss this planning project. Including a meeting in the fall of 1997 to discuss the completed draft plan. Based on requests received at this public meeting staff conducted a "user survey" of the area. The survey was conducted, and results tabulated in 1998. Since that time there has been a staff change in the Community Development Department and the project is on hold. C. Budget and Project Priorities After reviewing the last project and budget list, and quite a bit of discussion It was moved bv Blau and seconded by Wynne to recommend that the Kodiak Island Borou2h Assembly fund the followin2. prioritized park capital proiects. Natural Use Area Planning Project - Design Consultants Panamaroff Creek Park Climbing Equipment/Site Work Island Lake Park Equipment Upgrade/Park Refurbishment Spruce Cape Park Refurbishment Natural Use Area Plan Implementation (trail development, etc.) Island Lake Park Basketball Court and Drainage Improvements $ 5,000 $ 20,000 $ 25,000 $ 25,000 $ 35,000 $ 15.000 ~--7~~~ Further. the Committee recommends the disposal of Lots 5 and 6. Block 5. Monashka Bay Subdivision (Monashka Bay Park). with the funds received dedicated to the proiects identified above. The motion carried 4 - 1, with Walser voting no. Parks & Recreation Committee Page 3 of 4 Minutes - January 25, 1999 IX. Other There was discussion about the need for a community winter recreation area. The possibility of a joint venture with the USCG, or acquisition of Coast Guard property (and facilities) by the Kodiak Island Borough was discussed. The Committee requested that staff investigate this idea. The Committee discussed adding election of officers to the next meeting agenda. X. Audience Comments There were no audience comments. XI. Communications A letter from the Kodiak Audubon Society thanking the Borough for their support of the purchase of land in Chiniak by the Exxon Valdez Trustee Council was included in the meeting packet. XII. Reports A. Committee Member Reports Assembly Representative - None City of Kodiak Representative - No additional report. Planning and Zoning Commission Representative - None School Board Representative - None State Parks Representative - None B. Staff Reports Staff had no additional reports. XIII. Committee Member Comments The Committee requested that their next meeting be a joint meeting with the assembly, during the budget process, so that they could voice their concerns about the funding necessary for park operations and capital projects. There were no additional Committee member comments. The next meeting of the Committee will be a joint meeting with the assembly. Staff will work with the clerk's office to schedule the meeting and will notify Committee members. XIV.
