O-85-8KODIAK ISLAND BOROUGH ORDINANCE NO. 85-8-0 AN ORDINANCE OF THE KODIAK ISLAND BOROUGH ASSEMMLY REVISING CHAPTER 17.53, RECREATIONAL VEHICLE PARKS, OF THE BOROUGH CODE. Section I. Kodiak Island Borough Code Chapter 17.53 is revised as follows: Chapter 17.53 RECREATIONAL VEHICLE PARKS Sections: 17.53.010 Intent. 17.53.020 Definitions. 17.53.030 Conditional use. 17.53.040 Development standards. 17.53.010 Intent. The intent of this chapter is to provide minimum acceptable standards for the establishment and permanent maintenance of recreational vehicle parks. (Ord. 82-34-0 ~4(part), 1982.) 17.53.020 Definitions. For the purpose of this title, the following definitions apply: A. "Recreational vehicle" means a vehicular-type unit primarily designed as living quarters for recreational, camping, or travel use, which either has its own motive power, or is mounted on or drawn by another vehicle and does not exceed eight feet in width or thirty-five feet in length. Examples of recreational vehicles are travel trailers, camping trailers, truck campers, and motor homes. B. "Recreational vehicle park" means a tract of land upon which two or more recreational vehicle spaces are located, established or maintained for occupancy by recreational vehicles of the general public~es-~empe~a~y-~*~mg q~e~ee~e-~e~-eweney-pe~eeme-e~-ehe-pe~k£s-eee~pemee-emd-~e~memem~-½~m~ quamee~s-~e~-e~hey-~e~eene-e~-ehe-~e~s-eee~psmee. Short-term ResidencM and Lon~-term Residenc~ ma~ be co-located in any recreational vehicle ?ark, but separate areas within the park must be designated for the two different t~pes of occupancy. An~ chan~e for a recreational vehicle space from the specified residenc~ designation must be approved b~ the Plannin~ and Zonin~ Commission. C. "Recreational vehicle space" means a plot of ground within a recreational vehicle park intended for the accommodation of a recreational vehicle, or other individual camping on a temporary or permanent basis. D. ~em~e~e~y-~se~ "Short-term Residenc~" means ~megy 120 days' or less occupancy of a recreational vehicle space, in any twelve month period of time, by any person or group of persons. "Long-term Residency" means 121 days or more occupancy of a recreational vehicle space, in any twelve month period of time, by any person or group of persons. Because of their potential impact on adjacent land uses, recreational vehicle parks shall only be permitted in conservation land use districts, or business land use districts for short-term residency only and as conditional uses in accordance with the provisions of Chapter 17.67 of this title. (Ord. 82-34-0 ~4(part), 1982.) 17.53.040 Development standards. The following development standards shall be met or exceeded by all recreational vehicles parks: A. Density. The average park density shall not exceed ewemey il twenty-five recreational vehicle sites per acre. B. Area. Each recreational vehicle space shall contain not less than one thousand square feet of area. C. Width. Each recreational vehicle space shall be at least twenty feet wide. D. Setbacks. No recreational vehicle space shall be closer than ~ twenty-five feet to any property line facing a public street or closer than ~e eight feet to any other property line. i, E. Occupancy. 1. A recreational vehicle park shall only accommodate !I travel trailers, camping trailers, truck campers, and motor homes, .. 2. No pe~memem~-b~m~ structure or attachment shall be constructed or installed on any recreational vehicle space, or added to any il recreational vehicle, in a recreational vehicle park, 3. A mobile home or permanent structure shall not be located or installed in a recreational vehicle park except for use by persons engaged in the management or operation of the recreational vehicle park, 4. A recreational vehicle park owner shall not rent or lease or hold out for rent or lease to another any recreational vehicle within a park, 5. In no case shall a truck-mounted camper be occupied if removed from the truck and it is not equipped with heavy duty jacks attached to the camper. Ordinance No. 85-8-0 Page 2 F. Separation. No part of a recreational vehicle shall be located closer than e*m ten feet from any other recreational vehicle on an adjacent space. G. Open Space and Play Area. A space containing not less than five percent of the gross area to be developed shall be set aside, designated, equipped and maintained as an open space and play area. The area shall be well drained and graded, kept free from dust, and kept clean and free from the accumulation of refuse, garbage, rubbish or debris. H. Screening. Screening shall be provided and permanently maintained between all recreational vehicle parks and adjacent land uses, as required by the commission. I. Required Toilet and Shower Facilities. One toilet, one shower, and one lavatory for each sex for each fifteen recreational vehicle spaces shall be provided and no space shall be located more than three hundred feet from a restroom facility, unless the followin~ provisions are met: 1. If water and sewer hook-ups are provided to each recreational vehicle space, one toilet, one shower, and one lavatory for each sex for each thirty (30) recreational vehicle spaces or portion thereof shall be provided~ and 2. Not more than 50 percent of the recreational spaces with water and sewer hook-ups may be used by recreational vehicles that are not equipped to hook-up to the water and sewer facilities, and none of these spaces shall be located more than three hundred feet from a restroom facility. J. Lighting. During hours of darkness artificial lighting shall be maintained in accordance with the following standards: 1. An average of five horizontal footcandles of light at the floor level of entrances to restroom facilities. 2. An average of ten horizontal footcandles of light at the floor level within existing toilet and shower buildings. K. Waste Disposal Station. Waste disposal stations shall be provided in accordance with state of Alaska regulations and requirements if public water and sewer services are not available. L. Roads. Well drained, gravel surfaced roadways, not less than twelve feet in width for one-way traffic and not less than twenty feet in width for two-way traffic, shall be provided. Ordinance No. 85-8-0 Page 3 M. Management Plan. A management plan narrative shall be prepared which addresses, at a minimum, the following topics: 1. Length of stay, 2. Proposed camp rules and regulations, 3. Service facilities to he provided, if any, 4. Retail services to he provided, if any, 5. Public facilities to be provided, 6. Refuse disposal, ?. Grading, drainage, and erosion control, 8. Signage, 9. Recreational vehicle space designation, and 10. Other information deemed appropriate by the commission. N. Register. Every person who owns or operates a recreational vehicle park shall keep a register in which shall be entered: 1. The name and address of the owner or occupant of each recreational vehicle, 2. The make, type, and license number of the recreational vehicle and the state in which such recreational vehicle is registered and the year of registration as shown on the license plates attached to it when a recreational vehicle is to be on a space, and 3. Dates of occupancy. O. Caretaker. A caretaker responsible for the operation and maintenance of a recreational vehicle park shall be readily available to the occupants of a park at all times when the park is occupied. Communication capabilities for emergency situations shall be provided. P. Animals. Dogs and other domestic animals shall not be permitted to run at large in any recreational vehicle park. Q. Emergency Information. The requirements of this section shall be printed and posted in a conspicuous place on the premises and shall contain the following information: 1. List the following and their telephone numbers: a. Fire department, b. Police department or state troopers' office, c. Park office, d. The person responsible for operation and maintenance, Ordinance No. 85-8-0 Page 4 e. Enforcement agency, f. A~bulance and hospital; 2. List the following locations: a. Nearest fire alarm box, when available, b. Park location (street or highway numbers), c. Nearest public telephone. (Ord. 83-56-0(A) ~4, 8, 1983; Ord. 82-34-0 ~4(part), 1982.) Section 2.
