AN ORDINANCE OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH AMENDING 4
TITLE 2 ADMINISTRATION AND PERSONNEL, CHAPTER 2.30 RULES OF THE ASSEMBLY, 5
SECTION 2.30.080 ORDER OF SPEAKING 6

WHEREAS, KIBC 2.30.020 (D) currently states that Robert’s Rules of Order (RRO) Current 8
Edition shall govern the proceedings of the Assembly in all cases; and 9

WHEREAS, RRO states that each member has the right to speak twice on the same question 11
on the same day on the same day and the limit is 10 minutes each time; and 12
13
WHEREAS, per KIBC 2.30.070 (N), the Assembly may amend, repeal, rescind, or reconsider 14
an ordinance by enacting another ordinance; and the Assembly wishes to shorten the length of 15
speech from 10 minutes to 5 minutes. 16

NOW, THEREFORE, BE IT ORDAINED BY THE ASSEMBLY OF THE KODIAK ISLAND 18
BOROUGH that: 19

Section 1: This ordinance is of a general and permanent nature and shall become a part of the 21
Kodiak Island Borough Code of Ordinances. 22

Section 2: That Title 2 Administration and Personnel, Chapter 2.30 Rules of the Assembly, 24
Section 2.30.080 Order of Speaking of the Kodiak Island Borough Code of 25
Ordinances is amended to read as follows: 26

A. Decorum in Debate. When any assembly member is about to speak in debate or deliver 28
any matter to the assembly, he shall address himself to the chair and, being recognized, 29
confine himself to the question under debate. No assembly member shall impugn the 30
motive of any assembly member’s vote or argument and shall avoid personalities. An 31
assembly member who is speaking may not be interrupted to make a motion, even one 32
with high priority like the motion to adjourn. 33

B. Order of Speaking. 35
1. The manager, a delegate to the assembly, or any assembly member, when desiring 36
to speak at an assembly meeting, shall respectfully address the chair and shall refrain 37
from speaking until recognized. 38

2. No assembly member can speak more than twice to each debatable motion with a 40
limit of five minutes per speech. The second time take place after everyone wishing to 41
debate the motion has had an opportunity to speak once. The five-minute limit does 42
not apply when the mayor or an assembly member is giving the report to an item they 43
introduced on the agenda. 44

23. When two or more persons request recognition at the same time, the chair shall 46
determine which one shall speak first. 47

Effective Date: This ordinance takes effect upon adoption. 49
