AN ORDINANCE OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH
REPEALING ORDINANCE NO. 98-06 RESERVING CERTAIN BOROUGH
LANDS AS A VEGETATIVE SCREEN, AND RESERVING AN AMENDED
GREENBELT BUFFER ALONG THE COMMON BOUNDARY OF THE
MONASHKA BAY ROAD SERVICE AREA AND THE KODIAK ISLAND
BOROUGH BALER/LANDFILL
WHEREAS, the Monashka Bay Road Service Area shares a common boundary with the
Kodiak Island Borough Landfill site; and
WHEREAS, the Monashka Bay Road Service Area requested the Kodiak Island Borough to
restrict activities along a two hundred (200) foot common boundary of the service area and Lot 2
of the Kodiak Island Borough Landfill Subdivision; and
WHEREAS, the Kodiak Island Borough assembly has adopted prior Ordinances No. 87-15-0
and No. 98-06, reserving certain Borough lands as a vegetative screen, greenbelt and buffer
area; and
WHEREAS, the Monashka Bay Road Service Area borough approved a request to build a
new wastewater treatment facility that effectively improves upon and effectively replaces the
former bioremediation pond and swale that were included within the reserved vegetative screen,
greenbelt and buffer area; and
WHEREAS, the operation of the wastewater treatment facility is an industrial land use in a re -
platted portion of the landfill that is now zoned for industrial land uses, which makes it
appropriate to adjust the boundary of the reserved vegetative screen, greenbelt and buffer area
to exclude this facility going forward; and
WHEREAS, the zoning of Lot 2, Kodiak Island Borough Landfill Subdivision is now NU -
Natural Use which encourages the passive recreation use of land and prohibits the motorized
use of trails and which may also suggest some further changes to the characterization of the
reserved area in the context of prior greenbelt buffer ordinances;
NOW, THEREFORE, BE IT ORDAINED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH THAT:
Section 1: This ordinance is of a general and permanent nature and shall not become a part
of the Kodiak Island Borough Code of Ordinances;

WHEREAS, the Monashka Bay Road Service Area shares a common boundary with
the Kodiak Island Borough baler/landfill site; and
WHEREAS, the Monashka Bay Road Service Area requested the Kodiak Island
Borough restrict activities along the two hundred foot (200') common boundary of the
service area and ADL 44355, as well as within a two hundred foot (200') buffer
surrounding a former beaver pond; and
WHEREAS, the Kodiak Island Borough assembly adopted Ordinance No. 87-15-0
reserving certain Borough lands as a vegetative screen and greenbelt; and
WHEREAS, the Monashka Bay Road Service Area board approved a request of the
Borough to change the greenbelt to accommodate landfill expansion; and
WHEREAS, this reservation will serve as a visual and sound barrier separating
activities at the landfill site from residences in the road service area;
NOW, THEREFORE, BE IT ORDAINED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH THAT:
Section 1: This ordinance is not of a general and permanent nature and shall not
become a part of the Kodiak Island Borough code of Ordinances.
Section 2: Ordinance No. 87-15-0 is hereby repealed to be reenacted by this
ordinance to reserve a greenbelt along the common boundary of the
Monashka Bay Road Service Area and ADL 44355 described as follows:
Beginning at the most westerly corner of Lot 1, Sawmill Subdivision, Plat No. 84-46,

April 14th at 1:00 p.m. Alaska time. In the last e-mail I received, this was described as what you are interested in seeing:
"As of right now, we will want this demo to include real property (adding, changing, changing ownership, deed
information, images- both pics of house, and documents, deleting and parenting), business personal property
(adding, changing, and deleting) the Sketch program, how to supplement. For my CDD (Community
Development) brain, I want to know how easy is it to get info for GIS updates."
Is that still accurate? Are there any additional things you're interested in seeing? I plan to provide another general
overview of our solution while touching on these specific items, but please let me know if you have any other thoughts.

Hello Kyle!
I asked my staff and here are a few questions they have:
How are building permits are entered and tracked.
Events such as Tax Statements and Notice of Value, how they stored?
How do we print amended NOV's?
Reports — what is available and how pull the data.
Rolling over to a new year... in Eagle, some of us could roll to a new year and start working in the future, while others
could stay in the present year and continue to work on reports.
There's a whole lot more we'd like to know about notices and end of year processing but I think we won't have enough
time, plus that may be something we figure out together based on how we report to the State.
I think we are definitely going to be in a time crunch and more of the info we want will have to wait until we RFP it out
and a company is chosen.
My staff is excited to see some better software for sure!

SUBJECT: Flexible Work Hour Schedule
This memo is to request approval to begin a flexible schedule of work hours. Currently my work
hour schedule is 8:00 a.m. to 5:00 p.m. daily. I am asking for approval to change my work hours
to 7:30 a.m. to 4:30 p.m. Monday through Friday of each week.
It is understood that I will work regular hours, 8:00 a.m. to 5:00 p.m. during the month of April
for the Appeal Period and any other time deemed necessary by the Assessor.
Please refer to Union Contract 6.8 FLEXIBLE SCHEDULING OF WORK HOURS, for the
section that applies to this request.
