KODIAK ISLAND BOROUGH
ORDINANCE NO. FY2023-02B
AN ORDINANCE OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH AMENDING
ORDINANCE NO. FY2023-02, FISCAL YEAR 2023 BUDGET, BY AMENDING BUDGETS AND
APPROPRIATIONS TO ACCOUNT FOR THE ADDITIONAL SCHOOL BOND DEBT
REIMBURSEMENT PAYMENTS RECEIVED FROM THE STATE OF ALASKA.
WHEREAS, the Governor's budgets for fiscal years 2017, 2020, 2021 and 2022 did not fully
fund the School Debt Reimbursements Program; and
WHEREAS, State of Alaska CCS HB 281 appropriated $220 million in FY2023 to fund the
School Debt Reimbursement Program at full reimbursement for those years previously funded at
less than full reimbursements; and
WHEREAS, the Kodiak Island Borough received $12,313,291 of reimbursement funding as a
result of the additional appropriation, attached as Appendix A, and will reimburse $9,107,125 back
to the General Fund, the Facilities Fund and the Renewal & Replacement Fund to repay their
contributions to the Debt Service fund which enabled the Borough to make the required debt
service payments; and
WHEREAS, of the remaining $3,206,166 of non -reimbursable money contributed to the Debt
Service fund, $173,351 will be retained within the Debt Service fund, $560,000 will be allocated
to the General Fund, and $2,472,815 will be allocated to the Renewal & Replacement Fund.
NOW, THEREFORE, BE IT ORDAINED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH that:
Section 1: This ordinance is not of a general and permanent nature and shall not become a part
of the Kodiak Island Borough Code of Ordinances.
Section 2: The following budget amendments are made and supplemental appropriations and
transfers are approved.
