Re Case 22-012 Request Variance from parking requirements
Dear. Alutiiq Heritage Foundation
The Kodiak Island Borough Planning and Zoning Commission at their meeting on May 18, 2022,
approved the request cited above
The commission adopted the following findings of fact in support of their recommendation to the
assembly
FINDINGS OF FACT.
1. Exceptional physical circumstances or conditions applicable to the property or intended
use of development, which generally do not apply to other properties in the same land use
district. Spatial analysis concludes 32,247 square feet of property 39% parking 23%
current museum building footprint the extension of the parking area Is limited to a steep
ledge area not suitable for parking.
2. Strict application of the zoning ordinances would result in practical difficulties or
unnecessary hardships. KIBC 17.175.050 allows for alternative parking arrangements.
3 The granting of the variance will not result in material damages or prejudice to other
properties in the vicinity nor be detrimental to the public's health, safety, and welfare. The
granting of this variance will not be detrimental to the public welfare.
4. The granting of the variance will not be contrary to the objectives of the Comprehensive
Plan The granting of this variance is not contrary to the objectives of the 2008 KIB
Comprehensive Plan.
5. That actions of the applicant did not cause special conditions or financial hardship from
which relief is being sought by the variance. The applicant's actions did not cause financial
hardship, the conditions are not special. The applicant is asking for an alternative parking
arrangement for the additional eleven (11) parking spaces by utilizing the core area
exemption.
& That the granting of the variance will not permit a prohibited land use in the district
involved. The current allowed land use will continue unchanged.
