Assembly Special Meeting
February 1, 2023
A special meeting of the Kodiak Island Borough Assembly was held on February 1, 2023, in the
Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting
was called to order at 12:15 p.m.
Also present were Borough Clerk Nova M. Javier and Special Projects Support Meagan
Christiansen.
ROLL CALL
Present were Mayor Aimee Williams, Assembly members Joseph Delgado, Larry LeDoux,
Geoffrey Smith, and Scott Smiley.
SMILEY moved to excuse Assembly Member Arndt and Turner who were absent due to
personal leave.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.

CONSIDERATION OF MATTER(S) IN THE CALL FOR THE SPECIAL MEETING
A. Conducted Zoom interview with Applicant Jessica Johnson for the Borough Manager
position.
B. EXECUTIVE SESSION
Assembly To Discuss The Next Steps To Take On The Manager Hire Which May
Include Discussion Of The Borough Manager Applicants
SMILEY moved to convene into executive session to discuss the next steps to take on
the manager hire which may include discussion of the borough manager applicants
under the authority of KIBC 2.30.030(f)(1)(c) for the purpose of discussing matters which
may tend to prejudice the reputation or character of a person, who has been notified of
the potential executive session.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Delgado, Ledoux, Smiley,
and Smith.
SMILEY moved to invite the Mayor, Assembly members, and Special Projects Support
Staff into executive session.

After the vote, Mayor Williams recesses the special meeting and convenes the
executive session at 12:51 p.m.
Upon returning from the executive session, Mayor Williams reconvened the special
meeting at 2:12 p.m. and announced that a Special Meeting was called for Tuesday,
February 7, 2023, at 12:15 p.m. to conduct a follow-up interview with Jessica Johnson
for the Borough Manager position.
ADJOURNMENT
SMILEY moved to adjourn the meeting at 2:13 p.m.
