A RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH DIRECTING THE 9
MANAGER TO SOLICIT FOR PROPOSALS FOR THE HIRING OF A CONSULTANT(S) TO 10
PERFORM RESEARCH AND PROVIDE REPORTS RELATED TO THE TOPIC OF 11
CONSOLIDATION AND RECOMMENDING THE ALLOCATION OF FUNDING NECESSARY 12
RELATED TO THIS SUBJECT IN THE FY2019 BUDGET 13
WHEREAS, during the October 2016 Kodiak Island Borough municipal election, the voters were 14
asked the advisory question “Should the Kodiak Island Borough pursue the idea of consolidating 15
the Kodiak Island Borough and the City of Kodiak into a single unit of government?” and the vote 16
resulted in an approval of 1235 yes votes and 919 no votes; and 17
WHEREAS, in accordance with Article X, section 1, of the Constitution of the State of Alaska, 18
and under 3 AAC 110.982, the Kodiak Island Borough Assembly endeavors to provide the 19
minimum number of local government units; and 20
WHEREAS, incorporated in the Kodiak Island Borough Comprehensive Plan are the following 21
statements: 22
1. Participants in several Comprehensive Plan meetings recommended consolidation of the 23
Borough and City of Kodiak governments, which they indicated would improve 24
government efficiency and reduce duplication of services. This issue was primarily 25
discussed in meetings in the City of Kodiak. 26
2. Consider consolidation of local governmental functions or agencies, including among the 27
City of Kodiak and Kodiak Island Borough. 28
3. Conduct a study to identify the potential benefits, drawbacks and advisability of 29
consolidation of the Borough and City of Kodiak governments.”; and 30

WHEREAS, the Kodiak Island Borough and the City of Kodiak need to maximize every available 32
resource; and 33
WHEREAS, the Assembly directed the Borough Manager to perform preliminary research and 34
investigations to determine if there would be any obvious and unacceptable negative impacts or 35
consequences from consolidating the two governments (“show stoppers”) and the manager 36
provided a report during the Assembly’s November 30, 2017 Work Session, one of the future 37
steps recommended was for the Assembly to fund a consultant to collect, analyze, and prepare 38
a pre-consolidation report that will address all the formal requirements (including preparing 39
necessary reports and documents) to move into the formal process. 40

NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK 42
ISLAND BOROUGH that the Manager is directed to solicit for proposals for the hiring of 43
a consultant(s) to perform research and provide reports related to the topic of 44
consolidation. 45

BE IT FURTHER RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND 47
BOROUGH that funding necessary to pursue consolidation is hereby recommended for 48
allocation in the FY2019 Budget. 49
