ORDINANCE NO. FY2021-01 H
AN ORDINANCE OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH AMENDING
ORDINANCE NO. FY2021-01, FISCAL YEAR 2021 BUDGET, BY AMENDING BUDGETS TO
ACCOUNT FOR VARIOUS REVENUES THAT ARE OVER BUDGET, PROVIDING FOR
ADDITIONAL EXPENDITURES AND MOVING FUNDS BETWEEN PROJECTS.
WHEREAS, the Borough received approval from Department of Education and Early
Development for redirection of $867,467 from various bonded projects to the North Star
Elementary Siding project; and
WHEREAS, staff request a transfer of $85,000 from the Hospital Fund to the Long Term Care
Center Fuel Line Replacement project; and
WHEREAS, staff request a transfer of $25,000 from the Building and Grounds Fund to the
Peterson Elementary Roof Replacement project; and
WHEREAS, staff request a transfer of $75,000 from the Building and Grounds Fund to the
Borough Building Abatement/Mechanical Upgrades project; and
WHEREAS, staff request a transfer of $10,000 from Solid Waste Disposal & Collection Fund to
the Leachate Aeration project; and
WHEREAS, staff request a transfer of $7,213.55 from Fire Protection Area #1 Fund to the Fire
Protection Area # 1 Exhaust Venting System Install project; and
WHEREAS, staff request for the $91,785 NOAA grant from the Department of Military and
Veteran's Affairs (per Resolution FY2021-25) be added to Capital Project Tsunami Sirens
Upgrade; and
WHEREAS, staff request a transfer of $50,000 from the Kodiak Fisheries Research Center
(KFRC) Fund to the KFRC Exterior project; and
WHEREAS, staff request a transfer of $55,748.98 from the Solid Waste Disposal & Collection
Fund for the completion of the Landfill Scale Shack project; and
WHEREAS, staff request a transfer of $115,000 of unused Capital Project funds to Building and
Grounds fund; from the Borough Exterior Painting project, and

WHEREAS, staff request a transfer of $ 314,086.07 from the Kodiak Fisheries Research Center
(KFRC) Fund to the KFRC Digital Data Controls Upgrade project; and
WHEREAS, staff request a transfer of $2,600,000 from the Hospital Fund to the Providence
Kodiak Island Medical Center (PKIMC) Retaining Wall project.
NOW, THEREFORE, BE IT ORDAINED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH that:
Section 1: This ordinance is NOT of permanent nature and shall NOT become a part of the
Kodiak Island Borough Code of Ordinances.
Section 2: Within Fund 470 - School R&R Facilities Bond Projects, a redirect of $867,467 to
Capital Project #20008 North Star Elementary Siding:
• $12,510 from Project #18101 KMS Boiler Replacement
• $27,445 from Project #17006 Main Elementary Walkway
• $244,922 from Project #15011 UST Replacement 3 Schools
• $19,579 from Project #15009 Site Paving & UST Replacement 2 Schools
• $3,107 from Project #15008 Flooring Replacement 3 Schools - Akhiok, Karluk,
Ouzinkie
• $434,928 from Project #15007 KMS Fire Alarm, HVAC and Elevator Controls
• $124,976 from Project #15004 East Elementary School Renovation
Section 3: Fund 540 Hospital Fund will transfer $85,000 to Fund 445 Capital Projects —
Project #21007 Long Term Care Center Fuel Line Replacement.
Section 4: Fund 220 Building and Grounds will transfer $25,000 to Fund 415 Capital Projects
- Project # 21008 Peterson Elementary Roof Replacement.
Section 5: Fund 220 Building and Grounds will transfer $75,000 to Fund 469 Capital Projects
- Project #20005 Borough Building Abatement/ Mechanical Upgrades.
Section 6: Fund 530 Solid Waste Disposal will transfer $10,000 to Fund 490 Capital Projects
- Project #19012 Leachate Aeration.
Section 7: Fund 250 Fire Protection Area #1 will transfer $7,213.55 to Fund 450 Capital
Projects - Project #19006 Exhaust Venting System Install.
Section 8: Fund 455 Capital Project will add the $91,785 NOAA grant from Department of
Military and Veteran's Affairs to Capital Project #20021 Tsunami Sirens Upgrades
- 2020.
Section 9: Fund 555 Kodiak Fisheries Research Center will transfer $50,000 to Fund 426
Capital Projects -Project #20004 KFRC Exterior.
Section 10: Fund 530 Solid Waste Disposal &Collection will transfer $55,748.98 to Fund 490
Capital Projects -Project #17001 Landfill Scale Shack.
