RESOLUTION NO. FY2020-33
A RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH AUTHORIZING
ACCEPTANCE OF AN ALASKA DEPARTMENT OF FISH AND GAME GRANT AWARD,
#F20AF00256 — SALTERY COVE TRAIL SYSTEM ACCESS AND IMPROVEMENTS, IN THE
AMOUNT OF $482,558 FOR ACQUISITION OF STATE EASEMENTS AND TRAIL
IMPROVEMENTS ON THE ROUTE COMMONLY KNOWN AS SALTERY TRAIL.
WHEREAS, an application was submitted for a grant from the US Fish & Wildlife Service
through the Alaska Department of Fish and Game to obtain permanent easements and improve
the trail along the route commonly known as the Saltery Cove Trail; and
WHEREAS, a grant in the amount of $482,558 has been awarded to the Kodiak Island Borough;
and
WHEREAS, Island Trails Network (ITN), a local non-profit dedicated to the development,
maintenance and promotion of all trails throughout the Kodiak archipelago, has offered to provide
the in -kind and cash match required for the grant; and
WHEREAS, the Kodiak Road System Master Trails Plan, which was incorporated as part of the
KIB Comprehensive Plan by Ordinance FY2012-15, specifically addresses needed improvements
on the Saltery Cove Road; and
WHEREAS, the Saltery Cove Road is a historic trail that continues to be important to the Kodiak
community for recreation, fishing and hunting; and
WHEREAS, KIBC 3.25.040(B) states that authorization for expenditure of grant funds which
are limited by the grantor to a specific use or category of use may be authorized by resolution of
the assembly; and
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH that the Borough Manager is hereby authorized to accept the Saltery Cove Trail
System Access and Improvements Grant funds in the amount of $482,558.00 and to administer
those funds for easement acquisition and trail improvement.
