FY2021-36 A RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH EXPR SUPPORT FOR DISPOSAL OF LAND AND BUILDINGS ON LOT 5A-1 B, U.S. SURV 38A TO THE CITY OF KODIAK FOR THE PURPOSE OF DEVELOPING A NEW CITY � ODIAK FIRE STATION. WHEREAS, the Kodiak Island Borough recognizes that the City of Ko ' 'epresents 5,813, residents, based on the most recent published population estimates pr ated by the U.S. Census (2019), who also happen to be citizens of the Kodiak Island h; and WHEREAS, the City of Kodiak population represents 4 �ercent of the total borough population of 12,998 residents, and as a home rule munici nder Title 29, Alaska Statutes, is the primary provider of municipal services within its core city boundary in lieu of a service district or other similar service delivery mechanisms ted by law; and WHEREAS, the bulk of borough economic a y and taxable real property that requires fire service protection is located within the bou of the City of Kodiak; and WHEREAS, Local Emergency PI �ommittee (LEPC) filings indicate that the canneries on the working waterfront and petr torage facilities located within the City of Kodiak, store the highest concentrations of azous and flammable materials within the Kodiak Island Borough; and WHEREAS, these hz'�dous and flammable materials are routinely transported to Kodiak by marine barge, containssels and other similar modes of conveyance, and then subsequently used, handled, disuted and otherwise consumed in the process of economic activities and daily life in Ko�in ways that create substantial risk that may affect the entire Kodiak Road System; anc� WHE �to counter the considerable risk posed by these hazardous and flammable and to generally serve the daily life safety and property protection needs of the rents of the City of Kodiak, the city maintains afull-time fire service that is specifically staffed, trained and equipped to meet the needs of, and protect, the property and residents of the City of Kodiak and the Kodiak Island Borough; and WHEREAS, The City of Kodiak Fire Department also represents a significant resource in the community, being enumerated as a collateral resource in many mutual aid agreements with other standing and volunteer fire services located on the Kodiak road system, such as the U.S. Coast Guard Base Fire Dept., Womens Bay Volunteer Fire Department, Bayside Volunteer Fire Kodiak Island Borough, Alaska Resolution No. FY2021-36 Page 1 of 3 47 48 49 50 51 52 53 54 55 56 57 58 59 60 61 62 63 64 65 66 67 68 69 70 71 72 73 74 75 76 77 78 79 80 81 82 83 84 85 86 87 88 89 90 91 92 Department, and as proxy for the State of Alaska in other capacities such as for wild land fires and building fire safety inspections outside of city boundaries; and WHEREAS, the current city fire station has been repurposed from a public works building, expanded and renovated numerous times, and has ultimately reached the end of its economic life span; and WHEREAS, the current city fire station facility is now obsolete due to advancemen in technology, equipment, and fire service standards, and the existing facility is no longer e of being adapted to current fire service needs short of a complete replacement facility; O WHEREAS, the current city fire station location is not ideal for fire station u e ue to the its location close to the tsunami inundation zone, recognized and mapped by the to of Alaska for the Kodiak community, and because the community has grown over th ars such that the current location may not be optimal to provide the best response times t overall service area jurisdiction; and WHEREAS, due to its aforementioned location close to the a ed tsunami inundation zone, safety concerns dictate personnel and apparatus be evacu very time a tsunami warning is issued for the Kodiak Island Borough Archipelago; and 0 WHEREAS, the city is conducting a site sel i process coincidental with the facility replacement process to ensure the best replac n facility is also located in the location best situated to serve the current and future nee s e community; and WHEREAS, the city is considerin el of borough land, Lot 5A -1B, U.S. Survey 2538A, located on "Signal Hill" near the K igh School, Middle School, city and borough offices and the Kodiak Library facility amo of rs; and WHEREAS, the city h uested that the borough assembly express a position on the potential disposal of thin to the City of Kodiak for the purpose of developing a new city fire station to continue to e city residents and to provide fire protection to the primary economic zone in the borou d mutual aid fire and emergency services coverage to borough fire service areas; and WHERE the process for disposal of land borough under Title 18 includes review and reco dation by the Planning Commission prior to final decision on proposals for disposal of b land; and WHEREAS, the Kodiak Island Borough Assembly desires to formally express its support for the potential disposal in this manner in order to provide a measure of assurance to the city that their consideration of this parcel of borough land, by and through their staff, other paid consultants and design experts, will not be wasted time and resources in the end and that this approach will allow the City of Kodiak and the Kodiak Island Borough to make the most informed decision for the benefit of all city and borough residents that will be affected by development of a new fire service facility for the City of Kodiak; Kodiak Island Borough, Alaska Resolution No. FY2021-36 Page 2of3 93 94 95 96 97 98 99 100 101 102 103 104 105 106 107 108 109 110 111 112 113 114 115 116 117 118 119 120 121 122 123 124 125 126 127 128 129 130 NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH that: Section 1: This resolution is an expression of the borough's willingness to deal with the City of Kodiak in good faith regarding the potential, future disposal of Lot 5A -1B, U.S. Survey 2538A, for development of a new city fire service facility, subject to the considerations enumerated below. Section 2: City staff, their consultants, and other related persons under contract t� city, will be provided reasonable access to Lot 5A -1B, U.S. Survey11,and its appurtenant buildings and related utility and support facilities, in Ar'fo perform reasonable due diligence investigations into the suitability e site for the development of a new city fire station, subject to the limit at the property and existing facilities will not be subjected to any d tive or irrevocable modifications without prior request and approval by odiak Island Borough assembly. !'
