Frank expressed concern over safety - where trees and brush obscure sight distances at intersections and curves. Encouraged start of a "brushing" maintenance routine, completing one road per year. All agreed to make as part of Work Priority List and review at April Work Session (TBD). 2. Some discussion about budget ... all agreed to move $3,416 into Repairs and Maintenance expense category, taken from the draft proposed budget "Remaining Grand Total" (this will expend all "Available Revenue" from projected tax collections in FY22 and leave no remainder to roll-over into the "Unreserved Fund Balance"). - Public comments related to Annual Work Program - None - Board Action - Motion by Paddy, 2nd by Frank to accept budget as revised and Annual Work Plan, for Monashka Bay Road Service Area - Motion passed ....... Schedule I-t Adjournment - Next Meeting: Work Session -Spring RSA Tour, April 17, 1:30pm Meet at top of Mountain View Drive - Motion to Adjourn, by Paddy, 2nd by Frank Adjourned : 8:30pm SIGNED/DATE: Thomas Lance, Chairman Frank Fish, Secretary t it Page 2 of 2 PROPOSED — FINAL (approved MBRSA, 3/16/2021) ANNUAL WORK PROGRAM (BUDGET) FY2022 MONASHKA BAY ROAD SERVICE AREA Program Description Monashka Bay Road Service Area (MBRSA) is responsible for road maintenance and snow removal in the service area; it also has some administrative responsibility for a Greenbelt separating MBRSA residents from the adjacent KIB Landfill and a commercial storage and dump property (Lot 1) zoned "Light Industrial" as of 2016. The Service District continues to review and revise the current road service contract and return it to the Kodiak Island Borough for bids each year. This ensures the best use of the Service Area's budget. Analysis With the past mild winters, Monashka Bay RSA snow plowing costs have been reduced, saving significant amounts of money and restoring a positive fund balance. Supervisors have remained conservative in road maintenance practices, saving additional funds. For the FY2022 summer season, pothole treatment, road crown improvement, dust control, and road surface aggregate stability improvement will continue with applications of calcium chloride and compaction Culvert cleaning and replacement may be needed in several locations. Significant Budget Changes (refer to table on page 2) As described above, road maintenance costs have been trending lower, while available revenues have been relatively constant. As a result, during the MBRSA Annual Budget Hearing in March 2018, Service District Supervisors approved a reduction of the mill rate (from 0.25 to 0.20) assessed to residents within the Service Area, beginning in FY2019. The fund balance has continued to grow in FY2021, with another year of below average winter snow plowing expenses giving MBRSA surplus funds going into FY2022. This savings will be used to address as many items as possible on the Work Priority List. Goals for MBRSA 1. Provide for road maintenance, repairs, snow removal, and sanding. 2. Address road safety and other related concerns. 3. Improve roads to meet all current Kodiak Island Borough design requirements. 4. Safeguard the Greenbelt and "Lot 2" from further encroachment 5. Encourage dialog between KIB Assembly, KIB Staff, and all Road Service Area Boards to explore cost and timesaving strategies relative to MBRSA responsibilities. Objectives for 2022 1. As practicable and within budget, maintain/repair roads, ditches, culverts, and signs within the service area. a. Board to conduct annual road inspection/walk/tour to identify concerns and create "Priority List." b. Unfinished work from previous year's "Priority List" should be reviewed and considered for current or future budget years. 2. Reduce expenditures and maintain a positive balance in the KIB-MBRSA "Unreserved Fund Balance." 3. Pursue additional funding to address safety and road -structure concerns that do not meet KIB Code. 4. Review/revise the current road service contract and return to KIB to put out to bid for the next cycle.
