Several suggested properties have location or size restrictions that reduce emergency services response time. One location that meets all requirements is the property currently owned by the Kodiak Island Borough (KIB) which fronts East Rezanof Drive and Egan Way. Suggested by the KIB Manager in December of 2019, the property has many mutually beneficial features including: • Placement of the Fire Station out of the Tsunami Inundation Zone • Achieves response times of five minutes or less to all locations in the City and many in the Borough, including the City & Borough's economic epicenter at ports, harbors, and seafood processing facilities • Achieves response times of five minutes or less to Borough facilities on Near Island • Allows a coordinated response in a major emergency, utilizing the high school, Borough, and City facilities as shelter and/or staging areas. The City has evaluated the size and easement restrictions and is hereby requesting KIB Assembly authorization to investigate the potential to build a community fire and ambulance station that serves our residents and provides mutual aid to Bayside and Women's Bay volunteer fire departments. The city would like to invest funding to determine feasibility of this property to become the future site of the new Fire Station. Should the property prove to be suitable, the City would like the Assembly to consider the transfer of ownership at no cost and waive or dramatically reduce landfill fees associated with development of the critical facility.
