Dear Mr. Powers:
The Kodiak Area Native Association (KANA) respectfully requests to purchase Lots 11‐ 14, Block 4 and Tract R‐
2, Killarney Hills Subdivision. KANA would develop a portion of the property for a new community health
center. Our primary health center, located at 3449 Rezanof Drive East, was constructed in 1995. The facility
is aging and not appropriately designed to accommodate our current scope of services. Preliminary
estimates place the project cost at approximately $100,000,000.
KANA is a federally qualified health center (FQHC). We provide health services to the entire community,
regardless of income or ability to pay. Medical, dental, and behavioral health services currently provided by
KANA would be located in the new facility. KANA would maintain administrative functions at our 3449
Rezanof Drive East property to support the new facility.
The assessed value of the properties is $2,151,000. If the borough is agreeable to that price, KANA would
support the borough’s preferred purchase option, i.e. lump sum payment, deferred payments over time, or a
different payment structure.
The envisioned building would not require all of Tract R‐2. KANA proposes that the remainder of the
property could remain available for public use and as green space. The ballfield currently located on the
property would still fit on the newly developed property. KANA would support a potential subdivision of
Tract R‐2 with ownership of the space not used by the new clinic returned to the borough for continued
public use as a practice field and green space if the borough desires.
KANA’s goal is to create favorable outcomes for the borough and its residents. KANA’s vision for the property
is health, wellness, and community development. This vision is consistent with the intent for the property
when it was acquired by the borough several years ago as a potential new hospital site. The project
represents a significant investment by KANA into the Kodiak community. The construction and continued
operations of the facility would provide job opportunities and a financial benefit for Kodiak.

Re: Request for Fire Station Property
Dear Mr. Roberts:
As you know, the City has been searching for property to construct a new fire hall for the Kodiak
community. Several suggested properties have location or size restrictions that reduce emergency
services response time. One location that meets all requirements is the property currently owned by the
Kodiak Island Borough (KIB) which fronts East Rezanof Drive and Egan Way. Suggested by the KIB Manager
in December of 2019, the property has many mutually beneficial features including:
• Placement of the Fire Station out of the Tsunami Inundation Zone
• Achieves response times of five minutes or less to all locations in the City and many in the
Borough, including the City & Borough's economic epicenter at ports, harbors, and seafood
processing facilities
• Achieves response times of five minutes or less to Borough facilities on Near Island
• Allows a coordinated response in a major emergency, utilizing the high school, Borough, and City
facilities as shelter and/or staging areas.
The City has evaluated the size and easement restrictions and is hereby requesting KIB Assembly
authorization to investigate the potential to build a community fire and ambulance station that serves our
residents and provides mutual aid to Bayside and Women's Bay volunteer fire departments. The city
would like to invest funding to determine feasibility of this property to become the future site of the new
Fire Station.
Should the property prove to be suitable, the City would like the Assembly to consider the transfer of
ownership at no cost and waive or dramatically reduce landfill fees associated with development of the
critical facility.
