RESOLUTION NO. FY2021-26
A RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH ACCEPTING
AN AWARD OF $270,359 FROM THE PACIFIC STATES MARINE COMMISSION TO
PROVIDE DISASTER RELIEF FUNDING RELATED TO THE GULF OF ALASKA PINK
SALMON DISASTER.
WHEREAS, in 2016 the Gulf of Alaska experienced the worst pink salmon returns in 40 years;
and
WHEREAS, on January 18, 2017, the U.S. Secretary of Commerce declared the 2016 Gulf of
Alaska pink salmon fishery a disaster under the Magnuson -Stevens Fishery Conservation and
Management Act; and
WHEREAS, Congress appropriated $56.3 million to address losses to the seven management
areas in the Gulf of Alaska affected by the fishery failure: Kodiak, Prince William Sound, Chignik,
Lower Cook Inlet, South Alaska Peninsula, Southeast Alaska, and Yakutat; and
WHEREAS, the State of Alaska, in consultation with stakeholders and NOAA's National Marine
Fisheries Service, developed a distribution plan for the disaster funds, including $2.4 million in
disaster relief funds to be distributed to municipalities that were affected by the disaster by the
Pacific States Marine Fisheries Commission; and
WHEREAS, according to the funding plan, the Kodiak Island Borough was eligible for $270,359
in disaster funds upon identification of a project for developing, improving, or maintaining
infrastructure, services or habitat that support Pink Salmon commercial fisheries in their area; and
WHEREAS, Kodiak Island Borough staff submitted a project f6r Salonie Creek Fish Passage
Improvements that was approved for award by the Pacific States Marine Fisheries Commission;
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH that:
The Kodiak Island Borough accepts a $270,359 Award from the Pacific States Marine Fisheries
Commission to provide disaster relief funding related to the Gulf of Alaska Pink Salmon Disaster
for the Salonie Creek Fish Passage Improvement project.
