FY2021-01F AN ORDINANCE OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH AMENDING ORDINANCE NO. FY2021-01, FY2021 BUDGET, TO ACCOUNT FOR FEDERAL CARES (CORONAVIRUS AID, RELIEF, AND ECONOMIC SECURITY) ACT REVENUES THAT ARE OVER BUDGET, PROVIDING FOR ADDITIONAL EXPENDITURES AND MOVING FUNDS BETWEEN PROJECTS. WHEREAS, the assembly acknowledges during the recent COVID-19 pandemic many of our citizens and businesses are experiencing financial hardships; and WHEREAS, the Federal Government provided funding under Section 601(a) of the Social Security Act, and added by section 5001 of the CARES (Coronavirus Aid, Relief and Economic Security) Act in response to the recent pandemic; and WHEREAS, the Assembly passed resolution FY2020-32 accepting the CARES Act grant in the amount of $5,792,501 for the benefit of the Kodiak Island Borough community; and WHEREAS, the Assembly, wishes to make additional budget changes to reflect the evolving needs of those impacted by COVID-19, by approving a Solid Waste Utility Credit for those active account holders who have been financially impacted by the COVID-19 pandemic; and WHEREAS, the Assembly wishes to provide additional budgeted funding to acquire testing supplies used for the detection of COVID-19. NOW, THEREFORE, BE IT ORDAINED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH that: Section 1: This ordinance is NOT of permanent nature and shall NOT become a part of the Kodiak Island Borough Code of Ordinances. Section 2: Reduce the original budgeted to $423,095 for distribution to account holders of solid waste utility accounts as defined in resolution FY2021-19 with the stated limit of $253 per account. $122,500 for distribution to Brother Francis Shelter. That would be $40,000 to cover the gift cards and $82,500 to prevent those 47 families that are looking at potential homelessness. Section 3: Funds in the amount of $400,000 already allocated to the City of Kodiak and the Emergency Operations Center to be distributed as recommend by the EOC and that Kodiak Island Borough, Alaska Ordinance No. FY2021-01F Page 1 of 2 46 47 48 49 50 51 52 53 54 55 56 57 58 59 60 61 62 63 64 65 66 67 68 breakdown was $100,000 to KCHC, $100,000 to KANA, $150,000 to childcare facilities, and $50,000 to the two smaller clinics at $25,000 each. The remaining funds to be given to the Kodiak Island Borough School District. All remaining funds shall be spent on eligible expenses. The Borough Manager shall expend, to the extent possible, any remaining funds for the good of the community. Section 4: The amounts listed in sections 2 of this ordinance are hereby appropriated for the purposes stated. Previous appropriations remain in effect. Effective Date: This ordinance takes effect upon adoption. ADOPTED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH THIS SEVENTEENTH DAY OF DECEMBER 2020.
