SUBJECT: Ordinance No. FY2021-01F Of The Assembly Of The Kodiak Island Borough
Amending Ordinance No. FY2021-01, FY2021 Budget, To Account For
Federal Cares (Coronavirus Aid, Relief, And Economic Security) Act Revenues
That Are Over Budget, Providing For Additional Expenditures And Moving
Funds Between Projects.

RECOMMENDATION:
Move to advance Ordinance No. FY20221-01F to public hearing at the regular meeting on
December 17, 2020.
DISCUSSION:
The Borough has received significant CARES Funds. The Assembly has authorized expenditures for
supplies, testing equipment, PPE, general equipment, labor and other items eligible. Recently the
assembly approved a program for a solid waste credit with low utilization (1/3 of customers). It is
proposed that the individual account limit be removed and the funds distributed, as a credit, of all who
apply and are eligible as of December 16. The second section would authorize the Borough Manager
to expend any remaining funds. While there isn't a lot of "last minute" expenditures planned, it will
provide flexibility as we end this program.
ALTERNATIVES:
Do not move the item to public hearing.
FISCAL IMPACT:
CARES funds are federal funds issued on a use or lose basis. Labor costs associated with
the expenditures are eligible costs for CARES.

9 AN ORDINANCE OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH AMENDING
10 ORDINANCE NO. FY2021-01, FY2021 BUDGET, TO ACCOUNT FOR FEDERAL CARES
11 (CORONAVIRUS AID, RELIEF, AND ECONOMIC SECURITY) ACT REVENUES THAT ARE
12 OVER BUDGET, PROVIDING FOR ADDITIONAL EXPENDITURES AND MOVING FUNDS
13 BETWEEN PROJECTS.

15 WHEREAS,the assembly acknowledges during the recent COVID-19 pandemic many of our
16 citizens and businesses are experiencing financial hardships; and
17
18 WHEREAS,the Federal Government provided funding under Section 601(a) of the Social
19 Security Act, and added by section 5001 of the CARES (Coronavirus Aid, Relief and Economic
20 Security) Act in response to the recent pandemic; and
21
22 WHEREAS,the Assembly passed resolution FY2020-32 accepting the CARES Act grant in
23 the amount of $5,792,501 for the benefit of the Kodiak Island Borough community; and
24
25 WHEREAS,the Assembly, wishes to make additional budget changes to reflect the evolving
26 needs of those impacted by COVID-19, by approving a Solid Waste Utility Credit for those
27 active account holders who have been financially impacted by the COVID-19 pandemic; and
28
29 WHEREAS, the Assembly wishes to provide additional budgeted funding to acquire testing
30 supplies used for the detection of COVID-19.

32 NOW, THEREFORE, BE IT ORDAINED BY THE ASSEMBLY OF THE KODIAK ISLAND
33 BOROUGH that:

35 Section 1:This ordinance is NOT of permanent nature and shall NOT become a part of the
36 Kodiak Island Borough Code of Ordinances.

38 Section 2:$1,546,000 for distribution to account holders of solid waste utility accounts as
39 defined in resolution FY2021-19 without an individual limit.

41 Section 3:All remaining funds shall be spent on eligible expenses. The Borough Manager
42 shall expend, to the extent possible, any remaining funds for the good of the
43 community.
