Assembly Special Meeting
December 10, 2020
A special meeting of the Kodiak Island Borough Assembly was held on December 10, 2020,
via teleconference. The meeting was called to order at 9:25 p.m.
Present was Mayor Bill Roberts. Present via teleconference were Assembly members Scott
Arndt, Duane Dvorak, Geoffrey Smith, Dennis Symmons, James Turner, and Aimee Williams.
Also present were Borough Manager Michael Powers, Borough Clerk Alise Rice.
ATTENDANCE BY ROLL CALL: Arndt, Dvorak, Kavanaugh, Smith, Symmons, Turner, and
Williams.
DVORAK moved to excuse Assembly member Kavanagh who was absent due to personal leave.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Arndt, Dvorak, Smith, Symmons,
Turner, and Williams.

Consideration of matters in the call for the special meeting.
1. Ordinance No. FY2021-01 F Of The Assembly Of The Kodiak Island Borough Amending
Ordinance No. FY2021-01, FY2021 Budget, To Account For Federal Cares
(Coronavirus Aid, Relief, And Economic Security) Act Revenues That Are Over Budget,
Providing For Additional Expenditures And Moving Funds Between Projects.
ARNDT move to advance Ordinance No. FY2021-01F to public hearing at the next regular
meeting on December 17, 2020.
The Borough has received significant CARES Funds. The Assembly has authorized
expenditures for supplies, testing equipment, PPE, general equipment, labor and other items
eligible. Recently the assembly approved a program for a solid waste credit with low utilization
(1/3 of customers). It is proposed that the individual account limit be removed, and the funds
distributed, as a credit, of all who apply and are eligible as of December 16. The second section
would authorize the Borough Manager to expend any remaining funds. While there isn't a lot of
"last minute" expenditures planned, it will provide flexibility as we end this program.

Turner, Williams, and Arndt.
