A RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH APPROVING A
UTILITY RELIEF CREDIT PROGRAM BY CREDITING ALASKA WASTE SOLID WASTE
DISPOSAL SERVICES UTILITY ACCOUNTS IN THE AMOUNT OF $253.00 IN ORDER TO
PROVIDE FINANCIAL RELIEF TO RESIDENTS AND BUSINESSES AFFECTED BY THE
CORONAVIRUS PANDEMIC.
WHEREAS, the Federal Government provided funding under Section 601(a) of the Social
Security Act, added by section 5001 of the CARES (Coronavirus Aid, Relief and Economic
Security Act in response to the recent pandemic; and
WHEREAS, the Assembly adopted Resolution No. 2020-32, accepting CARES Act Funds from
the Alaska DCCED in the amount of $5,792,501 for costs that are for necessary expenditures;
and
WHEREAS, due to COVID-19 pandemic, assembly members have expressed concern
regarding the overall impacts of business closings, layoffs and other work stoppages on residents
and Kodiak's business community and desire to help with those financial hardships; and
WHEREAS, staff has proposed a $253.00 utility relief credit to be applied toward actual utility
charges for Alaska Waste utility customer accounts of customers suffering adverse financial
impacts due to COVID-19; and
WHEREAS, the Finance Department has estimated the total cost of the utility relief credit
program at approximately $1,546,000; and
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH that:
Section 1. The Kodiak Island Borough authorizes establishment of a utility relief credit
program in the amount of $253.00 for each account of a utility customer holding
an account during the period from March 2020 through September 2020 who was
adversely financially impacted due to the COVID-19 pandemic. Credits shall be
issued to each Alaska Waste utility customer account.
Section 2. The Borough manager is authorized and directed to take such steps as are
required to implement the utility relief credit program.

Section 3. The Borough manager is authorized and directed to use the CARES Act Funding
appropriated by the Assembly in an amount up to $1,546,000 to cover the cost
associated with this utility relief credit program.
