The meeting was called to order at 6:30 p.m. The invocation was given by Assembly member Dennis Symmons. Mayor Roberts led the Pledge of Allegiance. Present were Mayor Bill Roberts, Assembly members Scott Arndt, Duane Dvorak, Andy Schroeder, Rebecca Skinner, Dennis Symmons, and James Turner. Also present were Borough Manager Michael Powers, Borough Clerk Alise Rice, and Temporary Assistant Clerk Marice Ashford. DVORAK moved to excuse Assembly member Kavanaugh who was absent due to personal leave. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. BOROUGH MANAGER'S REPORT Manager Michael Powers briefly reported on the following: • There have not been any new COVID-19 spikes. • No news about a new stimulus at a Federal level. • The Borough vehicle assigned to him has a blown transmission. Staff is looking into options for a replacement. MESSAGES FROM THE BOROUGH MAYOR Mayor Roberts thanked the Assembly their hard work during Tuesday’s work session and all the work they have put into the CARES funding. UNFINISHED BUSINESS None. NEW BUSINESS Contracts 1. Change Order No.11 Amending Contract No. FY2019-10 Architectural And Engineering Services Term Contract For Design For The North Star Elementary Siding & Window Upgrades Project. ARNDT moved to authorize the Borough Manager to execute Change Order No.11 amending Contract No. FY2019-10 with Jensen Yorba Wall, Inc. for Architectural and Engineering Services Term Contract in an amount not to exceed $44,191. Kodiak Island Borough Code 3.30.100 Change Orders - Manager Authority states that a change order greater than five percent of approved contract amount or $50,000, whichever is lower, requires Assembly approval. This is a change order to the Borough's term contract with Jensen Yorba Wall (JYW) to include design services for North Star Elementary Siding and Window Upgrades project. This is Phase 2 of exterior improvements at the school. In December 2019, the Assembly approved a change order to proceed with design for Phase 1 as well as preliminary design and cost estimates for Phase 2. Construction is currently underway for Phase 1. The preliminary design work and cost estimate for Phase 2 is now complete and additional authorization is required to complete the design and put the project out for bid, with construction planned for summer 2021. Phase 2 design will include replacement of the siding at all portions of the school except the gym, as well as windows and exterior doors. The design proposal includes cost estimates for all work at 65% and 95% to satisfy Alaska Department of Education and Early Development requirements. The design will be completed so the work can be split into alternates if necessary, depending on the cost estimate. Design work to replace the skylight will also be completed as part of this effort. The skylight has consistently experienced leaks since the original construction. Replacement of the skylight would either be included in the Phase 2 project or a future project, depending on cost estimate. Resolution No. FY2021-16 Appointing Members To The Kodiak Fisheries Development Association. (Ms. Linda Freed and Mr. Albert Tyler Schmeil). ARNDT moved to adopt Resolution No. FY2021-16. The Kodiak Island Borough and the City of Kodiak jointly designated the Kodiak Fisheries Development Association (KFDA) as the Eligible Crab Community Entity (ECCE). The by-laws of the KFDA provide for the appointment of directors to the Board by the Kodiak Island Borough Assembly and the Kodiak City Council for three-year terms. Ms. Linda Freed and Mr. Albert Tyler Schmeil terms expired on July 2020. Both have indicated their desire to be reappointed. Mayor Roberts excused Assembly member Turner from voting, due to conflict of financial interest. ARNDT moved to approve Resolution No. FY2021-17 authorizing the Borough Manager to appoint Mr. Chris Smith, as Bayside Fire Chief at a beginning salary of $85,899 Step E, Range D61, and authorizing relocation expense equivalent to one (1) months’ salary. Kodiak Island Borough Code and Personnel Manual states that the Borough Manager can appoint employees up to Step C on the employee salary schedule. Through negotiations with Mr. Smith, has requested the equivalent of Step E ($85,899), In addition, relocation expense should be approved equivalent to one (1) month salary per our Personnel Manual. Borough Clerk Contract No. FY2021-04. ARNDT moved to convene into executive session under the authority of KIBC 2.30.030(F)(1 )(g) for the purpose of discussing a personnel matter regarding the Borough Clerk Contract. ARNDT moved to invite the Mayor, Assembly, and Borough Clerk into executive session. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. After the vote, Mayor Roberts recessed the meeting and convened into executive session. Upon returning from the executive session, Mayor Roberts reconvened the meeting and announced that the Clerk accepted the contract and a motion will be made to approve the contract. DVORAK moved to approve Contract No. FY2021-04 with the amendment to section 6, to change ‘will’ to ‘may’ budget for education. Discussed how case types and numbers signify various levels of risk. Also discussed community mitigation strategies. Met with AML and managers regarding ADOT issues communities are having. By the end of the call I was convinced we have a pretty solid relationship with ADOT compared to some communities. Updates from staff on various projects including: Tsunami Sirens-Installation has begun Landfill LTP-Reviewed strategies for decreasing leachate volume and treatment options. Met with Don Hanna, Interim CEO, Providence. Discussed various aspects of Borough/Providence issues as well as discussed broader community health care issues and concerns. New guidance on CARES has been received. There was some relaxation and expansion of uses, but nothing that really helps us. Senate failed to pass a stimulus bill….Morgan Stanley doesn’t expect a deal until after the election….and the next day the House released a smaller, $1.5 Trillion stimulus plan. And then Wednesday the world of Washington DC changed again with a Tweet from the President asking for a big number stimulus package, shoring up the House Speaker’s position. During the research process, staff collected the following information: Tobacco Excise Tax Rates for: • Juneau Borough - $3/pack and 45% on other tobacco products • Matanuska- Susitna Borough - 110 mils/cigarette and 55% on other tobacco products • Anchorage - 124.6 mils/cigarette and 55% on other tobacco products • Fairbanks - 8% on all tobacco products ORIGINAL This ordinance was sponsored by Assembly member Symmons during the regular meeting of June 18, 2020. Due to the Maximum Allowable Tax Revenue Cap, additional excise funds would reduce property tax revenues by an equal amount. OTHER INFORMATION: Title 3 Revenue and Finance Chapter 3.10.190 Review of service fees. Not less than on the beginning of every calendar year, the finance director shall prepare a list of all fees for services charged by the various departments of borough government. The list shall be submitted to the departments involved for comments concern ing the fees and a recommendation as to whether or not the fee or fees should be raised, lowered, or remain the same. The finance director shall submit a report of his findings, including the department comments and recommendations, to the manager for presentation to the assembly. Ordinance No. FY2021-12 Of The Assembly Of The Kodiak Island Borough Ame...Page 15 of 49 Kodiak Island Borough, Alaska Ordinance No. FY2021-12 Page 2 of 4 D. “Cigarette” means a roll for smoking of any size or shape, made wholly or partly of tobacco, 45 whether the tobacco is flavored, adulterated, or mixed with another ingredient, if the 46 wrapper or cover of the roll is made of paper or a material other than tobacco. 47 E. “Department” means the borough finance department. 48 F. “Direct-buying retailer” means a person who is engaged in the sale of the cigarettes or 49 other tobacco products at retail in the borough, and who brings or causes them to be 50 brought into the borough. 51 G. “Distributor” means a person who brings cigarettes or other tobacco products or causes 52 them to be brought into the borough, and who sells or distributes them to others for resale 53 in the borough. 54 H. “Inventory count” means the effective date and details of a count by description, including 55 the trade name and brand, purchase price and total quantity on hand of all cigarettes and 56 other tobacco products. Detail must be subtotaled and distinguished between cigarettes 57 and other tobacco products which are taxable and cigarettes and other tobacco products 58 which were acquired exempt of the borough excise tax under this chapter. 59 I. “Licensee” means a person licensed under this chapter. 60 J. “Manufacturer” means a person who makes, fashions or produces cigarettes or other 61 tobacco products for sale to distributors or other persons within the borough. 62 K. “Other tobacco products” means: 63 a. A cigar; 64 b. A cheroot; 65 c. A stogie; 66 d. A perique; 67 e. Snuff and snuff flour; 68 f. Smoking tobacco, including granulated, plug-cut, crimp-cut and ready-rubbed 69 tobacco, and any form of tobacco suitable for smoking in a pipe or cigarette; 70 g. Chewing tobacco, including cavendish, twist, plug, or scrap tobacco and tobacco 71 suitable for chewing; or 72 h. An article or product made wholly or in part of tobacco or a tobacco substitute or 73 otherwise containing nicotine that is expected or intended for human 74 consumption, whether smoked, heated, chewed, absorbed, dissolved, 75 inhaled or ingested by any other means, but not including a cigarette as defined 76 in this section or a tobacco substitute prescribed by a licensed physician or drugs, 77 devices or combination products authorized for sale by the United States 78 Food and Drug Administration, as those terms are defined in the Federal 79 Food, Drug and Cosmetic Act; or 80 i. Any Electronic Smoking Product as defined in AS 43.70.110, and any 81 noncombustible device that can be used to deliver aerosolized or vaporized 82 nicotine to the person inhaling from the device, including, but not limited to, 83 an e-cigarette, e-cigar, e-pipe, vape pen, or e-hookah. An electronic smoking 84 device includes any component, part, or accessory of such a device, whether 85 or not sold separately, and includes any substance intended to be 86 aerosolized or vaporized during the use of the device. Smoking tobacco, including granulated, plug-cut, crimp-cut and ready-rubbed 69 tobacco, and any form of tobacco suitable for smoking in a pipe or cigarette; 70 g. Chewing tobacco, including cavendish, twist, plug, or scrap tobacco and tobacco 71 suitable for chewing; or 72 h. An article or product made wholly or in part of tobacco or a tobacco substitute or 73 otherwise containing nicotine that is expected or intended for human 74 consumption, whether smoked, heated, chewed, absorbed, dissolved, 75 inhaled or ingested by any other means, but not including a cigarette as defined 76 in this section or a tobacco substitute prescribed by a licensed physician or drugs, 77 devices or combination products authorized for sale by the United States 78 Food and Drug Administration, as those terms are defined in the Federal 79 Food, Drug and Cosmetic Act; or 80 i. FY2021-12 7 8 AN ORDINANCE OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH AMENDING 9 KIBC TITLE 3 REVENUE AND FINANCE, CHAPTER 3.80.30 EXCISE TAX ON CIGARETTES 10 AND TOBACCO PRODUCTS. 11 12 WHEREAS, the Kodiak Island Borough has authority granted to it by AS 29.35.010 to levy a 13 tax; and 14 15 WHEREAS, Ordinance No. FY2018-04 assessed a new excise tax on tobacco and tobacco 16 products effective October 1, 2017; and 17 18 WHEREAS, the fees of the Borough are to be reviewed annual per KIBC 3.10.190; and 19 20 WHEREAS, the desires to increase the fee rate for tobacco and tobacco products. 21 22 NOW, THEREFORE, BE IT ORDAINED BY THE ASSEMBLY OF THE KODIAK ISLAND 23 BOROUGH THAT: 24 25 Section 1: This ordinance is of permanent nature and shall become a part of the Kodiak Island 26 Borough Code of Ordinances. 27 28 Section 2: That Section 3.08.030 Excise Tax on Cigarettes and Other Tobacco products of 29 the Kodiak Island Borough Code of Ordinances is amended to read as follows: 30 31 A. Excise Tax on Cigarettes. The borough hereby levies an excise tax of $0.05 $0.075 on 32 each cigarette brought into the borough for distribution or sale in the borough beginning 33 on October 1, 2017. Cigarettes upon which the tax is imposed are not again subject to the 34 tax when acquired by another person. 35 B. Excise Tax on Other Tobacco Products. Although I'm not fortunate enough to live in Kodiak at this time, I am deeply invested in the community. I own land in the borough, my extended family is in the city and villages, and I work for a Kodiak based company. I'm deeply invested in ensuring that my cousins and their families are able to receive the benefit of reduced access for adolescents to tobacco and its nasty substitutes. I feel strongly about this because of my own experiences. My parents were heavy smokers. My lungs were and remain impacted by exposure to secondhand smoke. When I became a teen, picking up my parents’ habit was natural. They bought cigarettes by the carton and didn’t notice or care if I grabbed a pack or two from the freezer. When I was old enough to buy them they were only a couple of dollars a pack- well within the budget of my minimum wage paycheck. It was hard quitting. My parents never were successful when they tried to quit, my mom ultimately died of cancer. I  would drive her to and from her chemo appointments while she puffed away. I quit for my kids because I knew how it  could impact their quality of life.     And I watched closely as my kids got to the age I was when I started smoking because it just seems like there are too  many people for whom nicotine addiction ends up being a life sentence. Like my parents.    It is a good thing that teen smoking isn't as prevalent as it once was, and for good reason as they get more expensive parents like mine can’t afford to ignore a few packs missing. When they say that the price of tobacco  impacts teen smoking, I believe it because I lived it.  Now it is ecigarettes yyou see everywhere. Kids, adults. Anywhere. Everywhere. At school bus stops. In the stores. In  restaurants. I’ve been on zoom calls for work and seen people vaping during meetings.  There’s been so much  progress, why on earth are we letting this get normalized again, particularly when we know what works? It’s the  same thing, in a different package, wearing a shiny new cover.     Protect Kodiak kids from a lifetime of servitude to nicotine by raising the price of cigarettes so that each cigarette smoked has a monetary cost that can be tied to the health cost, and eliminating the loophole that allows "tobacco substitutes" to slide into our kids' pockets.    And frankly, if the borough needs funds, at least you know that the dollars being spent on nicotine products are otherwise being spent as entertainment and aren't otherwise required for food and housing and utilities. Approval And Appointment Of The 2020 Regular Municipal Election Workers.Page 43 of 49 Kodiak Island Borough  Engineering & Facilities Department  Projects Office  710 Mill Bay Road • Kodiak, Alaska 99615  Phone (907) 486‐9210 • Fax (907) 486‐9347    Projects Report – August 2020   Page 1  TO: Mayor and Assembly    FROM: Matt Gandel, Project Manager/Inspector    CC: Michael Powers, Borough Manager   Dave Conrad, E/F Director    RE: Monthly Projects Report for Period Ending August 31, 2020    BALER BUILDING UNDERGROUND STORAGE TANK REPLACEMENT  Project Description: This project includes removal of an existing underground storage tank (UST), removal  of contaminated soil due to a leak at the UST, and procurement and installation of a new aboveground  tank to provide heating and vehicle fuel for the Baler Building and Landfill equipment.     Current Status: The UST was removed in September 2018, and approximately 70 cubic yards of  contaminated soil was excavated and stockpiled on site. In late January 2020 the Alaska Department of  Environmental Conservation formally approved a work plan to landfarm the contaminated soil at the  landfill. The landfarm is scheduled to be constructed in summer 2020.     In fall 2019 staff solicited bids for a new 4,000‐gallon fuel tank to replace the UST, and in December 2019  the Assembly approved a contract with Greer Tank of Anchorage for procurement and delivery of the new  tank. The new tank was delivered in early March 2020 and is currently staged at the landfill.     Installation of this tank has been combined into one project with the installation of a new tank at  Providence Kodiak Island Medical Center. Jensen Yorba Wall and RSA Engineers completed design  documents for the tank installation, and on August 6, 2020, the Assembly voted to approve a contract for  Scott’s Heating and Plumbing. Construction is scheduled to be complete by September 15, 2020.     Change Orders this Period: None.    BOROUGH BUILDING BOILER ROOM UPGRADE  Project Description: This project is for replacement of the boilers at the Borough Building, including  abatement of pipe insulation and gaskets as required. The boilers are over 50 years old and well past their  useful life. The project will also look at replacing the generator for the Borough Building as well as  replacing the boilers for the adjacent maintenance building.    Current Status: As part of the initial design efforts, EHS‐Alaska completed a hazardous material and indoor  air quality survey of the Borough Building in April 2020. Jensen Yorba Wall and RSA Engineers are now  working on design documents to replace the boilers at the Borough Building and maintenance building,  and the generator at the Borough Building. An analysis of a plan to connect the heating systems of both  buildings for increased energy efficiency showed that it would require substantial infrastructure  improvements that make it impractical. Preliminary design documents were received at the end of August  2020 and are being reviewed by Projects Office staff.  AGENDA ITEM #18.B.1. Page 44 of 49 Projects Report – August 2020   Page 2    Change Orders this Period: None.    KODIAK FISHERIES RESEARCH CENTER EXTERIOR UPGRADE  Project Description: This project is for the upgrade of the siding and roofing at Kodiak Fisheries Research  Center (KFRC), including replacement of some doors and windows. Both the siding and roofing are 20  years old and showing signs of deterioration.     Current Status: On October 17, 2019, the Assembly approved a change order for Jensen Yorba Wall (JYW)  to start design on this project. JYW will be producing 65% design documents and a detailed construction  cost estimate so a decision can be made to replace all the siding and roofing or to only focus on areas  showing the most deterioration. Initial design documents were received in mid‐July 2020 and returned to  JYW with comments. JYW is now working on 65% design documents which are scheduled to be provided  in mid‐September 2020. The 65% documents will also be sent to a cost estimator to provide a clearer idea  of project cost.     Change Orders this Period: None.    KODIAK FISHERIES RESEARCH CENTER FIRE ALARM UPGRADE  Project Description: This project is for the replacement of the fire alarm panel and devices at Kodiak  Fisheries Research Center (KFRC). The system is original to the building’s construction in 1997 and has  reached the end of its useful life. Replacement parts are difficult to find, and the panel is no longer  supported by the manufacturer.     Current Status: Jensen Yorba Wall and RSA Engineers provided the design of this project and Wolverine  Supply of Wasilla is the contractor. Wolverine began work in mid‐July 2020 and as of August 31, 2020, had  completed installation of 95% of the new alarm devices. Connection to the new alarm panel and testing  of the new system is scheduled for early September 2020. Once that is complete the old devices and panel  will be removed. The project is scheduled to be substantially complete by mid‐September 2020.    Change Orders this Period: None.    KODIAK FISHERIES RESEARCH CENTER FUME HOOD EXHAUST SYSTEM  Project Description: This project is for the upgrade of fume hood exhaust system at Kodiak Fisheries  Research Center (KFRC). There are six fume hoods at KFRC and there are currently issues maintaining  sufficient air flow when a certain number of hoods are in use. The goal of this project is to upgrade the  exhaust fan and/or exhaust ductwork to eliminate these issues.     Current Status: On August 6, 2020, the Assembly approved a change order for Jensen Yorba Wall (JYW)  to start design on this project. JYW will be working with RSA Engineers to review existing conditions and  recommend a proposed fix.     Change Orders this Period:   Jensen Yorba Wall.  – Contract FY2019‐10  Change Order 10 ‐ $14,915.00 (Approved by Assembly on 8/6/20)  Provide design services to investigate, recommend, and design required upgrades to the KFRC  Fume Hood Exhaust System. Upgrade will potentially include replacement of exhaust fan and/or  AGENDA ITEM #18.B.1. Page 45 of 49 Projects Report – August 2020   Page 3  modifications to existing ductwork. Design fees to be lump sum; any construction administration  required will be charged on a time and materials basis.    NORTH STAR ELEMENTARY SIDING PHASE I  Project Description: This project is for the removal of the existing cement board siding at the gym portion  of North Star Elementary and replacement with vinyl composite siding. The cement board siding was  installed when the school was built in 1994 and has started experiencing deterioration and failure  particularly around the gym. The goal is to complete Phase I for the gym in summer 2020; Phase II would  include replacement of the siding and possibly the windows around the rest of the school but will require  further design investigation and cost estimates before proceeding.     Current Status: Jensen Yorba Wall (JYW) completed design for Phase I and the contractor is Wolverine  Supply of Wasilla. Wolverine began work at the beginning of August 2020, and as of August 31, 2020 had  removed all the old siding and installed approximately 50% of new metal panels. There manufacturing  and shipping delays for some of the new panels but approximately 80% of the new siding will be  completed by the start of school on September 8, 2020.     Preliminary design and cost estimates for Phase II were received at the end of June 2020 and have been  reviewed and commented on by KIB and KIBSD staff. Staff will be requesting approval of a change order  for JYW to proceed with design of Phase II at the meeting on September 3, 2020.     Change Orders this Period: None.       PROVIDENCE KODIAK ISLAND MEDICAL CENTER FIRE ALARM AND FIRE DAMPERS  Project Description: This project is for replacement of the fire alarm system and replacement of  fire/smoke dampers in the HVAC system at Providence Kodiak Island Medical Center. The fire alarm  system is an older zoned type system that will be replaced with an addressable system to minimize  response times. Many of the fire/smoke dampers are inoperable and impossible to inspect or service and  need to be replaced to have a fully functioning fire safety system.    Current Status: The Assembly approved a change order for Jensen Yorba Wall (JYW) to proceed with  design at the regular meeting on July 16, 2020. JYW is working with RSA Engineers on the design and is  scheduled to have preliminary design documents by mid‐September 2020.     Change Orders this Period: None.       Demo of Existing Siding New Weather Barrier New Metal Panels  AGENDA ITEM #18.B.1. Page 46 of 49 Projects Report – August 2020   Page 4  PROVIDENCE KODIAK ISLAND MEDICAL CENTER FUEL TANK  Project Description: This project is for installation of a new aboveground fuel tank and piping to serve the  boilers and generators at Providence Kodiak Island Medical Center. The new tank will replace the  temporary tank installed when the underground fuel lines were abandoned.     Current Status: Staff is working with Jensen Yorba Wall (JYW) and RSA Engineers (RSA) for design of this  project. JYW/RSA provided several options for tank sizing which KIB and PKIMC have discussed and  provided direction. A bid package to procure the tank was issued in March 2020, and bids were due and  opened on March 31, 2020. Three bids were received, and on April 16, 2020, the Assembly voted to  approve a contract to the low bidder, Pinnacle Construction of Anchorage. The tank arrived in mid‐August  2020 and is currently in storage until the site is ready for installation.     Installation of this tank has been bundled into one project with the installation of a new tank at the Baler  Building. JYW/RSA completed design documents for the tank installation, and on August 6, 2020, the  Assembly voted to approve a contract for Scott’s Heating and Plumbing. Construction is scheduled to be  complete by September 15, 2020.    Change Orders this Period: None.    PROVIDENCE KODIAK ISLAND MEDICAL CENTER RETAINING WALL  Project Description: The goal of this project is to repair or replace the large concrete retaining wall behind  Providence Kodiak Island Medical Center (PKIMC). The wall has been deteriorating for many years and is  currently the number one priority on the Renewal and Replacement list for PKIMC.     Current Status: A geotechnical investigation to determine subsurface soil conditions behind the existing  wall was completed in September 2019, and in early February 2020 Jensen Yorba Wall (JYW) and PND  Engineers (PND) provided a report summarizing the findings, suggested methods for repairing the wall,  and preliminary cost estimates. On July 16, 2020, the Assembly approved a change order for JYW and PND  to proceed with design. A structural engineer from PND visited the site the week of August 24, 2020, to  verify existing conditions and identify areas in need of significant repair. Preliminary design documents  are expected in early September 2020.     Change Orders this Period: None.  AGENDA ITEM #18.B.1. The ballot summary distributed by the Borough in 2016 did not provide a proposed deadline for a report to be produced and it stated that the Borough would proceed with caution as to ensure efficient use of time and resources on the issue of evaluating the pros, cons, harms and benefits of consolidation. Four years later, there is still no report and no end game plan. For the past year, Borough staff and a volunteer committee consisting of City and Borough residents have met every other week on Mondays and now are required to meet once a week. With all due respect of their service, this is not an efficient use of time and resources. For these reasons, the City Council will not be re- appointing a Council member to volunteer on this committee. We are focusing efforts on how to continue providing essential services to our residents; provide reasonable and equitable taxes/fees for those who benefit from City government, infrastructure and services; and address significant city interests, such as an aging water and sewer system in municipal boundaries and the extraterritorial areas in the community; as well as respond to the COVID-19 Pandemic and subsequent economic decline. To advance these goals, the City has engaged the Institute of Social and Economic Research (ISER), a department of UAA, to help address these critical issues facing Kodiak. The City of Kodiak and its administration have been in place for 80 years and the Kodiak Island Borough for 57 years. We are both mature urban and regional governments and we admit there are inequities that need to be addressed. Although I'm not fortunate enough to live in Kodiak at this time, I am deeply invested in the community. I own land in the borough, my extended family is in the city and villages, and I work for a Kodiak based company. I'm deeply invested in ensuring that my cousins and their families are able to receive the benefit of reduced access for adolescents to tobacco and its nasty substitutes. I feel strongly about this because of my own experiences. My parents were heavy smokers. My lungs were and remain impacted by exposure to secondhand smoke. When I became a teen, picking up my parents' habit was natural. They bought cigarettes by the carton and didn't notice or care if I grabbed a pack or two from the freezer. When I was old enough to buy them they were only a couple of dollars a pack- well within the budget of my minimum wage paycheck. It was hard quitting. My parents never were successful when they tried to quit, my mom ultimately died of cancer. I would drive her to and from her chemo appointments while she puffed away. I quit for my kids because I knew how it could impact their quality of life. And I watched closely as my kids got to the age I was when I started smoking because it just seems like there are too many people for whom nicotine addiction ends up being a life sentence. Like my parents. It is a good thing that teen smoking isn't as prevalent as it once was, and for good reason as they get more expensive parents like mine can't afford to ignore a few packs missing. When they say that the price of tobacco impacts teen smoking, I believe it because I lived it. Now it is ecigarettes yyou see everywhere. Kids, adults. Anywhere. Everywhere. At school bus stops. In the stores. In restaurants. I've been on zoom calls for work and seen people vaping during meetings. There's been so much progress, why on earth are we letting this get normalized again, particularly when we know what works? It's the same thing, in a different package, wearing a shiny new cover. Protect Kodiak kids from a lifetime of servitude to nicotine by raising the price of cigarettes so that each cigarette smoked has a monetary cost that can be tied to the health cost, and eliminating the loophole that allows "tobacco substitutes" to slide into our kids' pockets. And frankly, if the borough needs funds, at least you know that the dollars being spent on nicotine products are otherwise being spent as entertainment and aren't otherwise required for food and dousing and utilities. You can't say that for sales taxes or property taxes. thank you for your service to the community.
