MAYOR’S COMMENTS Page 3 of 97 CARES Nonprofit Grant Subcommittee Version 2 DRAFT Recommendations: Following the “Guidance for State, Territorial, Local, and Tribal governments” (6/30/2020) Utilize the 3 basic criteria: 1.Costs are necessary expenditures incurred due to COVID -19 public health emergency 2. Costs were not accounted for in the budget most recently approved; as of March 27,2020 3.Costs were/will be incurred Between March 1-Dec 30,2020 The Sub Committee notes that the above mentioned “Guidance” A) allows for expenditures incurred to respond to second-order effects of the declared emergency such as providing economic support for individuals suffering from employment or business interruptions. B) requires that the funds are utilized when the recipient has expended funds that covers costs of performance or delivery that has occurred and that the services and goods are expected prior to the Dec 30,2020 deadline. Further Recommendations: The Assembly consider limiting disbursement to costs incurred from March 1,2020 to June 30, 2020 Allow for an Administration cost of up to 5% Determine the applicant ineligible if it does not otherwise meet the CARES Act eligibility criteria Require a full report of costs and expenses due no later than March 30,2021. The Sub Committee found the “Guidance for State, Territorial, Local, and Tribal Governments” as well as the “Frequently asked questions” documents, to be helpful, and suggests that the direct links be provided to the Assembly. In the “Coronavirus Relief Fund: Frequently Asked Questions”, the Sub committee would like to highlight the following sections: The Guidance provides that eligible expenditures may include expenditures related to the provision of grants to small businesses to reimburse the costs of business interruption caused by required closures. What is meant by a “small business,” and is the Guidance intended to refer only to expenditures to cover administrative expenses of such a grant program? Governments have discretion to determine what payments are necessary. A program that is aimed at assisting small businesses with the costs of business interruption caused by required closures should be tailored to assist those businesses in need of such assistance. The amount of a grant to a small business to reimburse the costs of business interruption caused by required closures would also be an eligible expenditure under section 601(d) of the Social Security Act, as outlined in the Guidance. The Guidance provides that expenses associated with the provision of economic support in connection with the public health emergency, such as expenditures related to the provision of grants to small businesses to reimburse the costs of business interruption caused by required closures, would constitute eligible expenditures of Fund payments. Would such expenditures be eligible in the absence of a stay-at-home order? Fund payments may be used for economic support in the absence of a stay-at-home order if such expenditures are determined by the government to be necessary. This may include, for example, a grant program to benefit small businesses that close voluntarily to promote social distancing measures or that are affected by decreased customer demand as a result of the COVID-19 public health emergency. Could Fund payments be used for capital improvement projects that broadly provide potential economic development in a community? In general, no. If capital improvement projects are not necessary expenditures incurred due to the COVID-19 public health emergency, then Fund payments may not be used for such projects. However, Fund payments may be used for the expenses of, for example, establishing temporary public medical facilities and other measures to increase COVID-19 treatment capacity or improve mitigation measures, including related construction costs. The Guidance provides that ineligible expenditures include “[p]ayroll or benefits expenses for employees whose work duties are not substantially dedicated to mitigating or responding to the COVID-19 public health emergency.” Is this intended to relate only to public employees? Yes. This particular nonexclusive example of an ineligible expenditure relates to public employees. A recipient would not be permitted to pay for payroll or benefit expenses of private employees and any financial assistance (such as grants or short-term loans) to private employers are not AGENDA ITEM #2.a. Page 5 of 97 subject to the restriction that the private employers’ employees must be substantially dedicated to mitigating or responding to the COVID-19 public health emergency. May Fund payments be used for expenditures necessary to prepare for a future COVID-19 outbreak? Fund payments may be used only for expenditures necessary to address the current COVID-19 public health emergency. For example, a State may spend Fund payments to create a reserve of personal protective equipment or develop increased intensive care unit capacity to support regions in its jurisdiction not yet affected, but likely to be impacted by the current COVID-19 pandemic. May Fund payments be provided to non-profits for distribution to individuals in need of financial assistance, such as rent relief? Yes, non-profits may be used to distribute assistance. Regardless of how the assistance is structured, the financial assistance provided would have to be related to COVID-19. May recipients use Fund payments to remarket the recipient’s convention facilities and tourism industry? Yes, if the costs of such remarketing satisfy the requirements of the CARES Act. Expenses incurred to publicize the resumption of activities and steps taken to ensure a safe experience may be needed due to 9 the public health emergency. Expenses related to developing a long-term plan to reposition a recipient’s convention and tourism industry and infrastructure would not be incurred due to the public health emergency and therefore may not be covered using payments from the Fund. Do governments have to return unspent funds to Treasury? Yes. Section 601(f)(2) of the Social Security Act, as added by section 5001(a) of the CARES Act, provides for recoupment by the Department of the Treasury of amounts received from the Fund that have not been used in a manner consistent with section 601(d) of the Social Security Act. If a government has not used funds it has received to cover costs that were incurred by December 30, 2020, as required by the statute, those funds must be returned to the Department of the Treasury. What records must be kept by governments receiving payment? A government should keep records sufficient to demonstrate that the amount of Fund payments to the government has been used in accordance with section 601(d) of the Social Security Act The sub-committee assumed that a non-profit could be treated like a business and therefore the word “business” could be substituted with “non-profit”. We create a dialogue with them to ensure that they are tested for COVID. We contact KANA for an appointment for them to be tested and we call them a cab to pick them up and take them to KANA. After testing we have the cab drop them at their choice of location within the city of Kodiak. Brother Francis covers the costs involved. In social services this is called a warm handoff which assures the testing is accomplished. While we have never had a positive, there are policies in place to quarantine individuals should that occur. Brother Francis also has continued its Homeless Prevention Program during this pandemic. No families have wound up homeless due to lack of work or any other reasons. These activities took many staffing hours on top of our normal workload. Brother Francis thankfully had Personal Protective Equipment stockpiled including N-95 masks in case of this or any other emergency situation. We have had to replace them and build up our stockpile of PPE as no one knows what Fall will bring nor what lays ahead. Just yesterday (7/8/20) we ordered 500 more masks. Brother Francis is also installing a new steam table, with safeguards, for feeding to minimize the possibility of COVID transmission. We are currently in the process of acquiring a new heated shed to stockpile this PPE and other emergency equipment. All of these activities and equipment cost money. Funds that were not budgeted for. Well over $46,000 in state grants and other funding was lost during this pandemic. Page 23 of 97 Mayor Roberts, Mayor Roberts I am reaching out to you as the President of the KodiakBooster Club.Our mission for KodiakBooster Club is to organize publicity,community support and ?nancial support for the extracurricular and the athletic activities of the Kodiak High School.The Booster Club supports the continuation of athletics and activities at KHS.We do this by primarily supporting travel for JV and C team programs,as well as developing athletic programs;and providing opportunities that support student's extracurricular learning. The Booster Club does a number of different things to help raise ?nancial support for sports/activities at KHS.We raise money through the Bears Den,membership,and we sell banner sponsorships to the local businesses in town.The high school gym is covered with banners,which is support that comes from our small businesses in town. When the COV|D~19 outbreak hit us,the Bears Den had to be closed for the remainder of the school year,which caused a lack of income for the Booster Club. For the 20/21school year,we anticipate our membership being down.The last few years,Ravn has given us a set price for Booster Club members to be able to ?y to Anchorage to watch our sporting events.Since Ravn is not an option anymore for travel,we won't have this extra incentive for families to join Booster Club.This will be a loss in revenue. Also,for the 20/21school year,our fundraiser that probably raises a large portion of money for the Booster Club is our banner sponsorships.We feel like,with the small businesses in our community struggling to keep their doors open,that it is not right for us to go and ask for money and support.Our community is very generous and is always willing to help and support, but right now businesses will not be at a place ?nancially to help. We also have as clubs Art Club,FCCLA,FAYO,GSA,HOSA,Key Club (they are really involved in the community doing community service),NHS,Student Council (which is also SGAand so they get some funding),Travel Club,HomeworkClub,SkillsUSA,Native Youth Olympics, Teen Court,Tsunami Science Bowl,lazzBand,Solo Ensemble,Orchestra,and Decathlon Club.A number of these clubs have volunteer advisors that are just having extra activities for students to be involved in.We also added E-Sports,which I am not a gamer,so I don t understand 9,but I also know that there are a ton of kids involved in this program that are not involved in anything else and it gets them involvedand meeting other students.E- sports reaches students,that no other sports or activities can reach. Page 26 of 97 and so much more.These fundraising activities are supported by familiesand individualsin our community.We do t-shirt sponsorship,banner sponsorships,and we ask for donations from our locally owned businesses for prizes for the raffles.The list goes on,but what I am trying to get at,is that local small businesses are approached year around for donations and sponsorships.The businesses are always giving and supportive.Every little bit helps,but because of Covid-19,those same small businesses have been hit hard and individuals/families have also been heavily impacted.with people out of work and businesses still coping with the impacts of Covidclosures and restricted hours it willbe dif?cult,if not impossible,to ask Kodiak’sbusinesses and businesses owners for more financial support. Below,I listed the amounts that were raised in 2018,2019,and 2020,(fiscal year)just to illustrate how much our community gives back to the youth in our community,and this is just the monies fundraised through KodiakHigh School. 2018-$490,279 2019-$441,787 2020-$320,498 (this was only for part of the ?scal year) I understand the Borough plays the primary role In funding the school district;however,most of the ?nancial support our teams receive from fundraising and sponsorships come from Kodiak’s locallyowned businesses.The community of Kodiakand Kodiakbusinesses have always been extremely supportive of our sports and activities.Because of Covid-19,small businesses will not be able to financially support the groups likethey have in the past.Our small businesses in town are struggling,and it is hard to ask for financialsupport when they are struggling to stay open.We are hoping to take some of the burden off our small businesses and our other non- profit organizations by receiving help from the Coronavirus Relief Fund,with the support from the KodiakIsland Borough and The City of Kodiak. Since Ravn declared bankruptcy,there are limited options for economicaltravel for high school sports and activities.In the past Ravn has worked with KIBSDand gave us some great rates for our sports and Activities.Last year AlaskaAirlinestried to match the prices that we received from Ravn,but with Ravn not in business Alaska has no reason to match pricing for KIBSD.I have spoken in great lengths with our AlaskaAirlinesRep,but at this time,we do not have any idea what our ticket costs will be.I am assuming the pricing with go up but also because of AlaskaAirline’sreduced schedule we will have additionalcosts in housing,per diem,and rental cars.We will have to overnight every Saturday night and try to catch the morning jet home.If we are playing in Kenai or Homer,instead of being able to get ?ag stops directly there and home,we will have to ?y to Anchorage the day before competitions so we can drive to either Homer or Kenai and then we willnot get home until Sunday afternoon because we willhave to drive back to Anchorage.We do try and stay at ACS (Anchorage Christian School)or churches but because of Covid-19,I am not sure that this will be allowed.We will have to rent vehicles and pay per diem for 2 additional days on some trips and hotel rooms,if we are unable to stay at schools and churches.These additional costs would potentially double the amount of money that individual groups would have to fundraise. Page 27 of 97 District allocated funds for Activities and Sports 17 different groups a total of $236,715.00 Year Ended June 20,2019 total for self-generated funds (fundraising).$441,787.00,this doesn't include the $236,715 from the district. Month ending April 2020 total self-generated funds was $320,498.00. That is a difference in $121,289.00 from the 2019 school year ending.This does not include the multiple groups that raise money during the annual Crab Festival,and also does not include the fundraising that takes place over the summer months. Each group will have to raise more with the cost of staying in Anchorage an extra day,rental cars,and per diem costs being increased.My anticipation for each group is to attempt to raise double what they would have in the past to cover the additional costs and the possible increase in airline tickets.With the issues we have had the past couple of years with the ferry,teams have not been able to utilize the ferry like we wish we could. I would like the Borough to consider using some of the CARESACT FUNDSto help support the activities and sports at KIBSD.I am requesting $500,000 from the Borough,to help relieve some of the ?nancial burdens of the small businesses in our community. We additionally cancelled two performing arts engagements, five youth arts camps, two arts trainings for educators, and a slate of springtime classroom residencies. This summer, we have been able to adapt our arts instruction programming (Sum’Arts for Kids) to a virtual/distance delivery model but doing so required significant investment in equipment, online platform subscriptions, and individual arts supplies for every student, supplies that in a pre-pandemic model would have been shared. Our projected budget for FY21 includes an estimated $60,000 in revenue losses compared with FY19. These figures include a reduction of $34,000 in earned income from disrupted programming, and a reduction of $26,000 in contributed income from reduced charitable giving and impeded fundraising activities. Performing arts and community theater programming in particular have been severely impacted by the pandemic as the performing arts involve large gatherings in concert halls for shared arts experiences. Theaters were among the first public spaces to close in response to the pandemic and will likely be among the last to reopen. To mitigate these impacts and adapt to new realities we are using a number of strategies. We have delayed rehiring two vacant part-time positions. We are developing policies and response plans to be able to keep audiences and performers safe with limited-capacity seating and other social distancing measures. We are negotiating with our community theatre licensing companies to support live-streaming of events to make the performing arts accessible to Kodiak audiences who may choose to stay home for their safety or the safety of others. As we continue to practice social distancing we anticipate staging and live streaming performing arts programs to an at- home audience, as well as continue to provide arts instruction online. We are requesting funds to purchase equipment and hardware to increase our capacity for broadcasting and moving content online. The next challenge is reopening for in—personeducation this fall.in order to reopen in the fall,there are modifications we need to make to our facility as well as how we operate,and those changes will create a large financial burden that obviously was not budgeted for as we passed the upcoming school year's budget.Changes to our facility include purchasing and installing touchless fixtures in kitchens and restrooms to promote safer hygiene practices.Additionally a number of free standing sanitizer dispensers will need to be located at each entrance to the facility.We would also like to install air purifiers (with Hepa filters and UV light)in each classroom and the administrative office to support good health.The last modification to ourfacility would be the addition ofa secondary entrance tent to enable us to split our student body into two groups (effectively creating two ”bubbles"at the school.) There are two additional necessities to maintain safety and distancing at KCS.We need to provide each family with a self-screening forehead thermometer to enable each family to do a daily health check for each of their students prior to arriving at the school.Each staff member would be required to do the same.Last year we made a substantial investment in Chromebook technology our students.Although it was a substantial step towards a 1 to 1 ratio we are still 16 devises shy ofenabling the older grades to be at a 1 to 1 ratio.This ratio would allow for the reduction of cross contamination in the classroom as well as increase our ability to rapidly transition to at home learning if there was a large community outbreak. Changes in how we operate include limiting our classroom size to 50%of the allowable occupancy under State Law in order to accomplish appropriate distancing.We will also be staggering recess times and lunch times (as well as creating a secondary entrance)to enable us to create a ”bubble”of students that are preschool through 3'”or 4"‘and a second ”bubble”of 5”‘through 8"‘. Typically, 10,000 visitors per year are welcomed at the community’s museum, this includes school groups, local and out of state visitors, and cruise ship visitor groups. Due to the COVID-19 pandemic, our related closure and travel restrictions, we were not able to receive school groups during the field trip season in May, no cruise ship visitors or seasonal tourists in May or June, and anticipate significant decreases in visitation once reopened. These busy season visitors provide the majority of the museum’s earned revenue and operational support is needed to continue to preserve and share Kodiak’s history held in public trust. These stimulus funds are necessary to rehire 2 of the lost positions which will enable the museum to reopen safely and help recover lost revenue. Adequate staffing is necessary to ensure proper sanitization and social distancing, in addition to meet safety scheduling protocols to reopen the museum safely for both staff and patrons alike. Page 62 of 97 physical contact by creating pandemic protocols that has altered the way we provide services.KWRCC Pandemic Protocols are as follows.1.Clients checking into KWRCC for residential services need to be tested for COVID and housed separately in the upstairs portion of our shelter away from other residents and staff for 14 days.After the 14 days they are retested to verify they are negative for the COVID 19 virus.2.Residential Clients are asked to shelter in place to limit their exposure to catching the virus.3.Clients who are not able to shelter in place due to outside employment or do not wish to shelter in place but are at risk due to Domestic Violence or Sexual Assault are offered alternate safe housing as necessary with all needed advocacy services either by using a hotel or short-term rental space.4.All KWRCC staff are required to follow all CDC guidelines such as practicing social distancing in their personal lives and wearing masks when ever they are in a crowded place or in a public place in doors (such as grocery shopping).5.Create 10 feet social distancing office space with masks provided and worn by everyone when providing non—residential direct services to clients.6.Cleaning and sanitizing regiments of our shelter and office spaces several times daily.7.KWRCC staff only attend meetings,trainings,appointments that are over a virtual format such as zoom or other on-line meeting rooms.8.KWRCCclients are driven and accompanied to and from any out of Shelter needed appointment or are given access to online virtual services at the shelter.9.KWRCCstaff also provide clients outings to safe outdoor places (such as trails or beaches)to get fresh air and exercise. KWRCC intends on maintaining these safety practices until either a vaccine has been found,or the virus has been deemed by the CDC as no longer a threat.First and foremost,living by these important safety practices requires strong guidance and leadership for support,and the se|f—discip|ine and commitment of both staff and clients to keep us all safe and services uninterrupted and moving forward.However,these practices have also placed new demands and unforeseen expenses that were not planned for in our budget. The cost of transportation of goods from the closest City of Kodiak is $0.73 per pound and the prices of groceries in Kodiak are 2-3 times more expensive than food purchased in the lower 48 States. Since the pandemic outbreak, we have increased our efforts to grow healthy, sustainable, fresh vegetables and fruits. We have distributed fresh vegetables and fruit to our community members this summer and will continue this effort. Additionally, we will be working to provide bison, salmon and other subsistence foods for distribution to our community members. There has always been limited food available for purchase in our village stores but now we have concerns accessing food supplies in Kodiak, the regional Hub City on Kodiak Island. With the heightened lack of access to fresh produce and food supplies during this pandemic, we are working hard to become more self-sustainable and increase our food security efforts to support our community members. Fresh produce is highly perishable and it is natural that some deterioration of quality will occur. The rate of deterioration will depend on the care or abuse exerted on the produce during harvesting, handling, transport and storage. The Sitkalidak Sunrise Farm currently does not have an adequate cleaning and packaging station where produce can properly be cleaned and packaged for distribution. This is important for using good sanitation practices during processing, harvesting and packaging of our fresh produce. A proper cleaning and packaging station will help reduce the risk of microbial contamination of fresh produce. Proper cleaning reduces the risk from food hazards, either food poisoning or foreign body contamination. The new station will bring us into compliance with State food and safety standards. It will allow us to provide a more visually pleasing product to member consumers, avoid pest infestation, increase product shelf life, and increase maximum plant productivity. Additionally the new station will promote safe working conditions for staff, volunteers, and visitors. This fall we will be harvesting and distributing 6 bison from the Sitkalidak Bison herd. We are requesting packaging supplies and stipends for laborers to harvest and process the meat for distribution to Old Harbor Alliance members. This will be a rigorous effort and will require a lot of time and energy to complete. We are requesting $23,491 to support our efforts in food security and sustainability. These funds will be utilized to address food security and provide food delivery to residents. We are requesting 10,000 for the purchase and shipping of 4 replacement covers for three hoop houses at the Sitkalidak Sunrise Farm. We have struggled with our current covers being damaged in the winter due to high winds and harsh weather conditions year-round. The replacement covers we are requesting are higher grade (Solarig 140 reinforced woven poly) that will last longer. We are requesting $100 to purchase fish bone meal and shipping of fertilizer from Kodiak Fishmeal Company. We are requesting $3,000 for meat and vegetable packaging supplies.
