II ROLL CALL Present Absent Mayor Herrnsteen Mrs. Cater (out of town)(excused) Mr. Anderson Mr. Wakefield (excused) Mr. Arndt Mr. Murray Mr. Peotter Mr. White A quorum was established. Mr. Murray moved to excuse Mrs. Cater and Mr. Wakefield. Seconded by Mr. White. Motion carried with no objection. III ITEMS OF BUSINESS 1. Ord. No. 83-26-0 Authorizing $7,400,000 principal amount of General Obligation Variable Rate Demand Bonds, Series A, of Kodiak Island Borough, Alaska, The Execution Of A Credit Agreement And A Sales Agency Agreement With Respect To The Bonds, Rescinding Ord. No. 83-4-0, Adopted Feb. 3, 1983 And Providing For An Effective Date. (Tabled) Mr. Peotter moved to remove from the table. Seconded by Mr. Arndt. Motion carried with no objection. Mr. Peotter moved to table to noon tomorrow. Seconded by Mr. White. Motion failed 3-2 with Mr. Arndt and Mr. Murray casting the NO votes. (Mr. Peotter moved to adopt Ordinance No. 83-26-0 in the first reading. Seconded by Mr. Arndt.) Motion carried by unanimous roll call vote. 3. Res. No. 83-57-R Authorizing The Receipt And Expenditure Of Municipal Grants Appropriated By The 1982 Legislature, AS 37.05.315. Mr. White moved to adopt Resolution No. 83-57-R. Seconded by Mr. Anderson. Motion carried by unanimous voice vote. 4. Ord. No. 83-47-0 Establishing Standards For Road Improvements. (1st Rdg.) Mr. White moved to adopt Ordinance No. 83-47-0 in the first reading. Seconded by Mr. Anderson. Motion carried by unanimous voice vote. 5. Consideration of Joint Litigation with other Municipalities Related to School Construction Reimbursement. Mr. Arndt moved to authorize the Administration to lend support to joint litigation with other municipalities related to school construction reimbursement and to intervene in a suit by Kenai and assist in the procedural and financial aspect of assisting a citizen taxpayer in a joint intervention by the Kodiak Island Borough against the State. Seconded by Mr. Peotter. Motion carried 4-1 with Mr. White casting the NO vote. 2. Res. No. 83-56-R Awarding The Junior High School Remodel Project. Mr. White moved to adopt Resolution No. 83-56-R.
