04/23/1980 Special Meetingr) KODIAK ISLAND BOROUGH ASSEMBLY SPECIAL MEETING - APRIL 23, 1980 (A Verbatim Record is on File in the Clerk's Office) I CALL TO ORDER The Meeting was called to order by Mayor Betty J. Wallin at 6:30 P.M. in the Borough Assembly Chambers. II ROLL CALL Present Mr. Phil Anderson Mr. Pat Cannon Mr. Dave Herrnsteen Mr. Dan Ogg Mr. James Peotter Mrs. Betty J. Wallin /e04TIR Mr. Edward Jack - unexcused (fishing) There were 2-YES and 3-NO votes cast, therefore, Mr. Jack was not excused. Mr. Anderson, Mr. Cannon and Mr. Ogg cast the NO votes. A quorum was established. III ITEM OF BUSINESS 1. First Reading Ord. No. 80-21-0 KIB Budget FY 1980-81 a. Final acceptance KIBSD Budget FY 1980-81 Mr. Cannon moved for adoption of Ordinance No. 80-21-0. Seconded by Mr. Herrnsteen. Regular Session closed: Public Hearing opened: Louise Collins, President of the School Board, spoke for the budget. She asked that the Borough consider giving an additional $400,000. Also stated she did not feel it would be unreasonable to ask that reduce borough appropriation by $200,000 which would leave $200,000 for settlements and possibly add some of the things that were cut. David Sheldrake, Chairman of the Budget Review Committee, re: final report of March 13, 1930. (The committee members: Roberta Lochman, Tim Johnson, Dave Pestrikoff and Arnie Hansen.) Answered questions for the Assembly on the committees' report. Carl Pohjola, Assistant Superintendent for the Schools, urged the Assembly to be physically responsible, but also physically conservative. Would urge that you spend the communities' money to maintain what you have and to not force the school into cutting quality by having to cut people which are programs. Bill Barker, President of Teachers Association, read the resolution that was unanimously endorsed by the Kodiak Island Board of Education Association. Ginny Shank, member of community, expressed support for the budget. Susanne Harmony, P.T.A. President at Main Elementary, expressed support for the budget. Public Hearing closed: Regular Session opened: Mr. Ogg moved to amend the ordinance to appropriate $1,068,815.25. Seconded by Mr. Cannon 9 5 d KIB ASSEMBLY SPECIAL MEETING - APRIL 23, 1980 PAGE 2 Regular Session closed: Public Hearing reopened: Louise Collins: reminded the assembly that two new high schools put on board with two more coming on board with the possibility of two more new schools. There has not been an increase in administration in town, it has been in the villages. Public Hearing closed: Regular Session opened: Mr. Anderson moved to amend the amendment to read that the appropriation to the School District 1980-81 Budget would be $1,143,698.00. Seconded by Mr. Cannon. Amendment to the amendment carrier ^-1 with Mr. Peotter casting the NO vote. Mr. Peotter moved to amend the amendment by substituting the figure $1,190,000.00 in place of $1,143.698.00. Seconded by Mr. Herrnsteen. Amendment by substitution failed 1-4 with Mr. Peotter casting the YES vote. The amendment as amended ($1,143,698.00) carried 4-1 with Mr. Peotter casting the NO vote. The main motion as amended passed unanimously. Ordinance No. 80-21-0 has been passed with the school appropriation of $1,143,698.00 for the FY 1980-81.
