10/11/1985 Special MeetingKODIAK ISLAND BOROUGH Special Assembly Meeting October 11, 1985 A Special Meeting of the Kodiak Island Borough Assembly was held on October 11, 1985, in the Borough Assembly Chambers, 710 Mill Bay Rd., Kodiak, Alaska. The meeting was called to order at 7:08 p.m. The following were present: Tom Peterson, Mayor Ann Barker Ed Naughton Dave Wakefield ABSENT: Frances Cater (excused) Eric Blankenburg (7:10) Donnell Rounsaville Lorne White comprising a quorum of the assembly, and Jerome Selby, Borough Manager Gaye Vaughan, Borough Clerk Lillian Bates, Deputy Clerk SPECIAL ASSEMBLY MEETING PRESENT ABSENT Mayor Peterson welcomed Gaye Vaughan as the new Borough Clerk. WELCOME He then called Lillian Bates, Deputy Clerk, forward and presented AND .� her with a plaque in recognition of her dedication and service to FAREWELLS the borough in particular her administration of the October 1 election. The mayor then presented Assemblymember Wakefield with a plaque in recognition of his service to the borough assembly from June 1980 to October 1985. III. ITEMS OF BUSINESS a. Canvass of Ballots. Resolution No. 85-100-R Ratifying and Confirming the Results of the October 1, 1985, Regular Election. WAKEFIELD, moved to reject eight seconded by BARKER questioned and one absentee ballot and to count remaining 93 absentee and 62 questioned ballots. MOTION CARRIED UNANIMOUS The assembly recessed at 7:15 p.m. in order to open and count the absentee and questioned ballots and reconvened at 9:38 p.m. Mayor Peterson noted that he had given the borough clerk his request for a recount of votes cast for assembly candidates. WAKEFIELD, moved to adopt Resolution seconded by WHITE No. 85-100-R. RESOLUTION NO. 85-100-R ( Kodiak Island Borough Special Assembly Meeting October 11, 1985 BLANKENBURG, seconded by NAUGHTON NO OBJECTION, SO ORDERED MAIN MOTION AS AMENDED CARRIED moved to amend by inserting "Therefore, it is declared that Ed Gondek has been elected for a two-year term" where applicable for the Womens Bay Service Area Board and by deleting " miscellaneous votes were cast," in the Mill Bay - Island Lake -Spruce Cape Board section. Unanimous voice vote b. Resolution No. 85-101-R Terminating the Borough Manager's Contract. WAKEFIELD, moved to adopt Resolution seconded by BARKER No. 85-101-R. In response to questions of the assembly, Mr. Selby noted that he would be receiving termination pay for a two -month period while he is also receiving pay as mayor. It was pointed out that this is an unusual situation, but if the voters had elected someone else as mayor, it would have cost the borough four -months termination pay.
