I CALL TO ORDER Mayor Peterson called the meeting to order at 6:45 p.m. in the Borough Assembly Chambers. II ROLL CALL Present Absent Mayor Peterson Mrs. Cater (excused) Ms. Barker Mr. Naughton Mr. Blankenburg Mr. White Mr. Rounsaville Mr. Wakefield A quorum was established. III ITEMS OF BUSINESS 1. Res. No. 85-62-R Approving The Baler Facility Plans And Authorizing Staff To Advertise For Bids For Construction Of The Baler Facility. (PUBLIC HEARING) Mr. Dave Williams of Arctic Engineers explained the operation of the plant in detail to the audience with the use of diagrams and also maps showing the site location. Ray Camardella: (KIB Facility Coor.) The existing landfill has to be closed and in the future the Coast Guard also has orders to shut down their landfill. Mr. Rounsaville moved to adopt Resolution No. 85-62-R. Seconded by Mr. Blankenburg. ^, Regular Session closed: Public Hearing opened: John Wiechmann: I am an area reasident of the proposed site. I think it should be government operated and not private. Can this plant handle excess water sewage? Don Kuiper: I am a resident across the street from the proposed site. I am totally opposed to it being in a high residential area. Jon Smee: I live next door and would be surrounded with trucks coming and going. I am totally opposed. Al Burch: I am not an immediate resident of the area. I would like to address the noise level of this thing at two o'clock in the morning. Also, is this thing explosion proof? I am against this site. Bob De Vol: I am a registered environmental sanitarian. I do object to constructing a garbage baling facility at this site. It absolutely amazes me that the State of Alaska Dept. of Environ- mental Conservation would even consider such a location for this type of operation. Ed Jack: Spruce Cape Road was not built to hold up under heavy trucking. You would not be able to expand the sewage treatment plant if needed in the future. Smokey's Dump would be a better site. Duane Peterson: I am glad something is being done about the garbage problem; but, I am opposed to the location. I wonder about the maintenance on the facility. What happens when it breaks down? What happens if the wind blows one of the doors down? Sid Cozart: (Manager of Jackson's Trailer Court) I am proud that we are going to get another "beautiful" building but you're putting it in the wrong area. This is the highest density area, the road is narrow and falling apart and this will ruin the property values in the area. KIB Spec. Assembly Mtg. - June 20, 1985 Page 2 Scott Arndt: The existing landfill is the best place to locate the baling facility. Lorna Arndt: I think you, the Assembly, needs to listen to the people and not the City Council. Cost wise and area wise this is too much, I think the City should keep it. Gloria Wiechmann: Are there any plans for presenting this type of thing on the other sites or are you just at this point considering this one? I am very opposed to this location. Dennis Murray: I believe that it makes more sense to combine the dry metal and solid waste sites. I don't think that Smokey's is the right place. I don't like the sewer plant location either. It is going to be additional cost to maintain two facilities. Tony Perez: I am opposed to this. It would smell and this area is too populated. Shirley Kuiper: I live across the street from Jon & Debbie Smee. In the mornings, I watch twenty to thirty kids lined up in their driveway waiting for the school bus. I am concerned about the children in the area. I am very, very opposed to the location. Jerry Holt: I just want to go on record as being adamantly opposed to the location of this plant. Sid Cozart: I feel the landfill is the place for this. Jim Poulos: I am strongly opposed to this site. Okey Chandler: I don't know how the Borough got in the garbage business. I feel that the present location of the dump is the best place. I wish you would get out of the garbage business. Bernie Lindsey: I agree with what has been said and I just want to add my "affirmation" to it. Mr. Williams answered questions that the audience had presented. Public Hearing closed: Regular Session opened: Mayor Peterson acknowledged receipt of a petition containing one hundred ninety-three signatures opposing the proposed location of the baler facility for the record. Motion failed on Resolution No. 85-62-R by unanimous voice vote. 2. Res. No. 85-63-R Accepting $750,000 Of Financial Assistance From The U.S. Environmental Protection Agency For Abatement Of Asbestos In Kodiak High School. Mr. Blankenburg moved to adopt Resolution No. 85-63-R. Seconded by Mr. Wakefield. Motion carried by unanimous roll call vote. 3. Res. No. 85-64-R Authorizing The Borough Manager To Borrow Money From The U.S. Environmental Protection Agency On Behalf Of The Kodiak Island Borough. Mr. Rounsaville moved to adopt Resolution No. 85-64-R. Seconded by Ms. Barker. Motion carried by unanimous voice vote. 4. Bid Award for Monashka Bay Road Service Area Maintenance Mr. Wakefield moved to award the contract for Monashka Bay Road Service Area Maintenance to Brechan Enterprises, Inc. per their proposal for force account contract for FY 86. Seconded by Ms. Barker. Motion carried by unanimous roll call vote. 5. Bid Award for Snow Removal: Borough Facilities Mr. Rounsaville moved to award the contract to Island Sand & Gravel per their proposal for force account contract for FY 86. Bid Award for Service District #1 Water & Sewer Maintenance Mr. Blankenburg moved to award the contract to Brechan Enterprises, Inc. for the Service District #1 Water & Sewer Maintenance per their proposal for force account contract for FY 86. Seconded by Mr. Wakefield. Motion carried by unanimous roll call vote. 7. Executive Session: Personnel Mayor Peterson closed the Special Meeting and reconvened into Executive Session. Mr. Wakefield reported out of Executive Session. The Assembly re- ceived the resignation of the Borough Clerk, Mickie Miller. Her last day of work will be August 12, 1985 and her termination date will be November 30, 1985. Mr. Wakefield moved to accept the Borough Clerk's resignation with regrets and to direct Staff to start advertising for a replacement, also, that a letter of commendation be put in her record. Seconded by Mr. Rounsaville. Motion carried by unanimous voice vote. The Mayor appointed Mr. Blankenburg, Mr. Wakefield, Mr. White and Mr. Rounsaville as the performance report committee for Mrs. Miller's final evaluation.
