FY2021-14 AN ORDINANCE OF THE ASSEMBLY OF THE KODIAK APPROPRIATING $ FOR PURPOSES OF ADVOCATING IN PROPOSITION AT THE OCTOBER 6, 2020 REGULAR MUNICIPAL E WHEREAS, The Kodiak Island Borough Assembly finds that the cur &RNua th oil prices and unemployment make it likely that the State of Alaska may contir {e f;a fu y fund school bond debt service reimbursement payments due the Borough foryg t fi cal years; and WHEREAS, The Kodiak Island Borough JAssembly find 4 "at H�'%g State of Alaska fails to fully fund school bond debt service reimbursement, the(mo of t e shortfall is unpredictable if that shortfall must be made up tuations in tax rates from year to iat the current Borough General ih FY 2026, and then expected to significant shifts in tax rates from may be damaging to economic if the State of Alaska continues to nts due the Borough, the Borough ear to year to meet debt service =und for grants or direct payments I WHEREAS, The Kodiak Island Borough Assembly finds that the Facilities Fund is an areawide borough reserved fund which contains sufficient funds to facilitate grants when needed to allow the Borough to respond to unexpected fiscal challenges or budgetary demands caused by failure of the State of Alaska to fully fund school bond debt reimbursement, and that it is in the public interest to allow this flexibility on a temporary basis through FY 2026; and Kodiak Island Borough, Alaska Ordinance No. FY2021-14 Page 1 of 2 45 46 47 48 49 50 51 52 53 54 55 56 57 58 59 60 61 62 63 64 65 66 67 68 69 70 71 72 73 74 75 76 77 78 79 80 81 82 83 84 85 86 WHEREAS, The Kodiak Island Borough Assembly finds that KIBC 3.10.120 calls for approval of 2/3 of the Borough voters voting on the question in order to authorize expenditures from the principal of the Facilities Fund; and WHEREAS, The Kodiak Island Borough Assembly finds that Proposition _ placed before the voters to ratify Ordinance 2021-_ allowing the principal of the Facilities Fund to be used on an interim basis through FY 2026 as a source for making debt service payments under KIBC 3.10.120(D)(4) would, if approved, enable the Borough to moderate the fluctuation in roperty tax rates required to make debt service payments; and WHEREAS, The Kodiak Island Borough Assembly finds AS 15.13.145 al ss of ough funds to promote a ballot proposition so long as the funds for that purposes en"ecifically appropriated by ordinance for that purpose; and �^ WHEREAS, The Kodiak Island Borough Assembly finds appropriate $ to be expended on advocacy in favor of P regular municipal election.
