A special meeting of the Kodiak Island Borough Assembly was held on June 18, 2020, in the
Assembly Chambers of the Kodiak Island Borough, 710 Mill Bay Road. The meeting was called
to order at 5:30 p.m.
Present were Mayor Bill Roberts, Assembly members Scott Arndt, Julie Kavanaugh, Andy
Schroeder, Rebecca Skinner, Dennis Symmons, and James Turner. Also present were
Borough Manager Michael Powers and Acting Borough, Clerk Alise Rice.
SYMMONS moved to excuse Assembly member Dvorak who was absent due to personal
leave.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
CITIZENS COMMENTS
None.
CONSIDERATION OF MATTERS IN THE CALL FOR THE SPECIAL MEETING
1. EXECUTIVE SESSION — Decision of the Borough Clerk
ARNDT moved to convene into an executive session to discuss the selection of the Borough
Clerk, a matter which might include a discussion that could potentially prejudice the reputation
and character of the applicants.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Arndt, Kavanaugh, Skinner,
Symmons, and Turner.
ARNDT moved to invite the Borough Mayor and Assembly into executive session
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
After the vote, Mayor Roberts recessed the special meeting and convened the executive session.
Clerks Note: Assembly Member Schroeder joined the executive
Upon returning from the executive session, Mayor Roberts reconvened the special meeting and
announced that the Assembly made the decision to make a motion to offer the position Borough
Clerk.
ARNDT moved to offer the position of Borough Clerk to Alise Rice.

ROLL CALL VOTE ON MOTION CARRIED FOUR TO THREE: Turner, Arndt, and Schroeder
(AYES); Kavanaugh, Skinner, and Symmons (NOES) Mayor Roberts broke the tie and voted in
favor of passing.
ADJOURNMENT
ARNDT moved to adjourn the meeting.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY
The meeting was adjourned at 6:25 p.m.
