Work Sessions are informal meetings of the Assembly where Assembly members review the upcoming regular meeting agenda
packet and seek or receive information from staff. Although additional items not listed on the work session agenda are discussed
when introduced by the Mayor, Assembly, or staff, no formal action is taken at work sessions and items that require formal
Assembly action are placed on regular Assembly meeting agenda. Citizen's comments at work sessions are NOT considered part of
the official record. Citizen's comments intended for the"official record"should be made at a regular Assembly meeting.

Chapter 2.65 - BOROUGH ATTORNEY

Because the borough may sue and be sued and may enter into legal agreements, the assembly
may retain legal counsel to act on the borough's behalf and to be recognized as the attorney.
2.65.020 Procedure for appointment
The assembly shall appointthe attorney by resolution.
2.65.030 Service and removal.
The attorney shall serve at the pleasure of the assembly and may be removed by order of the
assembly.
Chapter 2.30 - RULES OF THE ASSEMBLY, SECTION 2.30.070(I)
Request for Ordinances or Legal Opinions. Any member of the assembly may request the
manager or clerk to have prepared proposed ordinances with such ordinances to be placed on
the agenda of the next scheduled assembly meeting, provided the ordinance can be drafted and
distributed to members of the assembly in accordance with time schedules set forth in
subsection B of this section.
During a work session or a meeting, any two or more members of the assembly may request
written legal opinions, relating to borough business, from the attorney through the manager's or
the clerk's office. Upon receipt of assembly-requested proposed ordinance or written legal
opinion, the clerk shall forthwith cause to have distributed the subject ordinance or written legal
opinion to all assembly members so that all members may be fully informed of the status of
borough affairs.
ASSEMBLY OPERATING MANUAL -Assembly Relation with Borough Attorney
Because the Borough may sue and be sued and may enter into legal agreements, the Assembly

ASSEMBLY MEMBER'S RESEARCH/RECORDS REQUEST
During a work session or a meeting, any (two or more) or (four) members of the assembly may
request research projects/records request from staff. Result of these requests will be distributed
to the entire assembly.
For individual assembly member requests, the requestor should fill out a records request form.
Responses to these requests will be distributed to the requestor only.
STAFF NEEDS:
• Clear direction that they will invest time on a research or records request that is supported
by the Assembly.
• Research and records request are appropriately distributed.
