04/02/2020 Regular MeetingKODIAK ISLAND BOROUGH Assembly Regular Meeting Teleconference April 2, 2020 A regular meeting of the Kodiak Island Borough Assembly was held on April 2, 2020 via teleconference. The meeting was called to order at 6:30 p.m. The invocation was given by Major David Davis of the Salvation Army. Mayor Roberts led the Pledge of Allegiance. Present via teleconference were Mayor Bill Roberts, Assembly members Scott Arndt, Duane Dvorak, Julie Kavanaugh, Andy Schroeder, Rebecca Skinner, Dennis Symmons, and James Turner. Also present were Borough Manager Michael Powers, Borough Clerk Tara Welinsky and Assistant Clerk Lina Cruz. APPROVAL OF AGENDA AND CONSENT AGENDA All items listed with an asterisk (*) are considered to be routine and non -controversial by the Assembly and will be approved by one motion. There will be no separate discussion of these items unless an Assembly member so requests, in which case the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. ARNDT moved to approve the agenda and consent agenda. ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY. APPROVAL OF MINUTES • Regular Meeting Minutes of March 19, 2020 and Emergency Meeting Minutes of March 19, 2020 were approved under consent agenda. CITIZENS' COMMENTS • Pat Branson • Patrick O'Donnell • Alexus Kwachka • Ron Kavanaugh Kodiak Island Borough Assembly Regular Meeting Minutes April 2, 2020 Page 1 of 4 AWARDS AND PRESENTATIONS • Mayor Robert's Proclaimed April 6-10, 2020 as Week of the Young Child and encouraged all citizens to work to make a good investment in early childhood in Kodiak. • Mayor Robert's Proclaimed April 2020 as Child Abuse Prevention Month and called upon all citizens to increase their participation in efforts to prevent child abuse; thereby strengthening the communities in which we live. • Mayor Robert's Proclaimed April 2020 as Sexual Assault Awareness Month and encouraged all residents to support local activities and programs, which assist victims, and to learn more about the pervasiveness to sexual assault in Alaska so we may eliminate this heinous crime. COMMITTEE REPORTS None. PUBLIC HEARING None. BOROUGH MANAGER'S REPORT Manager Powers reported on the following: • COVID19 update: State -Epidemiology is modeling spread rates and transmission routes. Governor is deferring several activities such as licensing and vehicle renewals, etc. Further property taxes are pushed back (see section 13 of SB 241) • Local -The "Action Plan" (Incident Objectives) for the current week includes confirming and setting up several facilities for treating both COVID19 and non-COVID19 medical cases. It also includes ongoing livestreams, Emergency Service Council Meetings, and additional press releases as well as sharing of information from official sources to "flatten the curve". Food related issues continue to be addressed in a variety of ways. Vulnerable populations are being addressed through a variety of means. • Borough Staff continues to provide staffing and related support to the EOC, and all the partners involved in preparation for cases on the island. • Going to use Northstar Gym for mild Covid patients. EOC to move to Main Elementary for more room. • Finance Department -Staffing is limited due to quarantines and lack of childcare. We are able to do payroll, just not any special runs of payroll. • Killarney Hills background and history- Over 3 years ago staff proposed master planning for Killarney Hills, it was started and then stopped by the Assembly. 18 months later, after much discussion planning was once again started but significant turnover of staff, coupled with very poor public participation, stalled the process. The Kodiak Island Borough April 2, 2020 Assembly Regular Meeting Minutes Page 2 of 4 assignment was delegated to the limited work our planning consultant is doing, but because of the extremely lengthy UMOT discussions, the project languished. • Census -The Census continues, although door to door work has been curtailed. • State Budget -The budget has been submitted to the Governor who has until April 17 to sign or veto. • Budget Process- Agenda Setting team identified May 2 for a budget work session on the full budget. • Committee Meetings -Staff is working on a prioritization of restarting meetings and ensuring that the meetings can be conducted via computer and telephone. We worked with Service Area 1 to do a telephonic meeting today and will be ready for the Board of Equalization meeting in May. P&Z does not have a meeting until June, and we are working on the other committees. MESSAGES FROM THE BOROUGH MAYOR • Has attended the Emergency Services Council (ESC) meetings. • Discussed concerns regarding boat and air travel in Kodiak. UNFINISHED BUSINESS None. ARNDT moved to voice non -protest to the approval of the 2020/2021 Liquor License Application for Licensee Sook C Yun, Dba: Second Floor Restaurant, License No. 3293. Kodiak Island Borough Assembly Regular Meeting Minutes April 2, 2020 Page 3 of 4 CITIZENS' COMMENTS • Joe Dinnocenzo • Betty Mactavish ASSEMBLY MEMBERS' COMMENTS • Assembly Member Symmons thanked the Assembly and the citizens for their comments. • Assembly Member Skinner thanked the public and the Mayor. • Assembly Member Schroeder spoke about programs available to assist small business who are facing hardships and spoke about the closure of the airports. • Assembly Member Dvorak spoke about airport closure, sheltering in place, and quarantining. • Assembly Member Kavanaugh spoke about the Governor's appointments, Covid-19, and the upcoming fishing season. • Assembly Member Turner spoke about the airport closure. • Assembly Member Arndt had no comment. ANNOUNCEMENTS The next Assembly work session is scheduled on Thursday, April 9, 2020 at 6:30 p.m. The next regular meeting is scheduled on Thursday, April 16, 2020 at 6:30 p.m. in the Borough Assembly Chambers.
