BOROUGH MANAGER’S REPORT Manager Powers reported on the following: Gave an update on the status of COVID-19 A local emergency has been declared by the Emergency Services Council. The Emergency Operations Center (EOC) has been activated and specific objectives and action plans are being completed. The ONLY effective prevention of COVID-19 is social distancing. If you must go out in public, wash your hands, use sanitizer, avoid groups of people. The Borough Building (Borough and City Offices) will be closed to the public effective March 20, 2020. Employees who will be managing this disaster must remain healthy. The food supply chain is secure. There have been numerous meetings in the past two weeks. A word about responsibilities. We have the Emergency Services Council (ESC) which is responsible for policylevel decisions related to emergencies. We have the Emergency Operations Center/Emergency Operations Team which is responsible for carrying out the policies of the ESC. The Local Emergency Planning Committee is a planningcommittee, not a response committee. Travel for Borough Business is halted until June 1, 2020. Will reconsider as needed. All employees who have traveled or dovoluntarily travel will be quarantined on their return 14 days. Don’t travel. Help crush the rumor mill-if the source of information is not an official source, it is a rumor and should be treated as such. Ask people for their source. Addressing child abuse challenges us to work together and involve the entire community in preventing child abuse and strengthening families; and WHEREAS, all citizens have a responsibility to help families nurture, support, and protect their children to ensure that all Kodiak children are safe from abuse and neglect; and WHEREAS, all citizens should be aware of the impact of child abuse and its prevention within the community, and be involved in supporting parents to raise their children in a safe, nurturing environment; and WHEREAS, effective child abuse prevention programs succeed because of partnerships created among social service agencies, schools, religious and civic organizations, law enforcement agencies, and the business community. Office of the Mayor Kodiak Island Borough, Alaska DECLARING APRIL 2020 SEXUAL ASSAULT AWARENESS MONTH WHEREAS, sexual violence is primarily a crime of power and control, regardless of age, ethnicity, race, gender, or economic status; and WHEREAS, sexual assault is one of the most horrific and widespread crimes in our society today; and WHEREAS, for young people who are victimized, these criminal acts can be cruelly traumatic, and force them to forgo the most special times in their lives - their childhood. One in four females and one in six males will be sexually assaulted before the age of 18; and WHEREAS, eight of ten women may experience sexual violence by an intimate partner in their lifetime; and WHEREAS, one in five women will be sexually assaulted in her lifetime and, each year, it is estimated 25,000 American women will become pregnant following an act of sexual violence; and WHEREAS, sexual violence is an even bigger issue in Alaska, where the rate of reported rape is 2.5 times greater than the national average; and WHEREAS, we must work together to educate our entire population about the causes and what can be done to prevent sexual assault. Perpetrators must be held accountable for their actions. As a society, we must fight sexual assault by striving to increase public awareness of the devastating pain and suffering caused by these crimes. DISCUSSION: Routine investigation resulted in the following: Finance Director, Dora Cross, reported that 2012 was the last year that Sook C Yun, Second Floor Restaurant had any indication of an active business. No property has been assessed or taxed after that year. Assessing Director, Seema Garoutte, reported that this business is closed according to their records. The Assessing Department has not received a BPP filing form for 2020 from Sook C Yun, Second Floor Restaurant. Their profile was deleted in the Assessing system in 2017. The applicant describes the liquor license operation as being regularly operated continuously throughout 2018 and 2019. See Section 5 - License Operation from the attached Second Floor Restaurant Binder. Resolution No. FY2020-15adopted April 2, 2020 by the Kodiak Island Borough Assembly requesting your assistance in this matter is attached for your reference. We further ask that you prioritize review of this matter due to the importance of these fisheries to our local, state and national economies. All 2020 Pacific cod directed federal fisheries were closed in the Gulf of Alaska and negative economic impacts have already occurred. We know from experience that commercial fishery disaster declarations are a long process and federal monetary assistance for our fishermen, processors and communities will be months if not years away. While we are all in the midst of dealing with COVID-19 now, which has its own grave economic, social and health costs, we do not want to overlook impacts related to the cod closures in the Gulf this year. The Kodiak Island Borough (KIB) and City of Kodiak are the primary community participants in the Central GOA Pacific cod fishery, with about 60% of the total GOA Pacific cod catch historically delivered across Kodiak’s docks. All five major Kodiak processors buy Pacific cod from our local fishermen and Kodiak processors, vessel owners, operators and crew members all depend on the Pacific cod fishery. Page 41 of 42 AGENDA ITEM #13.D.2. 1 30% of groundfish harvest in the Gulf and over 20% of the total Pacific cod catch in Alaska. By 2018 these percentages fell to approximately 6% when TAC was reduced by 80%. Total Allowable Catch of cod was reduced another 5% in 2019 and is close to 0% in 2020 with the federal cod fisheries shut down completely in the Gulf. In terms of dollar value,the average ex-vessel value of the fishery prior to the cod collapse 2 (2014-2017) was $44.7 million and the average first-wholesale value was $97 million. The importance of Pacific cod to the State of Alaska’s fisheries and fishery economy cannot be overstated. It is harvested by all gear types, including trawl, longline, pot, and jig, and in both state and federal waters, across all seasons. The commercial Pacific cod fishery failure impacts are being felt throughout Gulf coastal communities by commercial fishermen, fish processors, and secondary businesses. Local governments are feeling the impact to their economic base, we believe these impacts meet the criteria for declaring a fisheries disaster and are severe enough to warrant this request for a fishery disaster declaration in the Gulf of Alaska. We ask that you promptly contact the Secretary of Commerce and urge action on this very important matter.
