RECOMMENDATION:
Authorize the Manager to Execute Change Order No. 8 Amending Contract FY2019-10 with Jensen
Yorba Wall, Inc. for Architectural and Engineering Services Term Contract in an amount not to exceed
$22,004.
DISCUSSION:
Kodiak Island Borough Code 3.30.100 Change Orders - Manager Authority stales that a change order
greater than five percent of approved contract amount or $50,000, whichever is lower, requires
Assembly approval.
At the regular meeting on March 5, 2020, the Assembly approved Change Order No. 7 amending
Contract FY2019-10 for initial design efforts to replace the boilers at the Borough Building, including a
hazardous material survey. Prior to the meeting staff provided the Assembly with an additional cost to
evaluate the feasibility of replacing the boilers at the Maintenance Building as well, and possibly
connecting both buildings for increased efficiency for the heating systems of both buildings. While the
alternate proposal was discussed by the Assembly the motion that was voted on was not amended to
include the cost. This change order is to approve the alternate cost previously discussed but not
officially approved.
ALTERNATIVES:
FISCAL IMPACT:
The Assembly approved using $50,000 in Fund 469 Renewal and Replacement funds for design work
for this project as part of Ordinance No. 2020-01 A. There is adequate funding to complete these initial
design efforts.

Mechanical and Electrical Fee Proposal
RSA Engineering is pleased to offer a fee proposal for mechanical and electrical engineering
services for the referenced project. We have based our scope of work on your emails dated
2/28/2020 and the following assumptions:
General:
• As an alternate to the work proposed at the Borough Building, we will evaluate the feasibility
of replacing the boilers at the Maintenance Building and connecting the two together. We
will look at the option to replace the existing boilers in the Maintenance Building with a single
electric boiler sized for both buildings during lower demand portions of the year. Under this
option there will be new piping installed to connect the buildings and the bailers in both
buildings will be sized as a system.
• Electrical for the boiler project will include coordination with the utility for a new electric boiler
transformer and/or service, replacement of electrical distribution equipment and lighting in
the boiler room, and support for all new mechanical loads.
• We will perform a design site visit to review the systems at the Mechanical Building and
discuss the options with the KIB team to connect the buildings together.
• We will provide one design submittal, 35% Schematic Design. The submittal will include
drawings and design narrative.
Exclusions:
• We have not included time for any design services beyond 35% schematic design.
• We have not included cost estimation services.

Fee and Scope
Thank you for contacting us to assist in the design of the Kodiak Island Borough Building Mechanical Upgrade
project. Please find attached a breakdown of our fee proposal. The attached Individual fee proposals have
more detailed Information about the project scope, but the following is a summary of our understanding.
Projects fees are proposed to be a single phase. We are proposing the fees as Time and Expense and so have
not separated out the reimbursable travel expenses from the labor fees.
Scope of the project is as follows:
• Initial design work (through approximately 35% completion) of a limited mechanical upgrade at the
existing Borough Building. The Intent of this work will be to determine total project scope and costs to
assist the Borough in determining future projects.
• Project will Include replacement of the existing boiler system, water heater and generator.
• Project will Include hazardous material identification and abatement design for piping and Items as
required by the mechanical upgrade.
• Three options will be explored:
o Refurbishment and reinstallation of the removed boilers from PKIMC
o Two new oil -fired boilers
o Some combination of oil -fired and electric boilers
• Project will Include professional cost estimation of all options.
• Project will also Include an Indoor air quality investigation of the office areas of the entire building.
Please note the following assumptions:
• The proposal Includes a single site visit by EHS Alaska to conduct the hazardous material Investigation
and Indoor air-quality Investigation.
• Site visits by the architect or mechanical and electrical engineers have not been Included since the on-
site as -built Investigation was conducted previously. Photos, and any required as -built measurements
will be provided by KIB. Presentations and meetings about the project will be provided telephonically.
• The project does not Include architectural design work beyond as -built base drawings for the
engineers. It Is assumed this project will not Include layout changes or architectural upgrades.

RSA Engineering is pleased to offer a fee proposal for mechanical and electrical engineering
services for the referenced project. We have based our scope of work on the following assumptions:
General:
• The project will consist of replacement of the existing boiler system, water heater, and
generator.
• We will provide one design submittal, 35% Schematic Design. The submittal will include
drawings and design narrative.
Mechanical:
• The boilers will be replaced with new boilers or with the salvaged boilers from the PKIMC
laundry project. For the new boiler option, we will include one electric and one oil fired boiler.
The boiler replacement will include replacement of all piping, pumps, boiler venting and
hydronic specialties in the boiler room. The existing ventilation equipment in the boiler room
will remain.
• The fuel oil day tank in the boiler room will be replaced. The new day tank will connect to
the existing fuel oil storage tank.
• The heal exchanger in fan room will be replaced with an electric hot water heater. Point of
use electric water heaters will be added at individual lavatories.
• Piping insulation from the boiler room through the crawlspace will be abated, we understand
the piping will be replaced as part of the abatement work.
Electrical:
• The generator in the boiler room will be replaced with a new exterior weatherproof packaged
generator unit with integral subbase fuel tank. The panelboards and automatic transfer
switch in the boiler room will be replaced.
• The design will include preliminary coordination with the electric utility for the electric boiler
option.
• The lighting in the boiler room will be replaced with LED lighting fixtures.
Exclusions:
• We have not included any site visits to Kodiak for the 35% submittal.
• We have not included time for any design services beyond 35% schematic design.
• We have not included cost estimation services.

SCOPE OF WORK & ASSUMPTIONS
I. This fee proposal is an estimate for professional services in accordance with EHS-Alaska's standard 2020 fee schedule, to support the
renovation of the Kodiak Island Borough Office Building, located in Kodiak, Alaska. Task 1 of the proposal includes a limited hazardous
materials survey related to replacement of the boilers, replacement of the heating piping in the building crawl space, and limited replacement
of heating equipment in the Fan Room. Task 2 of the proposal includes a limited Indoor Air Quality Study to determine the levels of fungi
(mold) and allergens present, and determine if nuisance miors arc present in occupied areas.
2. For Task I, EHS-Alaska will conduct a limited hazadaus materials survey for asbestos, lead and interior PCB materials, including sufficient
detail to serve as a basis of design for future renovations as described above. EHS-Alaska will prepare an abbreviated survey report, including
summarizing sample data with drawings of sample locations, but no design services. The survey will be limited to the Boiler Room, Crawl
Space, and the Fan Room. If the boiler replacement design extends beyond those limits, creation of future design documents my rely on
assumptions, or a possible future site visit, not included in this proposal.
3. Sampling will cause minor damage to finishes and surfaces sampled Samples will be collected from inconspicuous locations where possible.
However, repairs to damaged finishes are not included other than to prevent subsequent release of Potential asbestos fibers. No mof samples
am included in this proposal, and if future work includes creation of new morpenecradons, EHS-Alaska will either assume that there is debris
from the original asbestos BUR roof, or test during a possible furore site visit. Representative painted surfaces will be tested using a portable
X -Ray Fluorescence (XRF) lead analyzer. Other hazardous materials such as suspect mercury or PCB -containing materials will be noted, but
not sampled, including PCB's in paints or sealants. Materials suspected of containing PCBs or mercury will be assumed to contain PCBs or
mercury unless it is labeled "PCB Free" or "No PCBs" or previous testing has determined it to be PCB or mercury free. Free and complete
access to all spaces will be provided by the Owner, and copies of available as -built information and floor plans will be provided to EHS by the
Owner. This proposal assumes that reasonably accurate AutoCAD backgrounds of the existing Boor plans will be provided to EHS-Alaska
for use in the teport.
4. For Task 2,EHS-Alaska will perform a limited IAQ investigation of the Borough Once Building, focusing an the office areas. EHS-Alaska
will conduct a limited mold investigation to identify signs and symptoms of conditions which may have caused or have the potential to cause,
fungal growth, including use of an inflated concern and moisture motor testing of areas with visible water damage or evidence of previous
leaks. EHS-Alaska will conduct sirbome "Total" mold spore sampling in 5 areae in the building in complaint areas, including areas with
suspect fungal growth (if present), along with one outdoor, and one indoor "control" sample in a nun -complaint arca. Destructive testing will
not be conducted. All samples along with a chain ofcustody will be submitted to an Environmental Microbiology (EMLAP) Accredited
Laboratory that participates in the American Industrial Hygiene Association (AIHA) Laboratory Quality Assurance Progrem (LQAP). The
limited mold assessment will be conducted by an industrial hygienist experienced in mold assessments and investigations based on ASTM
E2418 (Standard Guide for Readily Observable Mold and Conditions Conducive to Mold in Commercial Buildings: Baseline Survey Process).
ASTM D7338-14 (Standard Guide for Assessment of Fungal Growth in Buildings) and ANSIAICRC 5520 Standard and Reference Guide for
Professional Muld Remediation EHS-Alaska will take 5 carpet dust samples for analysis for allergens.
5. Two of the EVM-7 Environmental/IAQ monitors will be operated in survey mode during the initial visual inspection, and be programmed for
PM2.5 and PMIO dust analysis. EHS-Almka will switch all 3 EVM-Ts to PMIO mode, and conduct 2 days of IAQ data logging in amen to be
determined onsite sated by the mein Air Handling Unit. A third EVM-7 will be placed in the Assembly Chamber's wing.
6. The EVM-7 instruments measure 7 environmental parameters: Volatile Organic Compounds, Airborne Particulates, Carbon Monoxide,
Carbon Dioxide, Temperature, Relative Humidity and Dew Point. EHS-Alaska will review all daw4ol ged levels and compare and contrast
those levels with OSHA, ACGIH and NIOSH standards or guidelines.
7. EHS-Alaska will deploy 4 redo. moniters in the lower level and Assembly wing. The monitors require at least 48 hours ofexpasum.
8. EHS-Alaska proposes to provide the above described monitoring and summary report on a fixed fee basis. This proposal excludes any and all
industrial hygiene activities nut specifically mentioned above.

Location: Kodiak Island, Alaska
1. Project Description and Service
Provide cost estimate for three boiler replacement options including hazmal abatement, generator replacement,
heat exchange demolition, addition of point of use water heaters, and replacement of crawlspace
distribution piping.
Estimate will be prepared in Uniformat Elemental Categories and priced for construction on a dale to be
determined.
2. Fee Breakdown and Schedule (Lump Sum)
35% Design Estimate $ 5,248 Within (9) Full Working Days
The above fee does not include preparation of additive bid items or alternates. See 3. Terms below.
Allow the above full working days to provide the proposed services. Time for task completion will begin following
receipt of all available design information for that particular phase. Please note the above durations exclude
weekends, holidays and partial days. Please give two weeks advance notice for commencing each phase of work.
3. Terms
Deliverable:
HMS Inc, will provide a copy of our estimate via email In a PDF file format or in Excel, If necessary. Should
a hard copy of the estimate be necessary, at your request, a bound or loose copy will be provided to you.
Drawings:
Architect/Engineer shall provide HMS Inc. with full size, correct scale drawings, along with an electronic
set (PDF format preferred). Should these not be provided, It may be necessary to Increase our fee proposal
and add additional days to complete our work.
Should it be necessary, HMS Inc. has the capability to print one or two drawings, however, depending on
the quantity, an additional charge may be added at $4.00/sheet.

Additive Bid Items or Alternates:
Our fee proposal does not include preparing estimates for additive bid items or alternates (except those
Included in Section 2 Fee Breakdown) that require re -measurement of work Items Included in the Base Bid
cost estimate. We reserve the right to renegotiate our fee should alternates become necessary beyond
one or two minor alternates or additive bid items.
Reimbursable Expenses:
This fee proposal does not provide for long distance phone calls, site visits, meetings with the owner, or
any other unforeseen expenses unless listed in Section 2. Fee Breakdown. Any such items, if required,
will be charged on a time -and -expense basis at our current rate schedule.
Penalty/Bonus Condition:
This proposal is made on the understanding that we will not be entering into an agreement with the client
that Includes a penalty/bonus condition dependent on the outcome of the bid. Should such a clause be
required, we reserve the right to modify our proposal or possibly withdraw from the project.
Additional Insured:
Any requirements to name additional Insureds on our Insurance policies may be subject to additional fees
should fees be added to our policy by our carrier.
Payment Terms:
Payment shall be made within (45) days of Invoice date. Delayed payment beyond that period Is subject
to a 1.5% fee per month.
Expiration Date:
This fee proposal is valid for (6) months from the date of issue. HMS Inc. reserves the right to adjust the
fee to incorporate the current years rales after the (6) month period.
Change in Scope:
Should the project scope or format change, HMS Inc. reserves the right to modify this proposal. Written
approval for work on increased scope items prior to proceeding with additional work will be required.
Notice to Proceed:
Designeriowner will provide written notice to proceed. Delivery of documents is not considered a notice
to proceed.

Recommended motion: Move to invite the Mayor and Assembly into executive
