Assembly Special Meeting
October 10, 2019
A special meeting of the Kodiak Island Borough Assembly was held on October 10, 2019, in
the in the School District Conference Room. The meeting was called to order at 8:30 p.m.
Present were Mayor Dan Rohrer, Assembly members Scott Arndt, Andy Schroeder, Rebecca
Skinner, Scott Smiley, and James Turner. Also present was Borough Clerk Tara Welinsky.
SKINNER moved to excuse Assembly members Kavanaugh and Symmons who were absent
due to personal leave.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY: Arndt, Schroeder, Skinner, Smiley,
and Turner.
CITIZENS COMMENTS
None.
CONSIDERATION OF MATTERS IN THE CALL FOR THE SPECIAL MEETING
1. EXECUTIVE SESSION - Discussion of Borough Clerk's Six Month Evaluation.
SKINNER moved to recess into executive session under the authority of KIBC 2.30.030(F)(1 )(c)
for the purpose of discussing matters which may tend to prejudice the reputation or character of
a person, Borough Clerk Tara Welinsky, who has been notified of the potential executive session.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Schroeder, Skinner, Smiley,
Turner, and Arndt.
ARNDT moved to invite the Mayor, Assembly, and the Borough Clerk to participate in the
executive session.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
After the vote, Mayor Rohrer recessed the regular meeting and convened the executive session.
Upon returning from the executive session, Mayor Rohrer reconvened the special meeting and
announced that Borough Clerk Welinsky has completed her satisfactory six month review as
result of the executive session.
ADJOURNMENT
ARNDT moved to adjourn the meeting.

The meeting was adjourned at 9:15 p.m.
