FY2020-01A AN ORDINANCE OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH AMENDING ORDINANCE NO. FY2020-01, FISCAL YEAR 2020 BUDGET, BY AMENDING BUDGETS TO ACCOUNT FOR VARIOUS REVENUES THAT ARE OVER BUDGET, PROVIDING FOR ADDITIONAL EXPENDITURES AND MOVING FUNDS BETWEEN PROJECTS. WHEREAS, the Borough received a termination letter from a tenant in the Borough Annex Building effective July 31, 2019. This amendment will reduce the budgeted income to the Building & Grounds fund by $4,954; and WHEREAS, the school district has reduced the administration space in their building to add space for a Pre -K program. This amendment will reduce the budgeted income to the Building & Grounds fund by $15,912; WHEREAS, the State of Alaska is not funding the LEPC (Local Emergency Planning Committee) for FY2020. This amendment will reduce the budgeted income to the LEPC fund by $15,500; and WHEREAS, staff requests a transfer of $5,000 from the Fire Protection Area #1 fund to a Capital Projects for the Fire Protection Area #1 Paving project; and WHEREAS, staff requests a transfer of $60,000 from the Solid Waste Disposal & Collection fund to a Capital Projects Baler UST Removal/Replacement project; and WHEREAS, staff requests a transfer of $150,000 from the Hospital Facility fund to the Hospital Capital Projects fund PKIMC (Providence Kodiak Island Medical Center) Retaining Wall project. This project will use R&R (Replacement & Renewal) funds established by lease; and WHEREAS, staff requests a transfer of $50,000 from the Hospital Facility fund to the Hospital Capital Projects fund PKIMC New Fuel Tank project. This project will use R&R funds established by lease; and WHEREAS, staff requests a transfer of $50,000 from the Hospital Facility fund to the Hospital Capital Projects fund PKIMC Fuel Leak project; and Kodiak Island Borough, Alaska Deletion — Red, Strikeout Insertion — Bold, Blue, Underlined Ordinance No. FY2020-01A Page 1 of 3 Version 1 44 45 46 47 48 49 50 51 52 53 54 55 56 57 58 59 60 61 62 63 64 65 66 67 68 69 70 71 72 73 74 75 76 77 78 79 80 81 82 83 84 85 86 87 88 WHEREAS, staff requests a transfer of $100,000 from the KFRC (Kodiak Fisheries Research Center) fund to the KFRC Capital Projects fund KFRC Exterior project. This project will use R&R fund established by lease; and WHEREAS, staff requests a use of $50,000 of Fund 469 Renewal & Replacement funds for a Borough Building Abatement/Mechanical Upgrade project; and WHEREAS, staff requests a use of $15,000 within Fund 260 Woodland Acres for land improvements (installation of three new light poles); and NOW, THEREFORE, BE IT ORDAINED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH THAT: Section 1: This ordinance is NOT of permanent nature and shall NOT become a part of the Kodiak Island Borough Code of Ordinances. Section 2: Fund 220 Building & Grounds budget: • $4,954 decrease to both rent income and repair and maintenance for various borough buildings. Section 3: Fund 220 Building & Grounds budget: • $15,912 decrease to both rent income and repair and maintenance for school buildings. Section 4: Fund 234 LEPC budget: • $15,500 decrease to grant income and a $13,000 decrease to Contingencies and $2,500 decrease to Salaries. Section 5: Fund 250 Fire Protection Area #1 will allocate $5,000 to Fund 450 Capital Projects — Project #19010 Fire Protection Area #1 Paving. Section 6: Fund 530 Solid Waste Disposal & Collection will transfer $60,000 to Fund 490 Capital Projects - #18005 Baler UST Removal/Replacement. Section 7: Fund 540 Hospital Facility will transfer $150,000 to Fund 495 Capital Projects Hospital — Project #20003 PKIMC Retaining Wall. Section 8: Fund 540 Hospital Facility will transfer $50,000 to Fund 495 Capital Projects Hospital — Project #20001 PKIMC New Fuel Tank. Section 9: Fund 540 Hospital Facility will transfer $50,000 to Fund 495 Capital Projects Hospital — Project #19014 PKIMC Fuel Leak. Section 10: Fund 555 KFRC will transfer $100,000 to Fund 426 Capital Projects KFRC — Project #20004 KFRC Exterior. Section 12: Fund 260 Woodland Acres Lighting will allocate $15,000 to land improvements (installation of three new light poles). Effective Date: This ordinance takes effect upon adoption.
