Assembly Special Meeting
September 23, 2019
A special meeting of the Kodiak Island Borough Assembly was held on September 23, 2019, in
the Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The
meeting was called to order at 12:15 p.m.
Present were Mayor Dan Rohrer, Assembly members Scott Arndt, Rebecca Skinner, Scott
Smiley, Dennis Symmons, and James Turner. Also present was Borough Clerk Tara Welinsky.
ARNDT moved to excuse Assembly members Kavanaugh and Schroeder who were absent
due to personal leave.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY: Arndt, Skinner, Smiley, Symmons,
and Turner.
CITIZENS COMMENTS
None.
CONSIDERATION OF MATTERS IN THE CALL FOR THE SPECIAL MEETING
1. EXECUTIVE SESSION - Borough Clerk's Performance Evaluation.
SKINNER moved to convene into executive session to discuss the Borough Clerk's
Performance Evaluation, a subject that qualifies for executive session as a matter that may tend
to prejudice a character or reputation of a person.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Skinner, Smiley, Symmons,
Turner, and Arndt.
SKINNER moved to invite the Mayor and Assembly to participate in the executive session.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
After the vote, Mayor Rohrer recessed the regular meeting and convened the executive session.
Upon returning from the executive session, Mayor Rohrer reconvened the regular meeting and
announced that no action would be taken as result of the executive session.
ADJOURNMENT
ARNDT moved to adjourn the meeting.
VOICE VOTE ON MOTION TO ADJOURN CARRIED UNANIMOUSLY.
