09/19/2019 Regular MeetingKODIAK ISLAND BOROUGH Assembly Regular Meeting September 19, 2019 A regular meeting of the Kodiak Island Borough Assembly was held on September 19, 2019, in the Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 6:30 p.m. The invocation was given by Major David Davis of the Salvation Army. Mayor Rohrer led the Pledge of Allegiance. Present were Mayor Dan Rohrer, Assembly members Scott Arndt, Julie Kavanaugh, Scott Smiley, Dennis Symmons, and James Turner. Also present were Borough Manager Michael Powers, Borough Clerk Tara Welinsky, and Assistant Clerk Lina Cruz. KAVANAUGH moved to excuse Assembly members Skinner and Schroeder who were absent due to personal leave. ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Kavanaugh, Smiley, Symmons, Turner, and Arndt. APPROVAL OF AGENDA AND CONSENT AGENDA KAVANAUGH moved to approve the agenda and the consent agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. APPROVAL OF MINUTES Regular Meeting Minutes of September 5, 2019 were approved under consent agenda. CITIZENS' COMMENTS The following spoke under citizens' comments: • Mike Tvenge • Patrick Cummings • Brian Himelbloom AWARDS AND PRESENTATIONS None. COMMITTEE REPORTS • Assembly member James Turner reported that they are still looking for new director at the Kodiak Community College. • Assembly member Kavanaugh gave an update on the Consolidation Committee. PUBLIC HEARING 1. Ordinance No. FY2020-02 Amending Various Chapters of Title 16 Subdivision. ARNDT moved to adopt Ordinance No. FY2020-02 Amending Various Chapters of Title 16. The following spoke under citizen's comments: • Jeff Stewart Mayor Rohrer closed the public hearing and reconvened the regular meeting. KAVANAUGH moved to amend the table on line 743 to reflect percentage for overrun allowance of 20% for all estimated costs of improvements. ROLL CALL VOTE ON MOTION TO AMEND LINE 743 CARRIED FOUR TO ONE: Smiley (NO); Symmons, Turner, Arndt, and Kavanaugh (AYES). ROLL CALL VOTE ON MAIN MOTION CARRIED UNANIMOUSLY: Symmons, Turner, Arndt, Kavanaugh, and Smiley. BOROUGH MANAGER'S REPORT Manager Michael Powers reported on the following: • Worked on FY21 budget issues related to process, format and staffing. • Attended agenda setting and worked with staff on future agenda items. • Reviewed proposed policy on reserves with Finance Director and researched topic for best practices. • Discussed various audit issues with Finance and Auditors. No major surprises. • Attended the welcoming of the USS Comstock and the tour that was provided. • Met with staff regarding code enforcement and related issues. • Met with Leisnoi staff regarding various trespassing and related issues. MESSAGES FROM THE BOROUGH MAYOR Borough Mayor Rohrer reported on the following: • Working on future agendas. • Auditors are in town and the audit is going well. UNFINISHED BUSINESS None. NEW BUSINESS Contracts None. Resolutions None. Ordinances For Introduction 1. Ordinance No. FY2020-04 An Ordinance Of The Assembly Of The Kodiak Island Borough Amending Kodiak Island Borough Code Title 3 Revenue And Finance, Chapter 3.35 Real Property Tax, Section 3.35.030 Real And Personal Property Exempted From Taxation. ARNDT moved to advance Ordinance No. FY2020-04 to public hearing at the next regular meeting of the Assembly on October 3, 2019. Ordinance No. FY2020-06 to amend KIBC 17.10.030 Comprehensive Plan to include the City of Kodiak Near Island Development Plan - Concept A, Minimum Development. ARNDT moved to advance Ordinance No. FY2020-06 to public hearing at the next regular meeting of the Assembly on October 3, 2019. ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Arndt, Kavanaugh, Smiley, Symmons, and Turner. Other Items None. CITIZENS' COMMENTS The following spoke under citizens' comments: • Michael Powers ASSEMBLY MEMBER'S COMMENTS Assembly Member Symmons acknowledged and thanked the citizens who reach out to Assembly members and the Mayor. Assembly Member Ardnt had no comment. Assembly Member Smiley spoke about zoning challenges in Anchorage and great care provided by Anchorage Providence hospital. Assembly Member Kavanaugh spoke of upcoming fisheries and Consolidation Committee meetings. Assembly Member Turner had no comment. Announcements The next Assembly work session is scheduled for Thursday, September 26, 2019, at 6:30 p.m. in the School District Conference Room. The next regular meeting is scheduled on Thursday, October 3, 2019, at 6:30 p.m. in the Borough Assembly Chambers. EXECUTIVE SESSION None. ADJOURNMENT Arndt moved to adjourn the meeting.
