AS 04.11.420 provides that the board will not issue a license when a local governing body protests an application on the grounds that the applicant’s proposed licensed premises are located in a place within the local government where a local zoning ordinance prohibits the alcohol establishment, unless the local government has approved a variance from the local ordinance. Michael Powers ICMA CM August 1, 2019 Activities Fuel leak at Hospital-We continue to work on the spill, the remediation of the spill and the long-term improvements. Design work is underway for the permanent fuel storage. Fireworks-I have received several comments from people regarding fireworks (support in all directions). I have gently urged them to attend the Assembly meeting and make their voices known. Personnel-Continuing work on various recruitments and personnel issues. Reviewing candidates for Community Development Director while slow rolling the Code Enforcement position. I attended agenda setting and am doing following up with both staff and agenda preparation. Working with staff and consultants on time of agenda items and availability. In addition, we discussed the agenda deadline schedule and amended it slightly to try and improve workflow, especially on Fridays. On a related topic, staff is working through questions and issues on various processes as well as duties and responsibilities. State Budget-the saga continues. At this point we have items in front of the governor that do away with most of the budget cuts eliminated (school debt funding would be restored), a $1,600 PFD and reversing all the fund sweeps. It is unclear if a veto override exists but seems unlikely. Several legislators are already discussing the next special session (unclear who will call it at this time). As we warned back in February, this is going to be a marathon budget season and it would appear we will have more to come. Staff is working on various funding options for the school debt issue should the funding not occur. Followed up with staff regarding a 2015 IRS issue related to filing of documents. Falvey, Jr. Alaska Marine Highway System Sent via e-mail: dot.amhs.comments@alaska.gov 7550 North Tongass Highway Ketchikan, Alaska 99901-9101 Re: Comments on Reduced Winter Ferry Service to Kodiak & Southwest Alaska Dear Captain Falvey, Jr., The Kodiak Island Borough Assembly reviewed and discussed the AMHS FY20 Vessel Deployment Plan at th work session. We are very concerned about the nearly 4 month gap in service for Kodiak and its July 25 the Southwest region and suggest the following changes: 1. Shift Kennicott Overhaul to the Fall. Switch the Layup and Overhaul times for the Kennicott, shifting the planned Overhaul to October-December, 2019. This would ensure the Kennicott is out of shipyard between January-April, 2020 when the Tustumena is scheduled for Overhaul and is unavailable. 2. Provide Reduced Service to Kodiak January-April, 2020. Shifting the Kennicott Overhaul to the fall leaves it available to provide some service to Kodiak and the Southwest region between January-April, 2020. It is important to the Kodiak community to have continued access to the ferry throughout the winter, and this need could still be met with less stops per week or month. While we understand the drive to reduce costs within the AMHS system we encourage you to consider options that continue some level of service in the Southwest region throughout the winter. For the last 50 years the ferry system has served as a highway between Kodiak Island and the mainland and is an integral component of transportation throughout the Southwest region. Most communities in the Southwest region are accessible only by plane and boat, and residents rely on the ferry to connect them to mainland Alaska and to transport themselves, vehicles and cargo. For example: Kodiak is home to the largest U.S. Coast Guard base in the country and relies on ferry transport during transfer season to move Coast Guard families to and from Kodiak. AGENDA ITEM #13.D.3. Kodiak is a major U.S. fishing port, consistently ranking among the top 5 commercial fishing ports for volume of fish landed each year, and the ferry helps transport this fish off the island. Kodiak youth and students rely on the ferry for off-island travel, which significantly reduces travel costs and increases the number of youths who can participate in off-island activities. The Kennicott and Tustumena are the only two ocean class vessels in the AMHS system rated to cross the Gulf and travel to Kodiak and down the Aleutian Chain; it is irresponsible to take them both out of service at the same time. The scheduled suspension of service from January-April, 2020 is unacceptable and we strongly encourage you to consider our suggested changes with continued Kodiak service throughout the winter, albeit at a reduced level.
