07/18/2019 Regular MeetingKODIAK ISLAND BOROUGH Assembly Regular Meeting July 18, 2019 A regular meeting of the Kodiak Island Borough Assembly was held on July 18, 2019, in the Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 6:30 p.m. The invocation was given by Major David Davis of the Salvation Army. Mayor Rohrer led the Pledge of Allegiance. Present were Mayor Dan Rohrer, Assembly members Scott Arndt, Julie Kavanaugh, Andy Schroeder, Rebecca Skinner, Dennis Symmons, and James Turner. Also present were Borough Manager Michael Powers, Borough Clerk Tara Welinsky, Deputy Clerk Alise Rice. ARNDT moved to excuse Assembly member Smiley who was absent due to illness. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY APPROVAL OF AGENDA AND CONSENT AGENDA KAVANAUGH moved to approve the agenda and the consent agenda VOICE VOTE ON MAIN MOTION CARRIED UNANIMOUSLY. APPROVAL OF MINUTES Regular Meeting Minutes Of July 9, 2019 were approved under consent agenda. CITIZENS' COMMENTS The following spoke under citizens' comments: • Dave Conrad • Jeff Stewart AWARDS AND PRESENTATIONS • 20 Year Longevity Award was presented to Jeff Johnson, Landfill Supervisor • 5 Year Longevity Award was presented to Janel Day, GIS Analyst. COMMITTEE REPORTS None. PUBLIC HEARING 1. State Of Alaska Alcohol And Marijuana Control Office Application For A New Liquor License for AKWA Inc., dba: The Hangar, License No. 5817, Licensee: Andrew Teuber, Jr., Location: 1633 Airport Way. ARNDT moved to approve AKWA Inc. new Liquor License Application, dba: The Hangar, at 1633 Airport Way. Mayor Rohrer opened the public hearing. Seeing and hearing none, Mayor Rohrer closed the public hearing and reconvened the regular meeting. BOROUGH MANAGER'S REPORT Manager Michael Powers reported on the following: • State guidelines have been implemented in the cleanup of the fuel leak at the hospital. • Worked diligently with staff on the completion of the Solid Waste Collection Contract. • Met with the hospital staff in regard to the Long Term Care Center Lease. • Reviewed recruitment applications for Community Development. • Continuing to work with Kodiak Island Sportsman's Association on a revised lease. • Worked on agenda items regarding resource management, school bond debt and UMOT. • Attended Chamber of Commerce monthly board meeting. • Will be out of the office on July 30, 2019. MESSAGES FROM THE BOROUGH MAYOR Borough Mayor Rohrer reported on the following: Attended the Tuesday night SWAB meeting. Spoke with Dan McCoy the Mayor of Akhiok in regard to some assessing issues. Spoke with Matt Jones the Mayor of Ouzinkie in regard to foreclosed properties. UNFINISHED BUSINESS None. NEW BUSINESS A. Contracts None. B. Resolutions 1. Resolution FY2020-06 Conveying Tax Foreclosed Property to the City of Ouzinkie. Staff Report Finance Director Dora Cross. No action was taken on this item. C. Ordinances For Introduction 1. Ordinance No. FY2019-01 D Amending Ordinance No. FY2019-01, Fiscal Year 2019 Budget, By Amending Budgets To Account For Various Revenues That Are Over Budget, Providing For Additional Expenditures And Moving Funds Between Projects. ARNDT moved to advance Ordinance No. FY2019-01D Amending Ordinance No. FY2019-01, Fiscal Year 2019 Budget, to public hearing on the next assembly regular meeting August 1, 2019. ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Kavanaugh, Schroeder, Skinner, Symmons, Turner, and Arndt. D. Other Items 1. SWAB Decision Ratification. CITIZENS' COMMENTS The following spoke under citizens' comments: Jeff Stewart ASSEMBLY MEMBERS' COMMENTS Assembly Member Arndt thanked the longevity recipients for their service. Spoke on the proposed ferry schedule. Assembly Member Kavanaugh spoke regarding the ferry schedule as well and fireworks. Assembly Member Schroeder spoke about Parks and Recreation achievements, and the benefits of continuity of civil servants and school staff. Assembly Member Skinner pointed out the error on the Borough meeting calendar. Remarked on improving Assembly and staff relations and on the need for improvement of the procurement process. Spoke about the ferry system and their upcoming public meeting. She will be bringing an ordinance forward regarding the fireworks at Mill Bay Beach. Assembly Member Symmons: Thanked everyone for participating and congratulated longevity recipients. Assembly Member Turner: Wished Assembly member Smiley a speedy recovery. Announcements The next Assembly work session is scheduled for Thursday, July 25, 2019, at 6:30 p.m. in the School District Conference Room. The next regular meeting is scheduled on Thursday, August 1, 2019, at 6:30 p.m. in the Borough Assembly Chambers. Declaration of Candidacy packets are now available in the Clerk's Office and online on the Kodiak Island Borough website. EXECUTIVE SESSION None. ADJOURNMENT ARNDT moved to adjourn the meeting.
