07/09/2019 Regular MeetingKODIAK ISLAND BOROUGH Assembly Regular Meeting July 9, 2019 A regular meeting of the Kodiak Island Borough Assembly was held on July 9, 2019, in the Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 6:30 p.m. The invocation was given by Major David Davis of the Salvation Army. Mayor Rohrer led the Pledge of Allegiance. Present were Mayor Dan Rohrer, Assembly members Scott Arndt, Rebecca Skinner, Scott Smiley, Dennis Symmons, and James Turner. Also present were Borough Manager Michael Powers, Borough Clerk Tara Welinsky, Deputy Clerk Alise Rice. SKINNER moved to excuse assembly members Schroeder and Kavanaugh who was absent due to personal leave. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY APPROVAL OF AGENDA AND CONSENT AGENDA ARNDT moved to approve the agenda and the consent agenda. SKINNER moved to amend the agenda and consent agenda by adding the following items under "Other Items" 1. Declaring A Seat Vacant On The Planning And Zoning Commission (Mr. Altenhof). 2. Approving A Letter Of Support For National Fish & Wildlife Foundation Electronic Monitoring System (NFWF EM) Grant. 3. Modifying The Dates For The Allowance Of Fireworks. ROLL CALL VOTE ON MOTION AMEND THE AGENDA AND CONSENT AGENDA BY ADDING THE FOLLOWING ITEMS UNDER "OTHER ITEMS" CARRIED UNANIMOUSLY: Arndt, Skinner, Smiley, Symmons, and Turner. VOICE VOTE ON MAIN MOTION CARRIED UNANIMOUSLY. APPROVAL OF MINUTES Regular Meeting Minutes Of June 20, 2019 and Special Meeting Minutes of June 13, 2019 were approved under consent agenda. BOROUGH MANAGER'S REPORT Manager Michael Powers reported on the following: • New assessor beginning next week. • Worked with the staff on the current oil spill by the hospital. • Met with Chief Rue to discuss various matters. • Conversations with several individuals regarding junk vehicles. MESSAGES FROM THE BOROUGH MAYOR Borough Mayor Rohrer reported on the following: • Met with Craig Campbell from Alaska Aero Space Complex. • Rocket Launch going through 10 year plan. ARNDT moved to accept with regret, the resignation of Mr. Duane Dvorak effective August 31, 2019, and direct the Borough Clerk to advertise the vacancy per Borough code. ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Skinner, Smiley, Symmons, Turner, and Arndt. 2. Appointment To The Providence Kodiak Island Medical Center Community Advisory Board (Mrs. Mete). Kodiak Island Borough Assembly Regular Meeting Minutes July 9, 2019 Page 2 of 4 ARNDT moved to voice non -objection to the appointment of Mrs. Margaret Susan Draskovich Mete to the Providence Kodiak Island Medical Center Community Advisory Board, for a term to expire on December 31, 2022. ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Smiley, Symmons, Turner, Arndt, and Skinner. 3. Community Trail - Boy Scout Lake to Coast Guard Gate. ARNDT moved to authorize the Manager to apply for and execute and encroachment permit to assist in the creation of a Community Path (Boy Scout Lake to Coast Guard Main Gate). ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Symmons, Turner, Arndt, Skinner, and Smiley. 4. KIB SWAB Procedures for Conducting a Quasi -Judicial Hearing. ARNDT moved to approve SWAB Procedures for Conducting a Quasi -Judicial Hearing. SKINNER moved to strike "Unless the Board approves a request to intervene by a respondent with standing, meaning one whose rights may be materially affected by the appeal' And "A request to intervene must be made at least 5 days in advance of the hearing. A request will be addressed as a preliminary issue at the beginning of a hearing, after input from the parties." from Section 2. ROLL CALL VOTE ON MOTION TO STRIKE CARRIED UNANIMOUSLY: Turner, Arndt, Skinner, Smiley, and Symmons. ROLL CALL VOTE ON THE MAIN MOTION CARRIED UNANIMOUSLY: Arndt, Skinner, Smiley, Symmons, and Turner. 5. Declaring A Seat Vacant On The Planning And Zoning Commission (Mr. Altenhof). ARNDT move to accept with regret, the resignation of Mr. Barry Altenhof effective July 17, 2019 and direct the Borough Clerk to advertise the vacancy per Borough Code 2.100.070(A)(5). ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: Skinner, Smiley, Symmons, Turner, and Arndt. 6. Approving A Letter Of Support For National Fish & Wildlife Foundation Electronic Monitoring System (NFWF EM) Grant. SMILEY moved to approve a letter of support for the NFWF EM Grant. ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: Smiley, Symmons, Turner, and Arndt (AYES); Skinner (EXCUSED); due to conflict of interest. 7. Modifying The Dates For The Allowance Of Fireworks. ARNDT moved to approve modifying the dates for the allowance of fireworks. Assembly Member Skinner: Spoke about a memo from the manager about the budget. Assembly Member Smiley: Had none. Assembly Member Symmons: Had none. Assembly Member Turner: Had none. Announcements The next Assembly work session is scheduled for Thursday July 11, 2019, at 6:30 p.m. in the School District Conference Room. The next regular meeting is scheduled on Thursday, July 18, 2019, at 6:30 p.m. in the Borough Assembly Chambers. Declaration of Candidacy packets are now available in the Clerk's Office and online on the Kodiak Island Borough website. EXECUTIVE SESSION None. ADJOURNMENT ARNDT moved to adjourn the meeting.
