Kodiak Fisheries Research Center (KFRC) Renewal and Replacement
Projects
ExteriorCost Estimate: $1,500,000 - $2,000,000
Siding / Flashing
The building exterior has metal panels that were installed when the facility was built
in 1997. Portions of the siding and flashings, particularly on the north elevation, are
showing signs of paint failure and corrosion. Due to the way the siding and flashings
were installed, there is no easy way to replace the failing sections without damaging
other building components. A representative from Jensen Yorba Lott (JYL) visited
the site in November 2018 and has recommended that the siding and flashings at
the north elevation be replaced. Although the siding and flashings at the other
elevations does not exhibit the same problems, it would be prudent to consider a
full-scale siding replacement.
Roof
The finish on the metal roofing is starting to fail, particularly at the roof edges,
exposing the metal to corrosion. Like the siding, the roofing is original to the
building, and should be considered for replacement along with the siding.
Chimney Staining
The concrete wall below the boiler chimneys is stained from years of condensing
exhaust gases running down the face of the concrete. A chase could be built around
the chimneys to protect the wall, or the wall could be painted with the
understanding that it will be a temporary solution.
Broken Windows
There are several broken windows in the curtain wall system at the south elevation.
These will need to be replaced by a certified installer. This work could occur as part
of a siding replacement project.
Paint
There are several doors and other areas around the building that require repainting.
Again, this work could occur as part of an overall exterior renovation.
Garage Doors
There are two garage doors at either end of the building that are due for
replacement.
Seawater TanksNo Estimated Completed
Filter Tank Liners / Exterior Cracks
The seawater tower on the east end of the building contains sand filter tanks at the
top level and below that reservoir tanks for filtered sea water. The tanks are lined
with a waterproofing membrane to keep water from seeping out, but the
membrane is past its life expectancy and cracks have started to appear on the
exterior walls from leaks in the tanks. A structural engineer from PND Engineers
visited the site in August 2018 and determined that the structural integrity of the
walls is not currently compromised, but also recommended the membrane be
investigated for repair or replacement as well as possibly applying a penetrating
sealer to the exterior wall to remedy the existing cracks.
Reservoir Tanks
AGENDA ITEM #2.a.
Below the filter tanks are reservoir tanks for both raw and filtered seawater. These
tanks are exhibiting signs of marine growth and should be drained and thoroughly
cleaned and inspected.
Valves
There are multiple 10-inch and 12-inch valves on the seawater lines that are
deteriorated to the point that they are very difficult to use. These valves are an
integral part of the backwash process for cleaning the seawater lines.
Hoist
There is a chain hoist at the top level of the tower used for lifting and lowering
materials to/from the ground. This hoist is beyond its useful life and due for
replacement. Additionally, it is recommended that a structural engineer inspect the
hoist beam to insure its integrity and loading capacity.
Fire Alarm System UpgradeCost Estimate: $200,000
The existing fire alarm panel and devices are over 20 years old. The panel is no longer supported by the
manufacturer and replacement parts are more and more difficult to find. While the system is still
functional, there is the risk of a system failure that would require an emergency replacement. It is
recommended to start work on designing a replacement system.
PumphouseNo Estimated Completed
Staff has ordered the last two replacement pumps and motors, and installation will begin once they
arrive. Other work at the pumphouse includes replacing the doors which are badly deteriorated, and
upgrades to the electrical and mechanical systems. For example, the light fixtures should be replaced,
and some of the fans have not worked for some time and should either be replaced or removed
altogether.
Water TreatmentNo Estimated Completed
The seawater piping system has an ozone generator to treat contaminated seawater before it is
returned to the ocean. This unit requires manual operation and replacement with a UV system would
result in easier and more efficient treatment of the water.
Sprinkler Pipe RepairNo Estimated Completed
The chase that houses the raw seawater pipes also contains a fire sprinkler pipe that serves the top level
of the tower. That pipe is rapidly degrading due to the close contact with seawater and needs to be
replaced before it fails.
Bridge SupportsNo Estimated Completed
The concrete bridge to the main entry is supported by metal decking and structural steel. The metal
decking is showing signs of deterioration and is currently being monitored by staff for signs of failure.
Lighting UpgradesNo Estimated Completed
Many of the interior light fixtures are difficult to maintain and/or in locations that makes bulb
replacement difficult. Replacing them with new LED fixtures would result in decreased maintenance and
electricity costs.

toparticipateintheForumasawaytodevelopstrong,positiveworkingrelationshipsbetween
theBoroughandtheregion’svillages.
AttheAprilandSeptember2018Forums,informationwassharedbytheStateofAlaskaandthe
Boroughregardingtheprocessandpotentialimpactsofconsolidatingthegovernmentsofthe
CityofKodiakwiththeBorough.Consolidation of the two government entities couldhave
significant impactson our village communities in areas such as economic development, zoning,
sales tax implications, capital improvement plan priorities, and supporting adequate community
public safety.The leadership attending the Forum agreed that it is critical that the smaller, off-
road system communities somehow be included in the process.
The Borough is currentlyseeking applicants to serve on the Borough’sConsolidation
Committee. The Committee is charged with implementing the ConsolidationWork Plan that
will gatherinformationon how other regions have addressed consolidation, may proposea plan
for consolidating the two local governments (City of Kodiak and Kodiak Island Borough) and
may prepare apetitionfor review by the Local Boundary Commission. We understand that the
Consolidation Committee will require a major commitmentof timethat includes regular
meetings held primarily in the City of Kodiak over an extended period of time. TheBorough has
nd
established a regular and alternate seat on the committee for representation from the region’s 2
class cities. However, at the SeptemberForum, rural leadership expressed a strong desire to see
individuals who live on the Kodiak road system and who have a strong working relationship with
the off-road system communities appointed to the committee. This is for two reasons. First,
travel to Kodiak is not always possible to attend committee meetings. And second,our villages
currently face real issues in participating in meetings via teleconferencing or Internetbased

webinar tools. For example, this past OctoberLarsen Bay was withouttelephone service for
over sevendays and Port Lions residents frequently cannot access GCI long distance,
particularly toll-free numbers.Internet speeds are very slow and oftendo not support
downloading of documents. The realities of living in the Boroughare suchthat if you are not
living on the road systemthe ability to participate in any meetings based in Kodiak is severely
hampered by weather and available technology.
Tyler Kornelis indicated to the Forum that he is submitting an application for the Consolidation
Committee.Tyler is responsible for the Kodiak Rural RegionalComprehensive Economic
Development Strategies (CEDS) under funding through the US Economic Development
Administration or EDA. In addition to the CEDS planning, he currentlysupports regional
energy planning for our off-road system communities under a grant received by SWAMC
through the US Department of Energy. He has been a regular participant and presenter at the
Forum for the past four years. The leadership participating at the Forums sees Tyler as an
individual wholivesand works in Kodiak yet understands the issues facing our rural
communities.Given this, the Forum strongly supports Tyler’s application to be part of the
Consolidation Committeeand feels that he would assist in ensuring that the rural regional voice
is at the table.
