Assembly Special Meeting
June 13, 2019
A special meeting of the Kodiak Island Borough Assembly was held on June 13, 2019, in the
School District Conference Room of the Kodiak Island Borough Building, 710 Mill Bay Road.
The meeting was called to order at 6:30 p.m.
Present were Deputy Presiding Officer Rebecca Skinner, Assembly members Scott Arndt, Julie
Kavanaugh, Scott Smiley, Dennis Symmons, and James Turner. Also present were Borough
Manager Michael Powers, Borough Clerk Tara Welinsky and Deputy Clerk Alise Rice.
ARNDT moved to excuse Mayor Rohrer and Assembly member Schroeder who were absent
due to personal leave.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.

CONSIDERATION OF MATTERS IN THE CALL FOR THE SPECIAL MEETING
1. Contract No. FY2019-25 Solid Waste Collection Services For Fiscal Years 2021-2027.
KAVANAUGH moved to convene into executive session under the authority of KIBC
2.30.030(F)(1)(b) for the purpose of discussing Contract No. FY2019-25 Solid Waste Collection
Services For Fiscal Years 2021-2027, a matter which, if discussed in open session the immediate
knowledge of which would clearly have an adverse financial impact to the Borough.
ROLL CALL VOTE ON MOTION CARRIED FOUR TO TWO: Kavanaugh, Skinner, Symmons,
and Turner (AYES); Arndt, and Smiley (NOES)
KAVANAUGH moved to invite the Mayor, Assembly, Borough Manager, Borough Clerk, Borough
Attorney and E/F Director into executive session.
VOICE VOTE ON THE MOTION CARRIED UNANIMOUSLY.
After the vote, Deputy Presiding Officer Skinner recessed the special meeting and convened the
executive session.
Upon returning from the executive session, Deputy Presiding Officer Skinner reconvened the
special meeting and announced that no action was taken as the result of the executive session.
ADJOURNMENT
ARNDT moved to adjourn the meeting
